MINUTES
I . CALL TO ORDER: The meeting was called to order by Chairman Houghton at 9:05 a.m.
2. APPROVAL OF MINUTES: Moved by NELSON seconded by PARNESS to approve the minutes
of the January 16th and January 23rd meetings. MOTION CARRIED

7. OLD BUSINESS:
Renton Sailing Club - Chairman Houghton explained that the matter of the revocable
permit for the Renton Sailing Club and the former decision by the Board of Public
Works to continue said permit for only one more year (until �ecember 31 , 1985)
had been reviewed by the Park Board and they requested reconsideration by the
Board of its decision. Bob Hufnagle and Dennis Breznikar were present,
representing Mr. Weathers� Park Board Chairman� and Mr. Frank Morgan of the
Renton Sailing Club was also present.

The Chairman further stated that a package had been put together which
included summary/history report by Larry Springer; City Attorney's review
ret. legal issue of Renton Sailing Club permit; Park Board letter request-
ing reconsideration of Board's action; Building Official 's letter of
concern along with pictures of the site; and a copy of the present zoning
ordinance.
Ron Nelson expressed his concern about the condition of the facility at the
street end pointing out the structural condition was poor to hazardous and
the potential for the City to be involved in an injury quite high. He also
indicated that contact had been made with the neighbors and they were
dissatisfied with no sanitary facilities being provided� traffic problems�
and unsafe conditions in the area when other people using docks. He
showed the Board pictures of the area which substantiated the fact that
there are loose boards, no railings, dry rot, and deteriorating styrofoam
floating loose.
Frank Morgan stated that they do have a porta-potty in the shed.
Mike Parness advised that the Board was meeting to reconsider their decision
and provide additional information to the Park Board in response to their
request.
Frank Morgan stated that they had plans to clean up the area. Ron Nelson
replied that the Board had heard this promise before, last time being about
hand rails which to date had not been accomplished. He further stated
that he feels the City is allowing a problem to continue beyond their
province.
Larry Springer commented that this has been on going, according to the
record� since 1980 and that aside from the problems already discussed the
zoning is incompatible with that area. He also suggested that the City
might have to give other groups (organizations) the same opportunity that
has been afforded �the Renton Sailing Club on this street end.
Mr. Morgan remarked that the City only has two or three such street ends.
Mike Parness said his concern is summarized in the City Attorney's letter
of January 21 � 1985 wherein he states: "Liability problems to the City
abound. I personally visited the property in the past and found it over-
grown and dangerous. The walKway and docks were delapidated and dangerous.
I have previously insisted that liability insurance be provided to the
City by said club. In addition� they have signed a hold harmless to the
City. Despite these protections, if there is a tragic accident at this
location the City almost surely will be sued and will have to defend itself
in Court." Mr. Parness added that even though the Renton Sailing Club is
doing a good job� provided insurance etc. � the matter of the use is not
in concert with the neighborhood and the potential liability problem. He
further stated that the City must weigh the concerns of liability aga�inst
the good things stated in behalf of the Sailing Club.
Frank Morgan asked about the liability on the behalf of the City insofar as
. Parks Department was concerned. Mike Parness advised it was treated in
much the same manner as he had described.

Larry Springer reminded Mr. Morgan that this permit has always been granted
on a temporary basis for a one-year period and that the Board to date had
always been fair in its dealings with the Club.
Mike Parness addressed the issue of the impact of zoning in the neighborhood.
Ron Nelson added that at the time the permit was first considered there
were no homes in that area but now there are homes abutting this use and he
can not longer support this use.
Frank Morgan stated that he realizes everything looks "ratty" but he wants
guidelines from the City as to how they would proceed noting that as far as
he was concerned the City had no policy on this type of use. He also added
that he did not think the City should be swayed by "hair trigger complaints"
from neighbors because most of the complaints were years old.
Mr. Morgan went on to state that there were no parking problems at the site.
Larry Springer indicated that he saw only one possible solution, i .e. that
being the Renton Sailing Club to approach Parks Department about contract-
ing sailing lessons for Parks Department.
Frank Morgan stated they had attempted to start a Kiddy Program and it did
not work out. They would like to continue through the Renton Vo Tec School
and coordinate through Parks Department to give lessons.
Mike Parness stated that the Board is not in a position to outline use
policy� that they can't nor won't get involved.
Mr. Parness summarized:
a. Conditions at the site
b. Input from personnel (Board through administration)
c. Lack of sanitary facilities
�. Parking
e. Liability concerns regardless of insurance -- very critical
Board can not hope to control
f. Zoning - conflict - it is single family residential area (Even if it
were a top flight oepration there is zoning conflict)
Moved by PARNESS seconded by NELSON, that based on all the information
supplied the Board of Public Works should re-affirm its former decision and
inform Renton Sailing Club that the permit �j�l not be �ranted after 1985
and that the Park Board be so notified. MOTION CARRIED

