AL fSC" 1, \kI' Targeted Drainage Report BergerABAM,A13.0362.06 Boeing North 6th Street Ditch Improvement November 14,2014 Renton,Washington Page 1 of 5 SECTION 1: PROJECT OVERVIEW The proposed project is located within the North 6th Street public right-of-way,south of The Boeing Commercial Airplane 737 Airplane Production Renton Plant located on the southern shore of Lake Washington,within the City of Renton,Washington. The project site is bordered by The Boeing Commercial Airplane 737 Airplane Production Renton Plant to the north and the south, the Cedar River to the west, and Logan Avenue North further to the east.Surrounding land use is predominantly commercial, industrial,and retail.A site vicinity map and project site maps are provided in Appendix A. The Boeing North 6th Street Ditch Improvement Project encompasses the addition of approximately 85-linear feet of 12-inch perforated pipe,and two catch basins to collect and convey drainage within the ditch located at the west end of North 6th Street on the north side of the roadway. It is the intent of this Targeted Drainage Report to address the site improvements proposed by the project and the applicable conditions and requirements. Existing Conditions The topography of the area surrounding the project site is relatively flat, with slopes generally ranging from less than 1 percent to less than 2 percent from east to west.Within the immediate area of the improvements is a ninety-foot long graveled ditch that is approximately three feet deep,with greater than two-to-one side slopes, located on the north side of North 6th Street, west of the new entrance to Boeing's Truck Inspection project. Currently there is an 8-inch pipe that daylights to the ditch at the east end of the ditch. This 8-inch culvert is part of a conveyance system that collects drainage roadway drainage along North 6th Street.On the west end of the ditch there is a 12-inch pipe that collects drainage from the ditch area, as well as upstream roadway and landscaped areas within the right-of-way. See the drainage basin map provided in Appendix A. The subject ditch conveys drainage to the west to a 12-inch outlet pipe that connects to a catchbasin located at the intersection of North 6th Street and Nishiwaki Lane. The storm conveyance system within Nishiwaki Lane ultimately outfalls to the north to Lake Washington. Proposed Conditions Surface cover and hydrology at the project site will be essentially unchanged by the proposed improvements.The proposed project will install a 12-inch perforated pipe at the existing ditch alignment,and connect to the existing ditch western 12-inch outlet pipe.The ditch will be backfilled with free-draining gravel backfill. See the Site Utility Plan in Appendix A. Targeted Drainage Report BergerABAM,A13.0362.06 Boeing North 6th Street Ditch Improvement November 14,2014 Renton,Washington Page 2 of 5 TABLE 1.0-Existing and Proposed Site Surface Cover Areas Surface Cover 0.843 acres Total Tributary Area (36,712 sf) 0.190 acres Pervious (Landscape) (8,273 sf) 0.653 acres Impervious(Pavement, buildings,etc.) (28,439 sf) Total Site 0.843 acres (36,712 sf) SECTION 2: CONDITIONS AND REQUIREMENTS SUMMARY • The following are the design standards that are applicable to this project. • City of Renton Municipal Code • City of Renton Development Standards • City of Renton Amendments to the King County Surface Water Design Manual,2010 • King County Surface Water Design Manual,2009(KCSWDM) • State Environmental Policy Act(RCW 43.21C) The following manual is applicable to this project when a specific subject is not covered or discussed in the above listed documents. • WSDOT Design Manual Requirements Summary: Stormwater Management Guidelines The project site and Threshold Discharge Areas are subject to a Targeted Drainage Review per the City of Renton Amendments to the King County Surface Water Design Manual.This project falls within the TDR Project Category#2, since the project proposes to construct or modify a drainage pipe/ditch that is 12-inches or more in size/depth or receives surface and stormwater runoff from a drainage pipe/ditch that is 12-inches or more in size/depth. Core Requirement 1-Discharge at the Natural Location This project will add structures and 12-inch perforated pipe to an existing stormwater conveyance system.No significant net change to tributary areas or discharge locations will occur as a result of the improvements proposed by this project.Rather, this project is a maintenance or repair project, which proposes to fill an existing ditch that has less than standard side-slopes, more specifically, ditch side-slopes are steeper than the standard two-foot horizontal to one-foot vertical. Targeted Drainage Report BergerABAM,A13.0362.06 Boeing North 6th Street Ditch Improvement November 14,2014 Renton,Washington Page 3 of 5 Core Requirement 2-Off-site Analysis A qualitative off-site analysis is not required per the City of Renton Amendments to the