RESOLUTION NO. 3 3 41
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
DECLARING AN EMERGENCY IN ORDER TO CONSIDER POLICY
AND MAP AMENDMENTS TO THE COMPREHENSIVE PLAN
RELATING TO THE LAND USE ELEMENT.
WHEREAS, the City of Renton has adopted a Comprehensive Plan pursuant to the
requirements and authority of the Growth Management Act; and
WHEREAS, the Growth Management Act and the City Code provide for an annual
review cycle of the Comprehensive Plan; and
WHEREAS, the City of Renton's annual review of the Comprehensive Plan is completed
for 1998; and
WHEREAS, RCW 36.70.A.130(b) provides that, when an emergency exists, the City
may adopt amendments or revisions to its Comprehensive Plan as an exception to the required
annual review cycle; and
WHEREAS, Renton Municipal Code section 4.9.020.D permits the City Council to
consider emergency amendments to the Comprehensive Plan as an exception to the required
annual review cycle; and
WHEREAS, the Renton City Council approved its Urban Growth Area as part of its
Interim Land Use Element in 1993 prior to adoption of the Countywide Planning Policies and the
creation of the designation"Potential Annexation Area" (PAA); and
WHEREAS, the Comprehensive Plan Policies, Mapping, and Glossary do not distinguish
between the "Urban Growth Boundary" and "Potential Annexation Areas" and treat the entire
unincorporated Urban Growth Area surrounding Renton as the adopted Renton Potential
Annexation Area; and

WHEREAS, the West Hill Area is included in Renton's Potential Annexation Area; and
WHEREAS, the City of Renton analyzed future service delivery issues and ranges of
services for the majority of its Potential Annexation Area; and
WHEREAS, similar area-wide fiscal analysis of service delivery and ranges of service
needs or annexation/incorporation analysis is not available for the West Hill Area; and
WHEREAS, the Growth Management Planning Council of Metropolitan King County is
currently considering amendments to the Countywide Planning Policies which are intended to
clarify requirements of cities with designated Potential Annexation Areas; and
WHEREAS, the proposed amendments before the Growth Management Planning
Council will adopt Potential Annexation Area maps as part of the Countywide Planning Policies;
and
WHEREAS, future modification to these policies and maps will occur through action of
the Growth Management Planning Council and ratification by its member jurisdictions not
through the local land use authority of the City of Renton; and
WHEREAS, adoption of the proposed amendments to the Countywide Planning Policies
by the Growth Management Planning Council is scheduled for September, 1998; and
WHEREAS, adoption of the proposed amendments to the Countywide Planning Policies
will occur prior to the March 1999 filing deadline for the annual Renton Comprehensive Plan
amendments; and
WHEREAS, the Renton City Council does not have the opportunity to give full
consideration to issues regarding future service areas and ranges of service for West Hill under
the proposed amendments to the Countywide Planning Policies prior to their adoption; and

WHEREAS, provision of the services to West Hill required under the proposed
amendments has uncertain fiscal impacts on the City of Renton and may create a hardship for the
City;
NOW, THEREFORE, the City Council of the City of Renton, Washington, do resolve as
follows:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION H. An emergency is hereby declared pursuant to state law and Renton
Municipal Code in order that immediate amendments to the Comprehensive Plan can be
considered to amend the Land Use Element policies and Glossary to clarify the difference between
Renton's Potential Annexation Area and the Urban Growth Boundary, and to amend the Land
Use Map to remove the West Hill Area from Renton's PAA. Furthermore, because of this
emergency and the Planning Commission's schedule, this issue is referred to the Planning and
Development Committee for processing rather than the Planning Commission as is set forth in
City Code section 4.9.0120.
