A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
DECLARING ITS OPPOSITION TO THE RECOMMENDED REGIONAL
TRANSPORTATION PLAN DRAFT SYSTEM PLAN FOR THE
DISBURSEMENT OF REGIONAL TRANSPORTATION AUTHORITY FUNDS.
WHEREAS, the City of Renton is included within the regional
transportation authority boundaries; and
WHEREAS, the regional transportation plan draft system plan
has been proposed for adoption; and
WHEREAS, the plans would expend funds to construct a rail
system, provide improved bus service, and build capital facilities
to support transit; and
WHEREAS, the City of Renton would receive no benefit from the
rail funding and would have to compete for a share of the other
two funding sources; and
WHEREAS, the City of Renton is in the fastest growing area
within the regional transportation authority boundaries; and
WHEREAS, the City of Renton is the second largest King County
job center; and
WHEREAS, the City of Renton is a point of intersection of
five major transportation corridors, and these corridors are
currently at or near Level of Service "F" with projected demands
to nearly double the existing capacity by the year 2,010; and
WHEREAS, the great majority of the traffic using these major
corridors has neither origin nor destination within the City of
Renton, thus making the problem a regional traffic problem; and
RESOLUTION NO. 2 9 2 4
WHEREAS, the draft policies would do little or nothing to
provide a regional solution to this regional traffic problem; and

reaching effect on the City of Renton economy and, under the
Growth Management Act, far reaching implication for future growth
in the City of Renton.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
