RESOLUTION NO. 3212
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, CREATING
THE CITY TRANSIT ADVISORY BOARD AND DESCRIBING ITS
FORMATION AND DUTIES.
WHEREAS, the City of Renton' s adopted Comprehensive Plan
promotes the use of public transportation as a mode of urban
transportation in the City; and
WHEREAS, the City of Renton' s adopted Comprehensive Plan
supports the development of a downtown transit center; and
WHEREAS, the City of Renton' s adopted Comprehensive Plan calls
for improving both local intra-Renton and regional inter-Renton
transit service so that Renton residents can quickly and reliably
travel within and to Renton using transit; and
WHEREAS, the City of Renton supports economic development and
the adopted Level of Service standard is dependent on transit
improvements in order to allow economic development; and
WHEREAS, the Metro Comprehensive Plan for Public Transportation
(1996-2001) provides for a comprehensive package of transit capital
improvements including the creation of a downtown Renton transit hub
and improved access to the hub through improved signal priority
systems, arterial HOV lanes, HOV direct access at interchanges, and
other measures; and
WHEREAS, the Metro Comprehensive Plan for Public Transportation
(1996-2001) provides for a comprehensive package of transit service
including a combination of local, inter-community, regional, and
peak period park-and ride services that when combined will provide
improved service and connections for the City of Renton residents
and employees working in Renton; and

WHEREAS, the active involvement of commuters, other existing
and potential users, citizens and stakeholders in a City transit
system in the form of an organized board to advise municipal
authorities is important to ensure supportive and effective
development of a transit system and a transit hub for the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DOES RESOLVE AS FOLLOWS :
SECTION I . The above recitals are found to be true and
correct in all respects .
SECTION II. Intent . It is the intent of the City Council to
create the City Transit Advisory Board to advise the City on matters
related to the implementation of transit service insofar as this
activity provides productive direction for the successful
implementation of the City' s Transit Program and assures that the
City' Level of Service Standard is achieved. The Board' s activities
will also include development of recommendations aimed at mitigating
potential adverse impacts on local neighborhoods These activities
include, but are not limited to, routing, transit center
development, access to transit, pedestrian facilities, and non-
motorized access and coordination. The Board shall have the
opportunity to contribute in an advisory capacity to all aspects of
the City' s planning processes insofar as they may relate to public
transportation.
SECTION III. Evaluation. It is the intent of the Mayor and
City Council to review the Board' s activities on an annual basis
and to make modifications as needed to assure proper functioning.
SECTION IV. Board Formation and Constitution. The City Transit
Advisory Board shall be composed of no more than fifteen (15)
members appointed by the Mayor and City Council to serve terms of

one year. Individuals representing Renton neighborhoods and
businesses in the community are eligible for Board appointment . The
foregoing members shall be the only voting members of the Board.
The Board shall serve under the direction of the Mayor and City
Council and shall receive technical support from City staff .
SECTION V. Structure. The Transit Advisory Board will
function to advise the City on transit related issues . The Board
will vote on matters of importance as needed. Passage of proposed
measures requires a simple majority of the Board be present at the
time of each vote .
SECTION VI . Term. Each member is appointed for a period of one
year, beginning in September. Members appointed in 1996 are
allotted approximately two extra months to prepare for Interim Hub
opening day. Appointed members can elect to resign from the Board
at any time, but at the end of each calendar year members will be
asked to formally indicate participation commitment for the upcoming
year.
SECTION VII . Duties and Responsibilities . The Board shall
review proposals to implement and operate a transit system and
transit center in and to the City of Renton and shall advise the
City about these proposals . Assigned staff members from the
Transportation Division shall provide oversight, input and technical
assistance, as allowed by staffing and budget constraints . In
addition, the Board shall :
a. Review proposals and plans for transit within and to the
City of Renton;
b. Promote transit as a viable form of urban transportation;
c. Review proposals and plans for transit compatible forms of
transportation, such as pedestrian and bicycle facilities,

in cooperation with the City of Renton Nonmotorized
Committee;
d. Consider transit proposals which would link King County
Metro service with other high capacity transit systems
related to or impacting the City of Renton; and
e . Consider transit system proposals that can be utilized to
assist in the implementation of the City' s Commute Trip
Reduction Program.