KCSWDM,Section 1.2.2 Core Requirements#2:Offsite Analysis, sub-heading Exemption from Core Requirement#2, on page 1-21;which states: "A proposed project is exempt from Core Requirement#2 if... The project does not change the rate, volume, duration,or location of discharges to and from the project site(e.g., where existing impervious surface is replaced with other impervious surface having similar runoff-generating characteristics, or where pipe/ditch modifications do not change existing discharge characteristics)." Core Requirement 4 - Conveyance System The project results in no significant change in the flow characteristics of the existing onsite conveyance system, and therefore, does not require conveyance capacity analysis per the City of Renton Amendments to the KCSWDM,Section 1.2.4.2, Conveyance Requirements for Existing Systems.However, stormwater calculations for the specific pipe runs are provided to show there will be no overtopping of the newly installed catch basins installed within the existing ditch area. Core Requirement 5- Erosion and Sediment Control A project-specific stormwater pollution prevention plan(SWPPP)has been prepared for the construction of this project and are included as part of this report. Core Requirement 6-Maintenance and Operations No new stormwater facilities requiring a change to the existing maintenance or operation in place are added as a part of this project. Core Requirement 7- Financial Guarantees and Liability Will be provided by Boeing if required. Special Requirement 4-Source Control The project does not meet the threshold to require source control. Special Requirement 6 - Aquifer protection Area The project site is not located within an Aquifer Protection Area based on the Groundwater Protection Areas in the City of Renton Map included in the City of Renton Amendments to the KCSWDM. SECTION 3: OFF-SITE ANALYSIS A qualitative off-site analysis is not required per the City of Renton Amendments to the KCSWDM. SECTION 4: FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND DESIGN The project qualifies for exemption from both water quality and flow control analysis per the City of Renton Amendments to the KCSWDM. SECTION 10: NOT USED SECTION 11: OPERATIONS AND MAINTENANCE MANUAL The public stormwater facilities for this project include catch basins for collection of stormwater runoff.The proposed conveyance system will connect to an existing 12-inch pipe that conveys drainage to the North 6th Street closed conveyance system at the intersection of North 6th Street and Nishiwaki Lane,within the public right-of-way.This roadway system lies within the jurisdiction of the City of Renton and will be maintained by the City. The 6`h Street Ditch Improvement Project encompasses filling in the ditch alongside 6`1' Street and adding stormwater conveyance between two existing pipes. The project objectives include • Providing a safer shoulder area; • Provide a level access area to an existing fire hydrant. This improvement will affect approximately 500 square feet of area just north of 6`1' Street within the right-of-way.This portion of the site is within the 200-foot shoreline setback of the Cedar River. The purpose of this SWPPP is to describe the proposed construction activities and all temporary and permanent erosion and sediment control (TESC) measures, pollution prevention measures, inspection/monitoring activities, and recordkeeping that will be implemented during the proposed construction project. The objectives of the SWPPP are to: I. Implement Best Management Practices(BMPs)to prevent erosion and sedimentation, and to identify, reduce, eliminate or prevent Stormwater" contamination and water pollution from construction activity. 2. Prevent violations of surface water quality, ground water quality,or sediment management standards. 3. Prevent,during the construction phase,adverse water quality impacts including impacts to the receiving water, Cedar River,for the project site. This SWPPP was prepared based on the requirements set forth in the Construction Stormwater General Permit, Stormwater Management Manual for Western Washington (SWMMWW August 2005),the King County Surface Water Design Manual(KCSWDM January 2009), and the Construction Stormwater General Permit Renton Site Guidance Document, dated August 15, 2011. This report is divided into seven main sections with several appendices that include stormwater related reference materials. The topography of the area at the top of existing ditch embankment;and immediately adjacent to the ditch, is relatively flat, with slopes generally ranging from less than 1 to approximately 2 percent. The project area is located along the northern right-of-way of North 6`h Street in Renton, adjacent to the Boeing Commercial Airplane 737 Airplane Production Renton Plant. The City of Renton Stormwater Management Design Manual 2009)Amendment, Reference 11C, shows site soils as Urban Land. Urban land is generally soil that has been