RESOLUTION NO. 3 3 3 0
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO A
STATE PARTICIPATING AGREEMENT WITH THE WASHINGTON
STATE DEPARTMENT OF TRANSPORTATION (WSDOT) FOR THE
SR-167 (84TH AVE. SOUTH TO SOUTH GRADY WAY) CULVERT
CONSTRUCTION PROJECT AT THE INTERSECTION OF SR-167 AND
SW 23RD STREET IF EXTENDED.
WHEREAS, the City issued and adopted the East Side Green River Watershed Plan Final
Environmental Impact Statement, which comprehensively identifies surface water improvements
that are needed within the Renton Green River Valley to solve flooding, water quality and fish
habitat problems; and
WHEREAS, the East Side Green River Watershed Plan identified the need to improve
drainage from the east side of SR-167 to the west side of SR-167 and recommend the
replacement of SR-167 culvert crossings with a new culvert crossing at SW 23rd Street (SW 23rd
Street Alternative 3-Element 1); and
WHEREAS, the City is working cooperatively with WSDOT to implement the
recommended alternative and the WSDOT has agreed to fund the installation of a new 72-inch
culvert within their right-of-way; and
WHEREAS, the WSDOT is proposing to install the new 72-inch culvert within their
right-of-way as part of the WSDOT SR-167 (84th Ave. South to South Grady Way) Culvert
Construction Project; and
WHEREAS, channel improvements between SR-167 and the East Valley Road along
with the installation of a fish ladder upstream of the new culvert on the east side of SR-167 are
needed to successfully implement the recommended alternative; and

WHEREAS, the WSDOT has agreed to include the construction of the channel
improvements and upstream fish ladder as part of their construction project for the new 72-inch
culvert crossing under SR-167 provided that the City pays for the channel and upstream fish
ladder improvements; and
WHEREAS, a State Participating Agreement between the City and the WSDOT is
required when City improvements are included in a WSDOT project; and
WHEREAS, pursuant to RCW 39.34, the Interlocal Cooperation Act, the participants are
each authorized to enter into an agreement for cooperative actions;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The Mayor and City Clerk are hereby authorized to enter into a State
Participating Agreement with the Washington State Departmentof Transportation �WSD T) for
the construction and City funding of channel improvements between SR-167 and East Valley
Road and a fish ladder on the east side of SR-167 as part of the WSDOT SR-167 - 84th Ave.
South to South Grady Way-Culvert Construction Project.