seconded by MATTHEW to extend variance/deferral for one more year. MOTION

and Mr. Beckley felt the open housing proposal shoald also include single family
homes and quoted from the Record Chronicle portions of the article regarding the
housing situation.
Mr. David Gosse, 10203 - 115th Avenue S.E., Officer 3n the kenton Sailing Club,
noted accomplishments of the Club in clearing t�e access to the Lake at 72nd Avenue
S.E. and putting the Clubhouse on floats and advised that they are ready to begin
summer activities and will be holding an open house on Sunday, May 5th from 1:00 -
6:00 p.m. Invitation was extended to ever;�one to �;isit the area and see what the
program plans to offer.
APPOINTMENTS
Letter from Mayor Custer requested Council concurrenc.e in the appointment of
Mr. Arnold E . Olmsted as Patrolman �n the Renton Police Department for period of
four months within which time he must successfully pass the Civil Service Examina-
tion to qualify for further appointment, as per rules and regulations of the law.
Police Chief Williamst letter recommending the appointment was attached and the
effective date is to be April 16, 1968 . Mc�ved by Shane, seconded by Delaurenti,
to concur in the appointment. Carried.

PROCLAMATION:
Proclamation from Mayor Custer designated P�!ay l� 1963 and of each year, as

COUNCIL COMMITTEE REPORTS
Unfinished Business:
CounciJman Delaurenti , reporting for the Police and License Committee, advised of
meeting with representatives of the Railroad Company, in regard to trains b�ocking
the streets for undue length of time, who wc�'e directed to Mr. Ruud and Mayor Custer
has also talked to Mr. �cl�art, who will be meetin� wit.h t_h.e Council. May 6th to
discuss the matter.
Councilman Schellert, Ways and Means Committee Chairman, submitted report which was
read recommending that the funding for elevation of the roadway access to Lake Wn.
Beach Park,::in sum of $15,000.00, be funded from Street Department Account 1320/605,
widening North 3rd Street which item has �ince been included in the Urban Arterial
No. 3rd - No. 4th Street Couplet Project, i�loved by Perry, seconded by Edwards, to
concur in the recommendation. Carried.
Councilman Schellert, Capital Improvement Priority Committee Chairman, submitted
report which was read recommendi.ng that the Council adopt in principle at this
time the general land development plans for Cedar River Park as presented by the
Park Board and Consultants, �lsen-Richert � Associates, Architects. Moved by
Delaurenti, seconded by Barei, to concur in the recommendation. Carried.
Councilman Barei, Property Committee Chairman, moved that the funding of demolition
costs on the old Carnegie Library building be referred tc the Ways and Means Com-
mi� for recommendation. Carried.
Councilman Barei reported that the Highlands Administration Building roof and windows
are leaking and need to be r�paired and it was moved by Barei, seconded by Shane, to I
refer the funding to the Ways and Means Committee. Carri.ed.
Councilman Shane, Sanitation Committee Chairman� s�abrnitted Committee report recom- �
mending that the request f�r Late Comers Agreement �c�vering Sanitary Sewer Line
I installations for the Plat of Glencoe be granted for a period of five years witli ,
exception of request covering property north and east of the Plat, since extending
of main line sewer from any downstream agreements is exempt from agreement. Moved
by Shane, seconded by Schellert, to concur,with ref�r��al to the City Engineer and
Citv Atto.rnev for preparation of the necessary documents which the Mayor and City

