ORDINANCE NO. 4353
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
SECTION 4-8-11 AND SUBSECTION 4-8-16.A, OF CHAPTER 8,
HEARING EXAMINER, SECTION 4-6-17 AND SUBSECTION 4-6-
23.B.1 OF CHAPTER 6, ENVIRONMENTAL ORDINANCE (SEPA) , OF
TITLE IV (BUILDING REGULATIONS) , OF ORDINANCE NO. 4260
ENTITLED "CODE OF GENERPIL ORDINANCES OF THE CITY OF
RENTON, WASHINGTON" RELATING TO FACSIMILE F�LINGS,
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Section 4-8-11 of Chapter 8, Hearing Examiner,
of Title IV (Building Regulations ) , of Ordinance No. 4260 entitled
"Code of Gene�al Ordinances of the City of Renton, Washington" is
hereby amended by .adding ,the _following subsection:
F
Section 4-8-11.C: Facsimile �'ilings .
Whenever any application or filing is required under this
Chapter, it may be made by facsimile. Any facsimile filing
received at the Ci.ty of Renton after 5 : 00 P.M. on any busi•ne,ss day
will be deemed to have been received on the following business day.. '
Any facsimile filing received after 5 : 00 P.M. on the last date for
' filing will be considered an untimely filing. Any party desiring 'I
to make a facsimile filing after 4 : 00 P.M. on the last day for the
filing must call the hearing examiner's office or other city
official with whom the filing must be made and indicate that the
filing is being made by facsimile and the number to which the I
facsimile copy is being sent. The filing party must ensure that
the facsimile filing is transmitted in adequate time so that it
will be completely received by the City of Renton before 5 : 00 P.M.
In all instances in which filing fees are to accompany the filing

of an application, those filing fees must be received by the City
of Renton before the end of the business day on the last day of the
filing period or the filing will be considered incomplete and will
be rejected.
SECTION II. Section 4-8-16 .A of Chapter 8, Hearing
Examiner, of Title IV (Building Regulations) , of Ordinance No. 4260
entitled "Code of General Ordiria�ces of the City of Renton,
Washington" is hereby amended to read as follows :
Section 4-8-16.A: The written notice of appeal shall fully,
clearly and thoroughly specify the substantial error(s) in fact or
law which exist in the record of the proceedings from which the
appellant seeks re.lief. Facsimile. filing of a Notice. of Appeal. is
.authorized pursuant - to the conditions._ detailed _.in Renton City Code .

Ordinance (SEPA) , of Title IV (Building Regulations) , of Ordinance
No. 4260 entitled "Code of General Ordinances of the City of
Renton, Washington" is hereby amended to read as follows :
Section 4-6-17 : ADOP�'ION BY REFERENCE:
A. This part contains rules for consulting, commenting, and
responding on all environmental documents under SEPA, including
rules for public notice and hearings . The City adopts the '
following sections by reference, as supplemented in this part:

197-11-500 : Purpose of this part.
197-11-502 : Inviting comment.
197-11-504 : Availability and cost of environmental
documents .
197-11-508 : SEPA register.
197-11-535 : Public hearings and meetings.

197-11-545 : Effect of no comment.
197-11-550 : Specificity of comments .
197-11-560 : FEIS response to comments .
197-11-570 : Consulted agency costs to assist lead agency.
B. Facsimile Filings . Whenever any application or filing is
required under this Chapter, it may be made by facsimile. Any
facsimile filing received at the City of Renton after 5 : 00 P.M. on
any business day will be deemed to have been received on the
following business day. Any facsimile filing received after 5 : 00
P.M. on the last date for filing will be considered an untimely
filing. Any party desiring to make a facsimile filing after 4 : 00
P.M. on the last day for the filing must call the hearing
examiner's office or other city official with whom the filing must

SECTION IV. Subsection 4'-6-23 .B. 1 of Chapter 6,
Environmental Ordinance (SEPA) , of Title IV (Building Regulations) ,
of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washington" is hereby amended to read as follows :
Section 4-6-23.B.1: Any such appeal shall be filed in writing.
Facsimile filing of a Notice of Appeal is acceptable under the I
conditions set forth in Renton City Code section 4-6-17 .B.

SECTION V. This Ordinance shall be effective upon its
passage, approval, and thirty days after publication.
