ORDINANCE N0. 4204
AN ORDINANCE OF THE CITY OF REATTON, WASHINGTON, AMENDING
SECTIONS 2-ZO1, 2-202, 2-203, 2-Z04, 2-205 AND 2-206 OF
CIiAPTER 2, CITY PLANNING COMMISSION, OF TITLE II
(COMMISSIONS AND BOARDS) OF ORDINANCE NO. 1628 ENTITLED
"CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON,
WASHINGTON. "
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION l. Section 2-201 of Chapter 2, City Planning
Commission, of Title II (Commissions and Boards ) of Ordinance No.
1628 entitled "Code of General Ordinances of the City of Renton" is
amended to read as follows :
2-201 : ESTABLISHMENT OF PLANNING COMMISSION.
There is hereby created and established a Planning Commission
pursuant to RCW 35A. 63. 020 providing for its rnembership, method of
appointment, organization and duties .
Such Planning Commission or agency shall serve in an advisory
capacity to the Mayor and the City Council and shall have such
powers and duties as shall be provided for herein or as may be
provided by amendatory ordinance.
SECTION 2. Section 2-202 of Chapter 2 , City Planning
Commission, �f Title II (Commissions and Boards ) of Ordinance No.
1628 entitled "Code of General Ordinances o� the City of Renton" is
amended to read as follows :
2-202 : APPOINTMENT.
The Planning Commission shall consist of nine {9 ) members,
appointed by the Mayor and confirmed by a majority of the members of

the City Council . All Planning Commission Members shall be
residents of the City of Renton.
The present appointive members of the Planning Commission shall
remain in office for the balance of their presently existing terms .
Thereafter the term of each appointee shall be for three (3} years
and such appointment shall be made on July 1 and February 1
respectively for such three ( 3 ) year terms .
SECTION 3. Section 2-203 of Chapter 2, City Planning
Commission, of Title II (Commissions and Boards) of Ordinance No.
1628 entitled "Code of General Ordinances of the City of Renton" is
amended to read as follows :
2-203 : VACANCIES.
Vacancies occurring otherwise than by expiration of terms shall
be filled for the unexpired term in the same manner as the original
appointment is made as set forth in the immediately preceding
Section. Members may be removed by the Mayor, with the approval of
the majority of the City Council, for neglect of duty, malfeasance
or misfeasance in office, or when such appointee misses three (3)
unexcused meetings within any twelve ( 12 ) month period. Me��ers
shall be selected without respect to political affiliations, shall
serve without compensatior_, and the appointees shall constitute a
cross section of the community representing different interests,
geographical areas, trades, professions and activities .
SECTION 4. Section 2-204 of Chapter 2, City Planning
Commission, of Title II (Commissions and Boards) of Ordinance No.
1628 entitled "Code of General Ordinances of the City of Renton" is
amended to read as follows :

2-204 : OFFICERS; MEETINGS; STAFFING.
(A) The Planning Commission shall elect its own Chair, Vice-
chair, and Secretary. It may create and fill such other
offices as it may determine from time to time.
(B) The Commission shall hold at least 12 regular meetings in
each year.
(C) The Planning Division shall function as staff for the
Planning Commission in the completion of plans and
projects contained in their coordinated Work Programs.
SECTION 5. Section 2-205 of Chapter 2, City Planning
Commission, of Title II (Commissions and Boards) of Ordinance No.
1628 entitled "Code of General Ordinances of the City of Renton" is
amended to read as follows :
2-205 : EXPENDITURES; BUDGET.
The expenditures of the Planning Commission shall be limited to
those authorized by the Director of Community Development as
appropriated in the Planning Division's annual budget. The services
and facilities of the City's Planning Division shall be utilized by
the Commission in performing its duties . (Ord 3076, 12-13-76, eff.

SECTION 6. Section 2-206 of Chapter 2, City Planning
Commission, of Title II (Commissions and Boards) of Ordinance No.
1628 entitled "Code of General Ordinances of the City of Renton" is
amended to read as follows :
2-20� : DUTIES AND RESPONSIBILITIES. The primary
responsibility of the P.lann�ng C�mmission is to review the
Camprehensive Plan, carry out work activities in the Council adopted

Work Program, and to elicit public input for and to advise the City
Council and the Mayor on land use planning matters .
(A) Authority: The City Council and Mayor have designated the
Planning Commission to function as the public hearing body
for many planning related activities of the City. The
Council may, at its discretion, retain this function for
any specific project, proposal, or plan.
(B) Representation: Planning Commissioners are entrusted to
make recommendations reflecting the broad interests of the
community.
(C) Conduct and Fairness: All Commissioners shall conduct
themselves in a manner consistent with the Code of Ethics
for municipal officers, Title 42 .23 RCW, and the Code of
Ethics, Chapter 31 of the Renton City Code.
(D) Scope of Review: At the direction of the City Council,
the Planning Commission shall review staff proposals, hold
public hearings, and submit recommendations to the City
Council and the Mayor on the adoption of and amendments to
the following:
1 . The Comprehensive Plan as per City Code Title IV
Chapter 14 .
2 . Neighborhood or area Plans and studies which will
amplify and augment the Comprehensive Plan.
3. The Shoreline Management Master Program.
4 . The Capital Improvement Program.
5 . The Streets and Arterials Plan.
6. Annexation Pol.icy Plan.

7 . Area-wide zoning.
8 . The Zoning and Subdivision Ordinances.
9 . Other land use plans, programs, and ordinances
contained in the Commission's Work Program.