A lec-cer Trom City Attorney Shellan reported that QuiJc Claim Deed from the
State of ��lashin�ton to the City of Ren�ton,covering 1,553 sq. �-c, of property near '
Ho��ser �Alay and Mill, contains a very de-finite reversion clause applicable immediately
�zpon erdin� the public use of the subjec-c property. Ther�fore, it is very doubtful
that -the City co�lld use said property ior purposes of exchan�e or sale since said
transactions wo�ald not constitute "use �or public purposes" . I-c undoubtedly co�ild
be ��sed for parking ard storage in which event the deed should be accepted. If the
primary in-ten� is to use it for later sale or exchange wi�h private owners, then
the deed in i�cs present form is unaccep�table unless the S�at� a�rees to delete its
reversionary in�erest.

Commission a�t its public hearing of June 23, 1965 considered �'che Final Plat of Hill-

A letter from Baird M. Bardarson, M.D. , President, Ren�tor_ Sailing Club,
acknowl�daed a letter from Mayor Custer regarding hazardous ac-tivities at Lake
iaashir.�ton Park and implied revoca-tion action on temporary use permit. The
Sailing Club Board wished to report •the success of its junior sailing program in
teaching 160 boys and girls the elemen�ts of sailing, respec-c or water and survival
techniq��es in -che water and that rhe adult evening program is also receiving enthus-
iastic response. Both instructors are qualified life guards and one in addition has
both a G�a-ter Safety Instructor rating -irom the Red Cross and Aquatic Administrator
from �he Boy Scouts and"no swimming"res=crictions have been enforced during the school
ho�zrs. I�t was noted that prior to the sailing classes activiLy a count revealed 50
people on -�he beach ar.d some ten water ski boats using the area as well as priva�te
vehicles whose owners were fishermen which problems did no'c result from the sailing
cl�ibs prouram. The Park Department had been informed immediacely of the defective
lock and ihe Club installed new locks �iving duplicate keys co �che Park Department.
The Sailin� Club feelsit has conscien'ciously lived up to -che terms of the Permit
and apprecia-�es the tr��s-t placed in i-c by the City. Officials of the City were in-
vited -to -the facilitv �to get a first hand knowledge of �the service to the youth of
comm��niiy off�red by this worthwhile pro�ram which was deemed an appropriate use of
public property.
Moved by Garrett, seconded by Perry, to refer the lefter to the Mayor for what-
ever ac�tion he decides might be appropriate. riayor Custer repor'�ed that the City
has pos�ed no swimming signs to replac� -those which had been removed and new signs
had been pos-ced at the entrance to the park advising that 'che area was in development
stage and roc open to unauthorized persons or vehicles. The creek area has been
cleaned up which runs into the lake and it is hoped that the problems will be soon
solved now pending. Poli �.nquired whether posting �he area absolves the City from
responsibili�y. City Attorney Shellan advised that the City in postin� notices has
given warring ro the public and if they still go in they are crespassing. The signs �
strictly serve notice that this is no-c open to the public aenerally and the City has '
dor:e i-cs duty which is about all that can be done. The pendin� motion was subsequently
carried.
PROCLAMATIOD?:
A Proclamatior. was read wherein Mayor Custer declared the week of July 4-10, 1965
as �afe Boatin� Week. Al1 Boatin� and Sailing interests were urged to publicize and
observe Safe Boating Week ard *�o extend efforts throughou�t -the year as well.

