THE ERC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH OR WITHIN 24 HOURS FOLLOWING A STORM EVENT. 13. AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT -LADEN WATER INTO THE DOWNSTREAM SYSTEM. 14. DURING THE TIME PERIOD OF OCTOBER 1ST - MARCH 30TH, ALL PROJECT DISTURBED SOIL AREAS, THAT ARE TO BE LEFT UN -WORKED FOR MORE THAN 12 HOURS, SHALL BE COVERED BY MULCH, SODDING, OR PLASTIC COVERING. 15. ANY PERMANENT RETENTION/DETENTION FACILITY USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH THE NECESSARY EROSION CONTROL MEASURES AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE PERMANENT FACILITY IS TO FUNCTION ULTIMATELY AS AN INFILTRATION SYSTEM, THE TEMPORARY FACILITY MUST BE ROUGH GRADED SO THAT THE BOTTOM AND SIDES ARE AT LEAST THREE FEET ABOVE THE FINAL GRADE OF THE PERMANENT FACILITY. 16. PRIOR TO THE BEGINNING OF THE WET SEASON (OCT. 1), ALL DISTURBED AREAS SHALL BE REVIEWED TO IDENTIFY WHICH ONES CAN BE SEEDED IN PREPARATION FOR THE WINTER RAINS. DISTURBED AREAS SHALL BE SEEDED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON. A SKETCH MAP OF THOSE AREAS TO BE SEEDED AND THOSE AREAS TO REMAIN UNCOVERED SHALL BE SUBMITTED TO THE CITY OF RENTON FOR REVIEW. REFER TO THE TREE RETENTION PLAN SHEET FOR THE PROTECTION MEASURES EROSION CONTROL NOTES: (A) THE SOIL MOISTURE HOLDING CAPACITY OF ALL NEW PREVIOUS SURFACE THAT AT PROJECT COMPLETION WILL NOT BE COVERED BY IMPERVIOUS SURFACE OR INCORPORATED INTO A DRAINAGE FACILITY MUST BE PROTECTED. THE DUFF LAYER AND NATIVE TOPSOIL SHALL BE RETAINED IN AN UNDISTURBED STATE TO THE MAXIMUM STENT FEASIBLE. (B) ANY DUFF LAYER OR TOPSOIL REMOVED DURING GRADING SHALL BE STOCKPILED ONSITE IN A DESIGNATED, CONTROLLED AREA NOT ADJACENT TO PUBLIC RESOURCES AND CRITICAL AREAS. THE MATERIAL SHALL BE REAPPLIED TO OTHER PORTIONS OF THE SITE WHERE FEASIBLE. (C) THE SOIL IN ANY AREA THAT HAS BEEN COMPACTED OR THAT HAS SOME OR ALL OF THE DUFF LAYER OR UNDERLYING TOPSOIL REMOVED SHALL BE AMENDED TO MITIGATE FOR LOSS OF MOISTURE -CAPACITY. THE AMENDMENT SHALL TAKE PLACE BETWEEN MAY 1 AND OCTOBER 1. REPLACED TOPSOIL SHALL BE A MINIMUM 8 INCHES THICK. REPLACED TOPSOIL SHALL HAVE AN ORGANIC MATTER CONTENT BETWEEN 8 AND 13 PERCENT DRY WEIGHT AND A pH SUITABLE FOR THE PROPOSED LANDSCAPE PLANTS. Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. 3.4. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 4. Protection from Grade Changes: 4.1. If the grade level adjoining to a tree to be retained is to be raised, the applicant shall construct a dry rock wall or rock well around the tree. The diameter of this wall or well must be equal to the tree's drip line. 5. Impervious Surfaces Prohibited within the Drip Line: 5.1. The applicant maynot install impervious surface material within the area defined by the drip line of any tree to be retained. 6. Restrictions on Grading within the Drip Lines of Retained Trees: 6.1. The grade level around any tree to be retained may not be lowered within the greater of the following areas: (i) the area defined by the drip line of the Kline / Stromberg Short Plat 1401 / 1409 Aberdeen Ave N.E. Renton, WA 98056 tree, or (ii) an area around the tree equal to one and one-half feet (1-1/2') in diameter for each one inch (1") of tree caliper. A larger tree protection zone based on tree size, species, soil, or other conditions may be required. 7. Mulch Layer Required: 7.1. All areas within the required fencing shall be covered completely and evenly with a minimum of three inches (3") of bark mulch prior to installation of the protective fencing. 7.2. Exceptions may be approved if the mulch will adversely affect protected ground cover plants. 8. Monitoring Required during Construction: 8.1. The applicant shall retain a certified arborist or licensed landscape architect to ensure trees are protected from development activities and/or toprune branches and roots, fertilize, and water as appropriate for any trees and ground cover that are to be retained. 9. Alternative Protection: 9.1. Alternative safeguards may be used if determined to provide equal or greater tree protection.
