HomeMy WebLinkAboutRES 2317 CITY OF RENTONr WASHINGTON 1 2 23 RESOLUTION NO . 17 3 A RESOLUTION authorizing the Mayor to enter into 4 agreements with the U .S . Soil Conservation Service and other local sponsors related to drainage and flood control 5 improvements in the Green River Valley . 6 7 WHEREAS the City of Renton is situated in the Green 8 9 River Valley and along certain water courses, and 10 11 WHEREAS , King County , the Green River Flood Control 12 Zone. District , the cities of Auburn , Kent , Renton and Tukwila, 13 and the King County Conservation District are local sponsors 14 of the .East Side Watershed Project as authorized under Public Law 566 ; and 15 16 17 WHEREAS , King County and the cities of Auburn, Kent , 18 Renton and Tukwila entered into an interlocal agreement in 19 May of 1978 to further their objectives for timely implementation of drainage and flood control improvements and established 20 21 the Green River Basin Executive Committee to oversee a program 22 to improve basin-wide surface water management ; and (CAG 032-78) 23 WHEREAS , the SCS has completed a Revised Watershed Plan 24 25 for the East Side Project which includes by reference modifica- 26 tions recommended by the local sponsors ; and 27 WHEREAS , the Green River Basin Executive Committee has 28 reviewed the Revised Watershed Plan and has recommended the 29 30 SCS make preparations to complete procedures necessary to begin design and construction ; and 31 32 33 WHEREAS , the U .S . Soil Conservation Service requires 34 the sponsors to confirm their commitment to the Revised Watershed i i CITY OF REJJTON PLANNING DEPARTMENT 1 Plan , as amended, by cosigned letter prior to proceeding 2 with a formal Watershed Plan Agreement ; and 3 4 WHEREAS , the U .S . Soil Conservation Service requires 5 that a Watershed Plan Agreement be entered into which sets 6 out certain conditions and procedures for sponsorship of 7 the East Side Watershed Project prior to commencing with 8 engineering design work and rights-of- way mapping ; and 9 10 WHEREAS , a subsequent agreement will be required prior 11 to beginning construction and commiting local funds setting 12 forth in detail financial arrangements and responsibilities ; 13 and 14 15 WHEREAS a Revised Watershed Plan Agreement for the Green 16 River is in existence and has been reviewed by the Council ,(CAG 900-65)-,, 17 now therefore 18 19 THE COUNCIL OF THE CITY OF RENTON DO RESOLVE AS FOLLOWS : 20 SECTION I : The above facts and recitals are found to 21 be true and correct in all respects . 22 SECTION II : The Council of the City of Renton concurs 23 in the concept and contents of the proposed Agreement with 24 the following stipulations : 25 1 . That there be full consideration of the wetland 26 area east of the freeway (SR167 ) for additional 27 storage and channel area and approved wetlands . 28 2 . That the current wetlands be retained as approved 29 wetlands and/or traded for property of equal dollar 30 value for suitable wetland retention and that the 31 project compensate the City totally for its wetland 32 area at the current market value in order that 33 additional approved wetland areas can be provided. 34 3 . The cost of the project be born by benefitting property CITY OF RQ4TON PLANNING DEPARTMENT 1 owners located on the valley floor west of the Valley 2 Freeway (SR167 ) and south of the Burlington Northern- 3 Chicago Milwaukie & St . Paul railroad right-of-way 4 or as otherwise specified by the City Council in 5 a subsequent agreement prior to the commitment of 6 any local funds . 7 8 SECTION III : With the stipulations as noted above the 9 Council hereby authorizes the Mayor and City Clerk to sign 10 said Agreement on behalf of the City of Renton . 11 PASSED BY THE CITY COUNCIL this 4th day of February, 1980. 12 13 Delores A.
