ORDINANCE NO. . 3722
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,.
AMENDING A PORTION OF CHAPTER 7 , TITLE IV (BUILDING
REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE
OF GENERAL ORDINANCES OF THE CITY OF RENTON"
RELATING TO .ZONING BY ADDING ADDITIONAL ZONING
CLASSIFICATIONS
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS :
SECTION I : Existing Chapter 7 , Title IV (Building Regulations;
of Ordinance No . 1628 entitled "Code of General Ordinances of the City
of Renton" is hereby. amended by adding the following section:,,
Section 4-718 : PUBLIC ZONE (P-1)
(A) Purpose and Intent : The Public Zone (P-1) is established
to provide and protect suitable environments for social and physical
services and facilities . This zoning classification is generally limited
to areas designated as Public/Quasi-Public in the Comprehensive Plan.
(B) Permitted Uses : In the Public Zone (P-1) the plans
and general specifications of all projects shall be. submitted to the
Hearing Examiner for site plan review. The Hearing Examiner shall
then ascertain and determine that the general design and development
conform withthe adjacent surroundings , meet applicable building and
zoning code requirements , comply with the Comprehensive Plan, and has
adequate and safe traffic circulation and access . The following
principal and accessory uses are permitted:
(1) Principal :
a. Governmental buildings such as hospitals ,
libraries , museums and schools .
b. Municipal parks , playgrounds , golf courses ,
and similar recreational uses .
c . Park and ride lots
d. Police and fire stations
e. Municipal utility facilities
f. Municipal Airports
(2) Accessory Uses : In the Public Zone (P-1) the following
uses are allowed where incidental to a permitted use :
a. Services such as food, pharmacies , gift shops ,
newsstands and similar uses usually associated
with a permitted use may be allowed within the
principal building.
b . Facilities for caretakers or on-duty public
employees .
(3) Conditional Uses : In the Public Zone (P-1) the following
private uses and their accessory uses may be allowed by Conditional Use
Permit as provided in Section 4-748 :
a. Accessory uses in separate buildings .
b . Facilities to 1) sell , service and store airplanes ,
2) service airport patrons , and 3) those ordinarily
incidental and essential to the operation of a
municipal airport.
c . Airport and aircraft parts , the manufacture of
aircraft , aircraft parts and hydrofoils at the
the Renton Municipal Airport.
d. Heliports
e. Public utility facilities .
f. Buildings over fifty (50) feet in height but not
exceeding ninety-five (95) feet .
g. Churches
h. Medical offices (i. e. doctor, dentist)
i. Schools
j . Parks , playgrounds and similar uses .
k. Hospitals
(C) . Prohibited Uses : In the public Zone (P-1) the following
uses are prohibited :
(1) All exterior merchandise or products display
(2) All advertising devices except as provided by Title IV,
Chapter 19 ,, .Sign Code .
(3) All residential uses .
(4) All other uses .
(D) Development Standards : In the Public Zone (P-1) the follow-
ing development standards shall apply, EXCEPT as otherwise provided by
this ordinance.

(.1) Setbacks :
a. Front Yards : Minimum requirements on the following
types o streets shall be ;
Street Types Front Yard Setback
Arterial (Major & Secondary) 30 '
Arterial (Collector) 25 '
All others 20 '
b. Rear Yard (Interior) : A minimum of ten (10) feet
EXCEPT it the property is contiguous to a zone with
a more restrictive rear yard requirement in which
case the rear yard shall be the minimum of the
more restrictive zone.
c . Side Yards (Interior) : A minimum of five (5) feet .
(2) Special Setbacks :
a. Any yard abutting a public right-of-way shall
be a minimum of twenty (20) feet .
b . Where a P-1 zone abuts a lot which is zoned
G-1 , R-1 or R-2 on the City of Renton Zoning
Map and designated Single Family or Low Density
Multiple Family on the City of Renton Comprehensive
Plan, there shall be a minimum setback from the
common lot line of fifty (50) feet with a minimum
of the first twenty (20) feet from the common lot
line landscaped.
c C-Jhere a P-1 zone abuts lots zoned G-1 , R-1 , R-2
R-3 and R-4 on the City of Renton Zoning Map
and designated Medium Density Multi-Family
or High Density Multi-Family on the City of
Renton Comprehensive Plan, there shall be a
minimum landscaped setback, of twenty (20) feet
from the common lot line.
(3) Height :
a. The height of a building shall not exceed fifty (50)
feet EXCEPT as a conditional use.
b . Public and private utility facilities (except
buildings) shall be allowed to exceed fifty (50)
feet .
(4) Parkin /Circulation : Parking and circulation standards
required shall e as follows :
a. Access : The principal access shall be from an
arterial or collector street .
b . Parking/Circulation : Parking; and circulation along
the common lot line with a residential lot designated
as such on both the City of Renton Comprehensive
Plan and Zoning Map shall be allowed only if ten
(10) feet of sight-obscuring landscaping_, and a six
(6) foot solid masonry fence are used along the
common boundary.
C . Parking Requirements : See Chapter 22 , Title IV of the
City Code .

