HomeMy WebLinkAboutORD 4615 � CITY OF RENTON, WASHINGTON ORDINANCE NO. 4615 ; AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AblENDING SECTION 4-20-11 OF CHAPTER 20, SIGN CODE, OF TITLE IV (BUILDING REGULATIONS) , OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENER.AL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" BY ADDING A SUBSECTION RELATING TO OFF-PREMISE DIRECTIONAL SIGNS. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS : SECTION I . Section 4-20-11 �of Chapter 20, Sign Code, of Title IV (Building Regulations) , of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington�� is hereby amended by adding subsection C which reads as follows : �', C: Public service directional signs for nonpublic buildings such as churches and charitable organizations may be placed entirely on the public right-of-way. The organization seeking the sign must ' submit a letter to the Transportation Division requesting directional signs, including the requested locations and wording for the sign. The Transportation Division shall respond to the letter by calling the organization or mailing a postcard within one (1) working day of receipt of the request acknowledging receipt of the � request . An engineering study will be performed by the City within thirty (30) days of the request . If the requested locations do not conform to this ordinance, the response will suggest suitable I �, 1 ORDINANCE NO. 4615 alternative locations, if any. If the Transportation Division I determines that the sign request does not comply with this ordinance, the requesting organization shall have the right to s appeal that decision to the Hearing Examiner as a final administrative determination. If the sign is approved, it will be installed within forty-five (45) calendar days after approval of the request . Such signs must comply with the following criteria: l . The organization making application for directional signs must be non-profit and open to the general public. Exceptions will be handled on a case-by-case basis when it is determined that the sign would significantly aid the general public in finding a facility that is difficult to find and that such facility serves the general public . 2 . The organization must be located at an address that could be expected to be difficult for motorists to find, such as in an area with streets not oriented in a grid pattern, similar street names, one-way streets, on a named street that is not an arterial, � or on a street less than one mile in length - excluding portions of the same physical street using a separate name . � 3 . The organization' s main entrance must not be located on a minor or principal arterial, nor be clearly visible from such 2 ORDINANCE NO. 4615 arterial, except for those portions of arterials whose name extends for less than one mile . 4 . The signs will be located to provide clear direction between the organization' s address and collector or minor arterials . The City of Renton will provide a maximum of six (6) signs . a Additional signs will not be provided without specific Council approval . 5 . Signs will not normally be located at intersections where one of the streets is a principal arterial, unless the normal dri�ring route from that principal arterial to the organization' s address does not .include travel on a minor or collector arterial . 6 . Signs will be of the same size, material and color as j existing street name signs, and w�ll indicate direction to the organization with a painted arrow. 7 . The City of Renton will manufacture, install and maintain the signs . The organization will reimburse the City for the cost of the requested signs . 8 . Signs will be mounted on existing City-owned sign poles . 9 . This ordinance will be valid for a one (1) year period after which the Transportation Division shall report to the Council and the Council may terminate this ordinance by enacting a rescinding ordinance, otherwise this ordinance will remain in full 3 I� ORDINANCE NO. 4615 force and effect . The total number of signs per year which may be approved under this ordinance will be limited to fifty (50) . ! SECTION II.