significantly modified by urbanization and disturbance of the natural soil layers. The probable erosion hazard is slight to moderate. The project area includes limited portions of work located within the 200-foot setback from the Ordinary High Water Mark(OHWM) of the Cedar River. Pursuant to RMC 4-3-090(6)(3),these areas are subject to the Shoreline Master Plan (SMP) Regulations. Based on the OHWM delineation provided by the City of Renton, portions of the North 6th Street Ditch Improvement Project are located within the SMP jurisdiction. However, with the limited scope of this project, the SMP jurisdiction considers this project work normal maintenance or repair of existing development. The scope of this project consists primarily of the installation of 12-inch perforated pipe,two catch basins, and backfilling a roadside ditch. The ditch is being filled due to steep (less than 2:1) side slopes. 2.2 Proposed Construction Activities • Proposed construction activities for the project include the addition of approximately 85 linear feet of perforated pipe, the installation of two catch basins, and the backfilling the ditch with drainage rock. Surface cover,topography, and hydrology at the project site will be essentially unchanged by the proposed improvements. The proposed improvements will provide a flat area for access to an existing fire hydrant, and safer shoulder area condition. Section 3.0 Construction Stormwater BMPs 3.1 The 12 BMP Elements All BMP numbers listed below correspond to the Department of Ecology's 2005 Stormwater Management Manual for Western Washington and shall be installed, maintained, and removed in accordance with said manual. Site and Utilities Plans showing proposed BMPs locations are included in Appendix A. 3.1.1 Element#1 —Mark Clearing Limits To protect adjacent roadway pavement areas, site work limits will be marked and coordinated with Boeing Site Services and Construction Management. Construction fencing will be installed to clearly designate the construction and laydown area, and shall be installed prior to the start of construction work. The BMPs relevant to marking the work limits that will beapplied for this project include: • • High Visibility Fence (BMP C103) 14 November 2014 Boeing Renton 6111 Street Ditch Improvements SWPPP 7 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan 3.1.2 Element#2—Establish Construction Access The project site construction access will be via an existing paved drive located to the east of the project ditch area. Sweeping and cleaning will be done to prevent sediment from entering area storm structures and State receiving waters (Cedar River then Lake Washington). The specific BMPs related to establishing construction access that will be used include: • Stabilized Construction Entrance: Existing paved roads 3.1.3 Element#3—Control Flow Rates Stormwater discharge from the site will not change from the existing condition.No increase in impervious areas that will alter site hydrology is anticipated during or after the construction of the proposed improvements that will create flooding or erosion concerns at the project site's outfall locations. Catch basins within the project site shall be protected from sediment as indicated in Section 3.1.4, Element 4 below. • No BMPs to be implemented due to the limited flows the site currently receives. In addition,the project site does not increase impervious surfaces. 3.1.4 Element#4—Install Sediment Controls All stormwater runoff from disturbed areas will pass through an appropriate sediment removal BMP before leaving the construction site area. BMPs that will are used are: • Silt Fence (BMP C233) • Storm Drain Inlet Protection(BMP C220) 3.1.5 Element#5—Stabilize Soils Exposed and unworked soils shall be stabilized with the application of effective BMPs to prevent erosion throughout construction. The specific BMPs for soil stabilization that will be used on include: • Dust Control (BMP C 140) • Plastic Covering(BMP C123) The project site is located west of the Cascade Mountain Crest. As such, no soils shall remain exposed and unworked for more than 7 days during the dry season (May I to September 30)and not more than 2 days during the wet season(October 1 to April 30). Regardless of the time of year, all soils will be stabilized at the end of the shift and before a holiday or weekend if needed based on weather forecast. 14 November 2014 Boeing Renton 6'h Street Ditch Improvements SWPPP 8 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan In general,cut and fill slopes will be stabilized as soon as possible with plastic sheeting. 