WASHINGTON, ENDORSING THE KING COUNTY COMMUNITY PLANNING SECTION'S PROPOSAL FOR THE "PLAN MANAGEMENT" PROJECT WHEREAS the Renton City Council has expressed concern over physical land development issues located in the unincorporated area of King County, and WHEREAS adequate planning efforts on the part of King County are necessary to address these issues, and WHEREAS the Renton City Council has reviewed the Executive Task Force Report on Growth Management, and WHEREAS the Renton City Council has endorsed a cooperative planning effort between the City of Renton and King County on these critical issues, and WHEREAS staffing levels in the Planning Sections of King County have declined in recent years, and WHEREAS the King County Community Planning Section has proposed an increase in staffing for the "Plan Management" project, and. WHEREAS the "Plan Management Program" is intended to 1. Improve response to the Boundary Review Board, and Utilities Technical Committee for early prevention of problems. 2. Increased assistance and accountability to elected officials, governmental agencies, and community organizations. 3. Closer work with the cities, special purpose districts, and service providers to define and resolve common issues and prevent long-term problems. 4. Work with representatives of other jurisdictions, such as the State Department of Natural Resources, to encourage consistency of their actions with County policy. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I: The facts and recitals are true and correct in all respects. SECTION II: The Renton City Council endorses the "Plan Management" proposal contained in the King County Community Planning budget request for 1984. Warimfi, City Attorney 1984 EXECUTIVE PROPOSED BUDGET POSITION PAPER: Community Planning Work Program 4 Summary of 1984 Proposal,. The 1984 Executive Proposed Budget for Community Planning provides re- sources for .the following tasks: S o Prepare land use plans for the Bear Creek and Snogualmie areas with the assistance of citizen committees. if o Update existing plans n plan- ning g p and zoning i n the Federal � and Vashon plan ' ping areas in conjunction with citizens' committees. o Implement County land use policies expressed in 10 adopted community plans and zoning by providing direction to other public entities and assisting private citizens. o Prepare a land use and business district study with citizen input to guide development and prioritize capital projects in the Rose Hill area of Northshore. i o Staff Council review of the Tahoma/Raven Heights Community Plan and Area Zoning. I, '2 i1 I In addition to plan development, the Section is also responsible for.assur- ing coordinated implementation of County Plans and policies throughh assis- tance to County Departments, community groups, elected officials, and other jurisdictions. This involves a great deal of citizen contact, work with city representatives and other County offices to coordinate land use acti- vities and present a coherent, informed position to the public and other units of government. These "Plan Management" activities allow the Planning Division . to pull together various land use-related functions of County 5 Departments and represent one position to the community and other agencies. The Community Planning Section has been able to maintain critical plan management activities in 1983 only _as ,a result of a delay in beginning the Snoqualmi.e and Bear Creek Plans until the planning process could be stream- lined. Twelve additional staff months were therefore available in addition t to the original budget for plan management in 1983. Even so, the level of community assistance and depth of analysis have' barely kept pace with needs. Plan -management responsibilities have grown considerably as the I� � number of adopted community plans requiring follow-through has grown, as i !!) other jurisdictions' interest in ,County policies has increased, and as Ipublic efforts to influence land use decisions in their neighborhoods has I j expanded. Over the P years, staff resources for plan management work have become -spread .correspondingly thin and the.County's reputation for consis- tency, conflict prevention and efficient, considered resolution of problems has suffered. 3 9/30/83-CP6-B t f o Work with representatives of other jurisdictions, such as" the State Department of Natural Resources, to encourage consistency of their actions with County policy. i It is anticipated that completion of the alternatives analysis and Prelimi- nary Plan development phases of the Bear Creek and Snoqualmie plans will be completed in 1984, with Council adoption in mid-1985. The Preliminary Plan updates to the_Vashon and Federal Way plans will be completed in 1984. In addition, mid-1984 adoption of the pending Tahoma/Raven Heights Plan is anticipated, as is completion of a land use and business area plan for Oe I Rose Hill neighborhood of the Northshore area. 1983-84 Change Accelerated development of land use" pl-ans, initiation of two plan updates and improved capacity for responsiveness to plan management problems re- present the key shifts in resources and objectives from 1983 to 1984. In 1984, 4.5 additional FTE are proposed to accelerate completion of the Snoqualmie and Bear Creek Plans from an average of four years to about two years (1 FTE), to undertake new update projects in Vashon and Federal Way (2.5 FTE), and to sustain plan management work as the number of adopted plans have grown (1 FTE). i 5 9/30/83-CP6-B
