PROJECT OVERVIEW Existing Conditions: This project is located at 19029 120th Ave SE in Renton, Washington. The property is approximately 2.14 acres. The property has an existing home, garage, and concrete pathways, all of which will be removed. The existing house has a few bushes nearby, along with lots of grass, extending to the east property line. West of the existing buildings there is virtually no vegetation due to recent clearing and grading activity. The existing site drainage mainly sheet flows from the north to the south. There are approximatelty 3 acres of upstream area that flow to the site. There is a half street (SE 191' Street ) located along the southern portion of this project that was built as part of the Jesse Glen subdivision. Proposed Conditions: We are proposing that the property be divided into thirteen lots including a drainage and recreation tract. Initially, the property will be subdivided into nine residential lots, with the ninth lot to be subdivided into 5 additional lots in the future for a total of thirteen residential lots. This project will finish the half street installed by the Jesse Glen subdivision to the south. Lots 1 to 8 will gain access from JUD Tracts connected to SE 191st Street. Lot 9 will access SE 191st directly with the intention of providing access for future lots 9 to 13. Runoff from the new homes will be directed to perforated stubouts prior to being conveyed to a conveyance system that directs the runoff to a combined detention/wet vault in the southeast corner of the property. Driveway runoff will also be directed in a conveyance system to the same vault. Once the runoff has been treated and detained, it will be conveyed to the existing drainage system along the west side of 120th Ave SE. Upstream runoff will be collected near the northwest portion of the property and directed to the conveyance system of SE 191" Street completely bypassing our onsite drainage system. New catch basins and pipe extensions will be provided as part of the completion of SE 191st Street. They will convey runoff to the SE 191" street drainage system and the pond of Jessie Glen to the south. Please see Appendix E for a copy of the Jessie Glen TIR. II. CONDITIONS AND REQUIREMENTS SUMMARY The core requirements of the King County Surface Water Design Manual (KCSWDM) for a Full Drainage Review Project have been or will be provided as follows: Core Requirement#1, Discharge at the Natural Location: The site's drainage pattern currently tends to sheet flow from the north to the south and once it reaches SE 191st Street ultimately flows east to the road drainage system in 120th Ave SE. All new onsite impervious surface runoff will be routed to a conveyance system and conveyed to a combined detention/wet vault. It will then be conveyed to the existing drainage system along the west side of 120th Ave SE. Core Requirement#2, Offsite Analysis: An offsite analysis is provided in Appendix A. Core Requirement#3, Flow Control: Detention calculations are provided in Appendix B. Per C2.9.2 the site uses restricted footprint as impervious surface mitigation. For every square foot that the recorded limit is below the norm, an equal area of actual proposed target impervious surface is credited as mitigated subject to Minimum design requirement 2 in section 2.9.1. Core Requirement#4, Conveyance System: A conveyance system has been designed to direct onsite runoff to the new combined detention/wet vault. The system consists of catch basins and pipes. It is located on the north side of the site's frontage improvements. There are also new catch basins and pipe extensions proposed to collect the road drainage of SE 191st Street. The runoff is conveyed to the existing drainage system for the subdivision located south of SE 191st Street and flows into their detention pond. Conveyance system calculations are provided in Appendix D. Core Requirement#5, Erosion and Sediment Control: An erosion and sediment control plan has been designed. Some of the ESC measures to be provided are a stabilized construction entrance, silt fence, inlet protection and seeding. Core Requirement#6, Maintenance and Operations: A maintenance and operations manual will be provided at a later date if required. Core Requirement#7, Financial Guarantees and Liability: The owner will provide this information prior to permit issuance. Core Requirement#8, Water Quality: Water quality calculations are provided in Appendix B. III. OFFSITE ANALYSIS A Level 1 Offsite Drainage Analysis is provided in Appendix A. IV. FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND DESIGN Flow control and water quality calculations are provided in Appendix B. V. CONVEYANCE SYSTEM ANALYSIS AND DESIGN The conveyance system will consist of catch basins and pipes. Calculations are provided in Appendix D. VI. SPECIAL REPORTS AND STUDIES No special reports or studies are known to exist for this project. VII. OTHER PERMITS No other permits are known to be required at this time. VIII. CSWPPP ANALYSIS AND DESIGN An Erosion and Sediment Control Plan has been designed and is included as part of the engineering plans. Some of the ESC measures to be provided are a stabilized construction entrance, silt fence, inlet protection, clearing limits and seeding. ESC BMP's are addressed in detail in the Stormwater Pollution Prevention and Spill Plan that is provided in Appendix C. IX. BOND QUANTITIES, FACILITY SUMMARIES AND DECLARATION OF COVENANT This information is attached to the TIR. X. Other Offsite Analysis Reports: ESM Consulting Engineers, L.L.C. has produced a TIR for a development named Jessie Glen, part of which occupies the property directly south of our site. Road Drainage Problems: Not applicable. King County Soils Survey: Soils on this site consist of Alderwood gravelly sandy loam, 0 to 6 percent slope (AgB). Wetlands Inventory Maps: There are no wetlands located on or near the site. Migrating River Studies: Not applicable. The original drainage plans for the short plat show the open ditch system on the west side of 121" Place SE was designed for infiltration/retention as well as conveyance. The open ditch conveys runoff to a control structure located at the intersection of :.21st Pl`oe SE and SE 192nd Street. The open ditches have 12-inch driveway culverts located intermittently; connecting them to one another. The complainant is concerned with the recent development in the area and the intrusion upon the open ditch system. Laet year the resident at 19133 12281 Place SE filled in the open ditch fronting the property as part of their detached garage addition. A Semon perforated conveyance pipe was installed before the ditch was filled. According to the complainant surface water from the open ditches overtopped the roadway and flowed east affecting the residents living on the east side of 1211st Place SE. Th.is•summer the residents at 19125 121St Place SE are filling in their open ditch while adding a s-inch perforated conveyance line connected by a series of lawn drains as par` of their detached garage construction.