3.1.6 Element#6—Protect Slopes All cut and fill slopes will be designed, constructed, and protected in a manner that minimizes erosion. The following specific BMPs will be used to protect slopes: • Plastic Cover(BMP C123) • Nets and Blankets (BMP C 122) 3.1.7 Element#7—Protect Drain Inlets All adjacent existing and newly constructed storm drain inlets and catch basins operable during construction shall be protected to prevent unfiltered or untreated water from entering the stormwater conveyance system(s). The first priority is to keep all construction areas clean of sediment, and keep pavement wash waste water from entering storm drains until treatment can be provided. The following inlet protection measures will be applied: • Storm Drain Inlet Protection(BMP C220) 3.1.8 Element#8—Stabilize Channels and Outlets Where site runoff is to be conveyed in channels, or discharged to a stream or some other natural drainage point, efforts will be taken to prevent downstream erosion. The specific BMPs for channel and outlet stabilization that shall be used on this project include: • No BMPs anticipated to be implemented. This construction project is located adjacent to paved roadway to the south,east, and west, and landscaping to the north. Drainage will discharge to the downstream receiving water(Cedar River) via a manmade closed conveyance system. Drainage will,as in the existing condition, be directed to an existing conveyance system, which will be protected from sediment as specified in Section 3.1.7, Element#7 above. 3.1.9 Element#9—Control Pollutants All pollutants, including waste materials and demolition debris occurring on the construction site, will be handled and disposed of in a manner that does not cause contamination of stormwater. Good housekeeping and preventative measures will be taken to ensure that the site will be kept clean, well-organized, and free of debris. If required, BMPs to be implemented to control specific sources of pollutants are discussed below, and will be coordinated by the CESCL with Boeing Construction Management, Environmental, Health and Safety(EHS)and Site Services prior to implementation. Vehicles,construction equipment,and/or petroleum product storage/dispensing: 14 November 2014 Boeing Renton 6`1'Street Ditch Improvements SWPPP 9 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan • All vehicles,equipment,and petroleum product storage/dispensing areas will be inspected regularly to detect any leaks or spills, and to identify maintenance needs to prevent leaks or spills. • On-site fueling tanks and petroleum product storage containers shall include secondary containment. • Spill prevention measures, such as drip pans, will be used when conducting maintenance and repair of vehicles or equipment. • In order to perform emergency repairs on site,temporary plastic will be placed beneath and, if raining, over the vehicle. • Contaminated surfaces shall be cleaned immediately following any discharge or spill incident. Chemical storage: • Any chemicals stored in the construction areas will conform to the appropriate source control BMPs listed in Volume IV of the Ecology stormwater manual. In Western WA, all chemicals shall have cover, containment, and protection provided on site, per BMP C153 for Material Delivery, Storage and Containment. • Application of agricultural chemicals, including fertilizers and pesticides, shall be conducted in a manner and at application rates that will not result in loss of chemical to stormwater runoff. Manufacturers' recommendations for application procedures and rates shall be followed. Demolition: • Dust released from any demolition work will be controlled using Dust Control measures(BMP C140). • Storm drain inlets vulnerable to stormwater discharge carrying dust, soil, or debris will be protected using Storm Drain Inlet Protection (BMP C220 as described above for Elements 4 and 7). • Process water and slurry resulting from sawcutting and surfacing operations will be prevented from entering the waters of the State by implementing Sawcutting and Surfacing Pollution Prevention measures(BMP C152). Concrete and grout: • Process water and slurry resulting from concrete work will be prevented from entering the waters of the State by implementing Concrete Handling measures 14 November 2014 Boeing Renton 6th Street Ditch Improvements SWPPP 10 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan (BMP C151). Sanitary wastewater: • Portable sanitation facilities will be firmly secured, regularly maintained, and emptied when necessary. Solid Waste: • Solid waste will be stored in secure,clearly marked containers. Other: • Other BMPs will be administered as necessary to address any additional pollutant sources on site 3.1.10 Element#10—Control Dewatering Groundwater intrusion is not anticipated; and therefore, no dewatering will be implemented for this project. 