RESOLUTION NO. 3252
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO A

. MEMORANDUM OF AGREEMENT WITH THE CITY OF SEATTLE AND
'KING COUNTY FOR THE MASONRY DAM OPERATIONS STUDY.
WHEREAS, .the Proposed Cedar River Basin Plan recommended that
the City of. Seattle, King County and the City of Renton should
conduct -a - study of Masonry Dam operations to find and specify
flood season operating guidelines that enhance flood control,
assure power generation, and improve water supply availability for
both instream and consumptive uses; and
WHEREAS, the City of Renton funded and participated in the
:development- of . the' Proposed Cedar River Basin Plan and concurs
- with therecommendation to conduct a study of the Masonry Dam; and
WHEREAS, improved Masonry Dam operations that enhance flood
protection will protect public safety and reduce damages to
downstream properties; and
WHEREAS, the City of Renton is located; downstream of the
Masonry Dam and is concerned about protecting public safety and
properties from flood hazards; and
WHEREAS, to determine if changes to the Masonry Dam
operations can enhance flood control, assure power generation and
improve water supply availability for both instream and
consumptive uses, a study of operational alternatives must be
conducted to identify the benefits and tradeoffs associated with
different operational alternatives; and

WHEREAS, the City of Renton, along with the City of Seattle
and King County, believes that it is in the public' s interest to
study Masonry Dam operations; and
WHEREAS, the Masonry Dam Operations Study will be best
conducted and their recommendations best implemented if they are
managed and funded through a partnership which involves the City
of Seattle, King County and the City of Renton; and
WHEREAS, pursuant to RCW 39. 34, the Interlocal Cooperation
Act, the participants are each authorized to enter into an
agreement for cooperative actions;
NOW THEREFORE, THE . CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS :
SECTION I . The above recitals are found to be true and
correct in all respects .
SECTION II . The Mayor and City Clerk are hereby authorized
to enter into a Memorandum of Agreement with the City of Seattle
and King County to provide $15, 000 . 00 to fund a portion of the
Seattle Masonry Dam Operations Study to enhance flood control,
assure power generation, and improve water supply availability for
both instream and consumptive use.