(5) Signs : See Chapter 19, Title IV of the City Code .
(6) Noise : Truck traffic and other noise normally associated
with an operation shall be limited to the hours between
7 : 00 a .m. and 7 :00 p .m. unless the. Hearing Examiner
shall find that due to the specific circumstances of
the particular application, other hours of operation
should be established in order to protect the public
health, safety and welfare.
SECTION II : Existing Chapter 7 , Title IV (Building Regulations)
of Ordinance No 1628 entitled "Code of General Ordinances . of the City
of Renton" is hereby amended by adding the following section:
Section 4-718 A OFFICE PARK ZONE (OP)
(A) Purpose and Intent : The Office Park Zone (OP) is
established to provide areas appropriate for commercial , professional
and administrative offices in a campus-like setting. These districts
may serve as employment centers for the surrounding community . This
zoning classification is generally limited to areas designated as Office
Park in the Comprehensive Plan.
(B) Uses : In the Office Park Zone (OP) the following
uses and similar uses are permitted :
(1) Principal Uses :
a. Administrative and professional offices
b. Medical and dental offices and clinics
c. Financial offices such as banks , savings and
loan institutions .
d. Schools and studios for art , crafts , photography,
dance and music .
e. Business and professional services .
f. Business and commercial headquarters .
g. Any other use determined by the Building and Zoning
Department to be similar in general character and in
keeping with the intent of this zone .

(2) Accessory Uses : In the Office Park Zone (OP) the
following uses are allowed where incidental to a permitted use :
a. Parking garages .
b. Day care facilities
C . Recreational facilities .

(3) Conditional Uses ; In the Office Park Zgne (.OP) the
following uses and their accessory uses may be allowed by conditional
use permit as provided in Section 4-748 of the City Code .
a. Churches
b. Medical and dental laboratories. - not including
the manufacture of pharmaceuticals
c. Heliports
d. Park and Ride Lots
e. Non-profit and social service organizations .
f. Retail sales where they are located on the first
floor and where they do not exceed 50`!0 of the
area of the entire building.

g. Restaurants (.provided there are no drive-up
windows or outside automobile service) .
(.C) Prohibited Uses : In the Office Park Zone (OP) the following
uses are prohibited :
(1) Residential uses .
(2) Industrial training schools
(3) Retail except as provided above
(4) Warehousing
(.5) All other uses

(D) Development Standards : In the Office Park Zone (OP) the
following development standards shall apply EXCEPT, as otherwise provided
by this Ordinance.
(1) Setbacks :
a. Yards abutting public streets : Minimum yards on
the following types of streets as defined by the
Six-Year Road Plan shall be :
Street Te Yard Setback
Arterial�(.Major and Secondary)
Arterial (Collector) 251
All others 20'
(2) Special Setbacks : Permitted and conditional Office
Pauses proposed for location within one hundred
and fifty (150) feet of a lot which is zoned any
residential use on the City of Renton Zoning Map and
designated any residential use on the City of Renton
Comprehensive Plan shall be reviewed by the Building
and Zoning Department to determine appropriate setbacks .
The Building and Zoning Department' s decision shall be

based on a finding that the architectural design
building orientation, circulation, noise and glare
of a proposed project are compatible with residential
uses adjacent to the proposed Office Park use .
(3) Height
a. Building heights in the Office Park (OP) Zone shall
be established with consideration to adjacent
land uses and shall be determined as follows :

1 . Adjacent to Single Family/Two FamilyUses :
No height limit shall e required provided
that for each one (1) foot of building
height there shall be provided one (1) foot
of yard setback on the periphery of the site
where the Office Park use is adjacent to a
lot zoned G-1 , R-1 or R-2 on the City of
Renton Zoning Map and designated Single Family
or Low Density Multi-Family on the City of
Renton Comprehensive Plan.
2 . Adjacent to All Other Uses : No height limit
shall e required provided that for each
additional one (1) foot of height above thirty-
five (35) feet there shall be provided one
(1) foot of yard setback on the periphery of
the site where the Office Park use is adjacent
to lots zoned multi-family , commercial or
industrial on the City of Renton Zoning Map
and Comprehensive Plan as follows :
Use Zoning Comp . Plan
Multi-Family G-1 , R-1 Medium Density
R-2 , R-3 Multi-Family,
R-4 High Density
Multi-Family,
Commercial B-1 Commercial
Industrial L-1 , H-1 Light Industry/MP,
Heavy Industry
b . These setback/height requirements cannot be modified
by application under the P.U.D. process
(4) Parking/Circulation: Parking and circulation standards
required shall be as follows :
a. Access : The principal access shall be from an arterial
or collector street.
b. Parkin /Circulation : Parking and circulation areas
along a common lot line with a residential area use
located on a lot zoned any residential use on the
City of Renton Zoning Map and designated as a
residential use on the City of Renton Comprehensive
Plan shall be allowed if ten (10) feet of sight-
obscuring landscaping and a six (6) foot high solid
masonry fence are used along the common boundary
line.

c . Parking : See Chapter 22 , Title IV of the City Code .
(5) Signs : See Chapter 19 , Title IV of the City Code.
(6) Landscaping :
a. When an "OP" zone abuts a public right-of-way ,
there shall be a minimum landscaped setback of
twenty (20) feet .
b . A minimum of twenty (20) percent of the site shall
be retained in landscaped open space . A maximum
of one-half (1/2) of this requirement may be on
the roofs of structures provided employees and
the public have access to the area . The twenty
(20) percent minimum landscaping requirement may
not be reduced if a site is developed as a P .U.D.
c . All areas not covered by buildings , structures or
paved surfaces shall be landscaped.
d. Where parking lots are adjacent to one another ,
perimeter landscaping shall not be required .
SECTION III : This Ordinance shall be effective upon its
passage , approval and thirty days after publication.