3.1.11 Element#11 —Maintain BMPs All temporary and permanent erosion and sediment control BMPs shall be maintained and repaired as needed to assure continued performance of their intended function. Maintenance and repair will be conducted in accordance with each particular BMPs maintenance requirements, as recommended by Ecology's Stormwater Management Manual for Western Washington, Volume 11, construction Stormwater Pollution Prevention, and Construction Stormwater General (NPDES) Permit requirements. Visual monitoring of the BMPs will be conducted at least once every calendar week and within 24 hours of any stormwater or non-stormwater discharge from the site. If the construction site becomes inactive, and is temporarily stabilized,the inspection frequency will be reduced to once every month. However this reduced inspection schedule will be coordinated with the Boeing Construction Management, EHS and Site Services before implementation of this reduced inspection schedule. All temporary erosion and sediment control BMPs shall be removed within 30 days after final site stabilization is achieved or after the temporary BMPs are no longer required, and removal is approved by Boeing Construction Management, EHS and Site Services. Trapped sediment shall be removed and disposed offsite at an approved disposal site. 3.1.12 Element#12—Manage the Project Erosion and sediment control BMPs for this project have been designed based on the following principles: 14 November 2014 Boeing Renton 6t Street Ditch Improvements SWPPP 11 Boeing Renton 6'h' Street Ditch Improvement Stonnwater Pollution Prevention Plan • Design the project to fit the existing topography, soils, and drainage patterns. • Emphasize erosion control rather than sediment control. • Minimize the extent and duration of the area exposed. • Keep runoff velocities low. • Retain sediment on site. • Thoroughly monitor site and maintain all sediment and erosion control measures. • Inspection, monitoring and repairing of all BMPs will be done as needed or as specified to ensure continued performance of their intended function. Site inspections and monitoring will be conducted in accordance with Special Condition S4 of the General Permit. • This SWPPP will be maintained, updated, and implemented in accordance with Special Conditions S3, S4 and S9 of the General Permit. As this project construction site is located west of the Cascade Mountain Crest,the project will be managed according to the following key project components: Phasing of Construction • The construction project is limited in scope to the installation of perforated pipe within an existing ditch and backfilling the ditch. Construction timeframe is less than 30 days.- Seasonal Work Limitations • From October 1 through April 30 clearing, grading,and other soil disturbing activities shall comply with wet season BMPs approved by Ecology for use, and shall comply with Boing and local permitting authority requirements in order to prevent silt-laden runoff from leaving the construction site work area through a combination of the following: o Exposed work soil areas/stockpiles will be covered with plastic. Site inspection will occur in all areas disturbed by construction activities and at all stormwater discharge points. Stormwater will be examined for the presence of suspended sediment, turbidity, discoloration, and oily sheen. The site inspector(CESCL)will evaluate and document the effectiveness of the installed BMPs and determine if it is necessary to repair or replace any of the BMPs to improve the quality of stormwater discharges. All maintenance and repairs will be • documented in the site log book on the Inspection Checklist Form provided in Appendix E of this SWPPP document. All new BMPs or design changes will be documented in this SWPPP as soon as possible. 14 November 2014 Boeing Renton 6'1'Street Ditch Improvements SWPPP 17 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan 6.1.1 Site Inspection Frequency Site inspections will be conducted at least once a week and within 24 hours following any discharge from the site. For sites with temporary stabilization measures,the site inspection frequency can be reduced to once every month. 6.1.2 Site Inspection Documentation The site inspector(CESCL) will record each site inspection using the site log Inspection Checklist form provided in Appendix E. The site inspection log(Inspection Checklist form(s)) may be separated from this SWPPP document, but will be maintained on-site or within reasonable access to the site and be made available upon request to Boeing Construction Management, EHS, Site Services,and Ecology or other local jurisdiction having authority. 6.2 Stormwater Quality Monitoring Sampling and monitoring is required at all points where stormwater from construction activity is discharged from the project site. Sampling points will be coordinated(by the contractor) with Boeing Construction Management, EHS and Site Services prior to the start of excavation or soil disturbing work,and shall be clearly marked in the field with flags,tape or other visible marker and noted on the site plans provided in Appendix A.Turbidity Sampling Turbidity sampling and monitoring shall be conducted during the entire construction phase of the project. Sampling will be done within 24 hours of any discharge from the project site and at least once per calendar week. Monitoring points will be located at storm drain catch