RESOLUTION NO. 2593
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING ENTRY INTO THE GREEN RIVER MANAGEMENT
AGREEMENT
WHEREAS the Green River flows through the boundaries of
a number of cities and it is an important recreation and environmental
resource of the region and it would be appropriate to share the costs
of planning, administration, construction, operation and maintenance
of the Green River channel and related facilities; and
WHEREAS this function may be adequately handled through an
Interlocal Cooperative Agreement, NOW THEREFORE
THE CITY COUNCIL OF . THE CITY OF RENTON, WASHINGTON, DO
RESOLVE AS FOLLOWS:
SECTION I: The above recitals are true and correct.
SECTION II: The City of Renton is authorized to enter into
an Interlocal Cooperative Agreement with the Cities of Auburn, Kent,
and Tukwila and the County of King for the Green River Basin Program
and the Mayor and City Clerk are authorized to sign the Green River
Management Agreement for those purposes.

GREEN RIVER WORK PROGRAM
Section 2.1 - Green River Levee Improvement Plan)
SPECIFIC OBJECTIVE: The Green River levee improvement plan will document levee
improvement needs for the entire lower Green River system. Data from Corps studies will
be used to the greatest extent practicable. Preliminary engineering design plans,
construction cost estimates and implementation priorities will be established.
Environmental mitigation and recreation elements will also be integrated into the design.
A written report will be prepared and reviewed with all parties in December. Technical
and BEC Committee reviews of the plan as well as public reviews will occur in the first
quarter of 1986. Estimated cost of the plan is $120,000.

GREEN RIVER WORK PROGRAM
(Section 2.2 - Future Drainage from Mill Creek and Northeastern Auburn)
SPECIFIC OBJECTIVE: A detailed review of the Corps of Engineers pump/pond analysis will
be conducted to establish a "preferred" inflow from Mill Creek. Mill Creek inflow is a
critical design parameter that will be determined in future levee improvement plans.
Studies will be made to coordinate Mill Creek drainage with surface water requirements
upstream in Auburn, drainage needs for agricultural lands and levee improvements
downstream. Reactivation of the SCS West Side Watershed Project as a reformulated
agricultural drainage project will be explored. Estimated costs are $40,000.

SPECIFIC OBJECTIVE: Studies will be made to identify means to improve river gaging
capability and the costs of implementing an improved system. Extensive work with the
Corps of Engineers is expected. A gaging improvement report will be prepared and reviewed
with the Technical and BEC Committees. Costs are estimated at $8,000.