The City Clerk read a letter from the Washington State Highway Commission relative to the
North Renton Interchan�e, setting forth the division of work and the financin� of this
project. The following is the division of work:
City's Portion
A. Design railro��d bridge
B. Purchase all right of way from the Interchange (Station 1b+63.5 westerly) .
State's Work
A. Prepare plans for all right of way, �rading and paving
B. Purchase all rights of way for State's portion (ABC) and Interstate
C. Advertise and award contracts for all work (possibility of one eaception
which would include the railroad overcrossing)
�1 copy of Resolution No. 1572, adopted by the Highway Commission on April 20, 1965, was
enclosedtwith this letter, which indicates the break in participation in funds at Highway
Engineer s Station 17+00, although it is possible that Bureau approval will be obtained on
Interstate participation to Station 16+63.5. This change would, of course, sliUtltly
decrease the Cityts portion.
An application from Atperican Shuffleboard Sales Corporation was read, requestin� that they
be granted a l�cense to operate Shuffleboard #323 at the Cougar's Den Tavern, 219 Main
Street, Renton, Washington. Moved � Poli, seconded by Bruce, that this application be
referred to the POLICE AND LICENSE COMMITTEE with power to act. Carried.
The Clerk read a letter from Margaret W. Evans commending the �hief of Policc and Captain
Ernie Henry for their assistance when her automobile was involved in an accident on private
property during her absence from the City. Mrs. Evans expressed her appreciation for the
promptness in answering her letter and investigating this accident as their findings were
of the utmost importance in the case.
APPOINTMENTS �
A letter from Mayor Custer was read announcing the appoi.ntment of James R. Hawkins and
W, R. Lally to membership on the Municipal Art Commission. These appointments are to
fill vacancies created wh�n other members moved from the community. Moved by Bruce,
seconded by Hulse, to concur in the appointments by the Mayor. Carried.
PROCLAMl1T IONS
The Clerk read two Proclamations by Mayor Custer decl�ring May 21 and 22, 1965 as Poppy Day
sponsored by the American Legion �luxiliary and announcing the annual sale of Buddy Poppies
by the Veterans of Forei�n Wars of the United States. The Mayor urged all citizens to
support these organizations by the purchase of these poppies. Moved by Delaurenti,
seconded by Perry, to concur in the Proclamations of the Mayor. Carried.
COUNCIL COMMITTEE REPORTS
OLD BUSINESS
Council President Henry Pedersen presented for readin� the report of the Committee of the
Whole meeting of May 3, 1965, with the following recommendations:
1. Concur with the recommendation by Mayor Custer to amend Ord9nance No.. 21I9,
which concerns the admission tax on Horse Racing. Moved � Schellert, seconded by Gianini,
to concur with the recommendation of the Committee of the Whole and that the matter be
referred to 'the LAW AND ORDINANCE COMMITTEE for presentation of the proper ordinance .
Mayor Custer pointed out that this amendment would clarify the ordinarice in that the tax
would be charged only on the admission price and not on any addi.tional amount for a
reserved seat. The motion carried.
;; 2. Accept the revocable permit for the Sailing Club to use Lake Washin�ton Beach
� Property, and that the Mayor and City Clerk be authorized to sign the permit. Moved by