basins immediately downstream of the project site. The contractor shall note sampling points on the Site Plan provided in Appendix A of this SWPPP document. Turbidity sampling will follow the analytical methodologies described in Section S4 of the General Permit. Turbidity analysis will be done with a calibrated turbidity meter either on site or at the Boeing Environmental Lab. Results will be recorded in the site log book(Inspection Checklist form). The key benchmark value is 25 nephelometric turbidity units (NTU) for the downstream receiving water body for permit compliance. If there is no flow in these sampling point catch basins: • The attempt to sample will be recorded in the site log book and the monthly Discharge Monitoring Report(DMR)as"No Discharge." If the 25 NTU benchmark for turbidity is exceeded in any sample collected from monitoring points,the following steps will be conducted: • Ensure all BMPs specified in this SWPPP are installed correctly and functioning as intended per the TESC Plan sheets (see Appendix A)and the Department of Ecology's 14 November 2014 Boeing Renton 6th Street Ditch Improvements SWPPP 18 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan Stormwater Management Manual for Western Washington, Volume II, Construction Stormwater Pollution Prevention. • Assess whether additional BMPs should be implemented and document revisions and the date that the activity occurred to the site log book, SWPPP, and the site plan sheet, as necessary. • Sample discharge location daily until the analysis results are 25 NTU or less. • All BMP implementation and maintenance will be documented in site log book. If the turbidity is greater than 25 NTU but less than 250 NTU the following steps will be conducted: • The SWPPP will be reviewed and appropriate revisions made within 7 days of the date the discharge exceeded the benchmark. • Immediately begin to fully implement and maintain appropriate source control and/or treatment BMPs as soon as possible. The additional treatment BMPs should address the problems within 10 days of the date the sample exceeded the benchmark value. If installation of necessary treatment BMPs is not feasible within 10 days, Ecology may approve additional time if requested within the initial 10-day response period. • All BMP implementation and maintenance will be documented in site log book. If the turbidity exceeds 250 NTU at any time, the following steps will be conducted: • Notify Boeing Environmental Affairs immediately. Boeing Environmental Affairs personnel typically report to Ecology's Northwest Region Environmental Report Tracking System (ERTS). However if the Boeing Environmental Affairs are not available, notify Ecology's Northwest Region ERTS by phone within twenty-four(24) hours. Report this notification to the Boeing Environmental Affairs as soon as personnel are available. See Section 5 of this SWPPP for contact information for Ecology's ERTS and Boeing Emergency contact(Environmental Affairs). • The SWPPP will be reviewed and appropriate revisions made within 7 days of the date the discharge exceeded the benchmark. • Immediately begin to fully implement and maintain appropriate source control and/or treatment BMPs as soon as possible. The additional treatment BMPs should address the problems within 10 days of the date the sample exceeded the benchmark value. If installation of necessary treatment BMPs is not feasible within 10 days, Ecology may approve additional time if requested within the initial 10-day response period. • Describe inspection results and remedial actions taken in the site log book and in monthly Discharge Monitoring Reports, as described in Section 7.0 of this SWPPP. • Continue sampling daily at the monitoring points until the discharge turbidity is 25 NTU or less or the discharge stops or is eliminated. 14 November 2014 Boeing Renton 6'h Street Ditch Improvements SWPPP 19 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan 6.2.2 pH Sampling The benchmark range for pH is 6.5 (minimum)to 8.5 (maximum) standard units, which are the allowable discharge limit to surface waters of the state. pH analysis is required if construction activity involves greater than 1,000 cubic yards of poured concrete or recycled concrete or engineered soil,such as cement-treated base (CTB), cement kiln dust(CKD)or fly ash. • Sampling and monitoring for pH will begin when concrete is first poured and exposed to precipitation,and will continue weekly throughout and after the concrete pour and curing period until fully cured(3 weeks from last pour)and discharges are documented to be between pH 6.5 to 8.5 (standard units, su). • Samples will be collected weekly at the monitoring point(see the Site Plan in Appendix A) prior to discharge to the site closed conveyance storm drainage system, which outfalls to Lake Washington. • Samples will be analyzed for pH using pH strips and recorded in the site log book. • For engineered soils, pH monitoring will begin when soils are first exposed to precipitation. Weekly sampling will continue until the engineered soil area is fully stabilized. If a pH greater than 8.5 is measured at the monitoring point that has the potential to discharge to the site stormwater system, which discharges to Lake Washington,the following steps will be conducted: 1. Prevent(detain) all discharges from leaving the site and entering the site storm drains, surface waters,or receiving water(Lake Washington). 