CITY OF RENTON, WASHINGTON
RESOLUTION NO. 2186
WHEREAS the City of Renton, Washington spends an appreciable
amount of money each year for consultants , and
WHEREAS the Consultants have been hired by the appropriate
department head alone, and
WHEREAS the prior consultant policy of the City no longer
reflects the current situations, and
WHEREAS the City desires to establish appropriate critera
for guiding the administration in hiring consultants , NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
RESOLVE AS FOLLOWS :
SECTION I: The above recitals are found to be true and
correct
SECTION II: General Policy. It shall be the responsibility
of the Mayor' s office to make recommendations to the legislative body
relative to the City work force and the necessity of hiring additional
professional services. Such recommendation shall be accompanied with
recommendations on appropriate revenue sources . Administration of any
program and/or project is totally under the responsibility of the Mayor' s
office.
The Mayor' s office shall keep the appropriate City Council
Committee chairman and the President of the Council informed at all
times of any request for, selection of or employment of a consulting
firm.
Every effort shall be made to utilize existing City personnel
on all projects , including any state or federally-funded projects
which allow for consulting services .
Preliminary Procedures
SECTION III: / Prior to the selection or employment of any
outside firm or individual, the respective department head must follow
the following procedures :

A. A thorough written tten description and evaluation
of a particular problem or '
roect must be made

to the administration with a copy to the appropriate
Council Committee . This shall include:
1. Identification of the objectives
2 . Consideration of alternatives
3 . Time frame of proposed employment
4. Completion date or dates
5 . Benefits to be derived from such action
6. Complete and total costs of the project and
the consulting services
7 . A description of the lack of specific
expertise within City work force
8 . Discussion of sources of revenue for such
expenditure
9. Description of the lack of sufficient personnel
within the City work force or department.
B. Compliance of any outside individual or firm with
City and Federal Equal Opportunity Policies and
submission of the firm' s Equal Opportunity Policy ,
if required under Federal, State or local laws ,
rules or regulations .
C. Provision in the budget for such employment b

total project appropriation line item or, for
any unforeseen project, approval of the City
Council on the appropriation of funds prior to
any consideration of employment.
SECTION IV : Consultant Invitations . Every effort will be
made to involve local area firms and to obtain no less than three
proposals on any specific task. Minority firms shall be encouraged
to submit proposals .
SECTION V: Selection Board
No selection shall be made by an individual employee or
department head. All selections must follow this procedure:
A. The Mayor shall appoint a selection board of
no less than Three nor more than nine individuals
which may include private individuals, members of
the City Council , members of City boards or commissions
and management level employees .
B. The chairperson of the respect5ve City Council
Committee shall be contacted by the Mayor and the
Mayor may elect to appoint the chairperson to the
selection board.
C . All members of the selection board shall have voting
rights only if they have participated as full members
of the board.
D. A rating system shall be established which will include
oral and written presentations , with the oral presenta-
tion receiving 40% of the vote ; written presentations
valued at 60% .
E. Voting shall be done individually without
consultation following each interview session.
F. Prior service to the City of Renton shall be
considered.
SECTION VI: Selection Procedure. All material e 1 submitted
to the board shall contain the history of the firm, example of
similar work accomplished for other governmental agencies or private
business, reference to the recent clients , availability of the firm
and a proposed work schedule.
SECTION VII: Final Presentations . Firms or organizations
selected to make final presentations to Selection Board shall :
A. Designate approach to outlined work program
or problem.
B. Availability of firm, specialists, and project
manager
C. Qualifications of individuals who will be assigned
to project.
D. Extent of City participation expected and credit or
compensation for same.
E." 'Additional departments or personnel within the
City may be called in for advice and consideration.
F. Additional consideration should be given to firms
which are locally situated, available by local telephone
and familiar with City operations .
G. Prior services to the City of Renton shall be
considered but shall not give an equally qualified
firm an advantage over another.
SECTION VIII : Selection.
A. A recommendation by the Selection Board shall be
jointly submitted to the Mayor and the City Council,
the latter for information only.
B. The City attorney shall draw up and approve any contract
employing a firm for professional services .