Councilman Perry gave a vcrbaJ_ report on the �1SP0 Convent;on in Toronto and �hc follo�aing
are a few of the hi.ghli�hts:
(I) Thc freeway going Toronto servcs �-�nothcr �urPo�c in that in some are��s, trces
h�ve bcen planted to hide unsiChtly industrial <�re��s from the vicw of those L-ravcling
the freeway.
(2) M��ny high rise apartments are being constructed �n and n�ar the business centers.
(3) A new bank is being completed, 56 stories in hcight covering an area of 4.5 acres
and �vill employ 28,000 people.
(��) There is a uni.que shopping centcr entirely covcred, with a wide variel-y of shops.
(5) One area of Torontots business center i.s made up of very old bui.ldin�s �ahich have
been restored to retain the ch�rm and be�uty of the past.
(6) Toronto has numerous townhouse developments and as an example, i.t �aas notcd th�t
these were rented as follo�•�s: 1 bedroom units - $120.00 and 2 bedroom units - �1�i0.00 to
$150.00 per month.
(7) Six miles of sub�aay systems h��ve been completed at a cost of $63,000.000.
(8) Traffic signlls ..-�re no�a controlled by a �.5 million dollar computor system.
Councilman Perry stated thtit he had a variety of Urochures which would be left in
the Mayor's Office for an;�one ►alio might wish to ]_ook them over. Councilman G�rrett
commended Mr. Perry for a very complete report.
Councilman Hulse noted that from the meetings and planning sessions he had attendcd, none
of the metropolitan cities lvill be <able i-o handle the�.r peak traffic loads without some
typc of auxillary system and felt that a study should bc undertaken. He thou�ht i.t would
be advisable to have the Planning Di.rector and City En;ineer look into this mat�cr and
sce where Renton will fit into the plan twenty years from now. Moved by Hulsc, seconded
by Schellert, that the PLANI�iING DIRECTOR and the CITY ENGINEER be instructed to review
this matter to see if Renton should cooperate with other cities in this area in .� Mass
Transit Study. The motion.c�lrried.
NEId BUSINESS
Councilman Hul.se announced a meeting of the CaPital Improvement Committee relati.ve to the
Priority List, to be held on tlednesday, May 19th at 7:30 in the Council Chambcrs.
Moved by Hulse, seconded by Delaurenti, that Vouchers 8879 through 8974, previ.ously
a�proved by the /�ccounti.n� and �1uditing Committce, be approved for payment. Carried.
In reply to an inquiry, Counci.lman Schellert advised tha� the [aays and Means Committee had
nothing to report at this time on the fin�ncing of the St�dium.
Councilman Gianini brou�;ht up the matter of fold5ng chairs to be used in the si�zdium. It
was noted that these chairs can bc purchased for less than $1.00 �c:ach and thi� �.ould
be far less than the cost to bui.ld them. Moved by Trimm, seconded by Dahlquist, to concur
in the recommendation by Counci.lman Gianini to purchase -�he 2,000 chairs suitaUle for use in
the proPo�ed grandstand i.n Liberty P,�rk for thc sum of- $700.00. Carried.

A communication from Mayor Custer in which the Council was informed that the $11,200 "loan"
from the HNFA for use in planning the previously proposed library building may not have to
be repaid upon construction of the new library, was read for Council's information. Due
to failure of bond issues based upon these plans and because the currently proposed library

use of the Lake Washington Beach property, with the following recommendations:
(1) That the Council grant to the Renton Sailing Club the temporary use of the
S. E. 72nd Street site for a boat storage and launching site.
(2) That the Council authorize the Street Department to clear and fill this site to
make it more readily accessible and acceptable.
(3) In the event any complications should ensue from the City's efforts to improve
this site, that the Council authorize the temporary use of 50' of waterfront and land to a
depth of 200" along the Shuffleton Plant fence in Lake Washington Beach Park to the Renton
Sailing Club, providing the necessary "hold harmless agreement" and evidence of liability
insurance is first obtained from the Club.
(4) Regardless of which site is finally determined upon, the City should require, as
a condition of use, the installation of adequate sanitary facilities, the posting of
appropriate signs, and contractual arrangements for adequate policing of the area used, in
the interests of the public health, safety and welfare.
(5) It should be the City's stated policy that the S. E. 72nd Street site will be^ome
and remain a boat launching site. At some future date, this site could be made available
exclusively for power boats, and the sailing club may be able to make full use of Park
Department facilities in Lake Washington Beach Park when permitted.

Mr. Jerome Faull, 316 Renton Street observed that there is an admission char�e made at the
municipal swimming pool and Mr. Robert Edwards stated that this would be no different than
the dues assessed by most youth groups, such as scout or;anizations.
Mr. T. J. Hogan stated that although he was not opposed to the sailing program, in his
opinion this would open the way for other groups to make similar requests, including the
use of this beach for swimming. Mr. Gene Coulon, Park Director, again expressed the concern
of the Park Department and Park Board that other groups would be attracted to the area.
'Jpon inquiry concerning access to the property, the City Attorney advised that the City has
been negotiating with the railroad for some time relative to sharing in the cost of warning
signals for the crossing of the tracks, which are necessary for safe access.

from the HHFA for use in planning the previously proposed library building may not have to
be repaid upon construction of the new library, was read for Councilts information. Due
to failure of bond issues based upon these plans and because the currently proposed library
has little correlation with the previous. plans, it is possible that the Government wil� write
off this loan. It was noted that every effort will be made to obtain a release from the