2. Adjust or neutralize the high pH water until it is in the range of pH 6.5 to 8.5 (su) using carbon dioxide(CO2) sparging or dry ice treatment in accordance with Ecology BMP C252. Permittee (contractor) will obtain written approval from Ecology before using any other form of chemical treatment other than CO2 sparging or dry ice. 3. Describe inspection results and remedial actions that are taken in the site log book. Section 7.0 Reporting and Recordkeeping 7.1 Recordkeeping 7.1.1 Site Log Book A site log book will be maintained for all on-site construction activities and will include: • A record of the implementation of the SWPPP and other permit requirements; including the installation and maintenance of BMPs; • Site inspections; and, • Stormwater quality monitoring. 14 November 2014 Boeing Renton 6th Street Ditch Improvements SWPPP 20 Boeing Renton 6th Street Ditch Improvement Stormwater Pollution Prevention Plan For convenience, the inspection form and water quality monitoring forms included in this SWPPP include the required information for the site log book. 7.1.2 Records Retention Records of all monitoring information (site log book, inspection reports/checklists, sampling results, calibration and maintenance records, etc.),this Stormwater Pollution Prevention Plan, and any other documentation of compliance with permit requirements will be retained during the life of the construction project on the site at the construction trailer. All records as described above will be submitted to the Boeing Company Environmental Affairs following the termination of permit coverage. 7.1.3 Access to Plans and Records The SWPPP, General Permit,Notice of Authorization letter, and Site Log Book will be retained on site or within reasonable access to the site and will be made immediately available upon request to Ecology, Boeing Environmental Affairs personnel,or the local jurisdiction. A copy of this SWPPP will be provided to Ecology within 14 days of receipt of a written request for the SWPPP from Ecology. Any other information requested by Ecology will be submitted within a reasonable time. A copy of the SWPPP or access to the SWPPP will be provided to the public when requested in writing in accordance with permit(General Permit) condition S5.G. 7.1.4 Updating the SWPPP In accordance with Conditions S3, S4.B,and S9.B.3 of the General Permit, this SWPPP will be modified if the SWPPP is ineffective in eliminating or significantly minimizing pollutants in stormwater discharges from the site or there has been a change in design, construction, operation, or maintenance at the site that has a significant effect on the discharge, or potential for discharge, of pollutants to the waters of the State. The SWPPP will be modified within seven days of determination based on inspection(s) that additional or modified BMPs are necessary to correct problems identified, and an updated timeline for BMP implementation will be prepared. 7.2 Reporting 7.2.1 Discharge Monitoring Reports Reporting to Ecology is done by the Boeing Company Environmental Affairs. Discharge Monitoring Reports (DMRs)prepared by the contractor will be submitted to Environmental Affairs monthly and Environmental Affairs personnel will submit to Ecology. If there is no discharge during a given monitoring period,the contractor will submit the form as required with the words"No discharge"entered in the place of monitoring results. However, it is mandatory that this SWPPP and the site inspection forms be kept onsite at all times during construction, and that inspections be performed and documented as outlined below. At a minimum, each inspection report or checklist shall include: a. Inspection date/times b. Weather information: general conditions during inspection, approximate amount of precipitation since the last inspection, and approximate amount of precipitation within the last 24 hours. c. A summary or list of all BMPs that have been implemented, including observations of all erosion/sediment control structures or practices. d. The following shall be noted: i. locations of BMPs inspected; ii. locations of BMPs that need maintenance, iii. the reason maintenance is needed, iv. locations of BMPs that failed to operate as designed or intended,and v. locations where additional or different BMPs are needed, and the reason(s)why e. A description of stormwater discharged from the site. The presence of suspended sediment,turbid water, discoloration, and/or oil sheen shall be noted, as applicable. f.
