Amends Ord Nos 32L4,` 399a Amended by Ord Nos /+329, 43�1 , 4358 4596 CITY OF RENTON, WASHINGTOPT OR�INANCE NO. 4235 AN ORDINANCE OF THE CITY OF RENTON, WASHIrTG�023, AMENDING PORTIQNS OF GIiAPTERS 1, 2, 3, 9 AND 17 0�' TITLE IV (BtIILDING REGULATIOI�iS) OF ORDINANCE N0. 1628 ENTYTLED "CODE OF GENERAL ORIIINANCES OF THE CITY OF RENTON" BY ADOP�ING THE 1988 EDITIONS OF THE UNIFORM BUILDING CODE, UNIF�RM PLUMBING CODE, UNIFORM SWINII�IING POOL, SPA AND HOT ' TUB CODE, UNTFORM HOUSING CODE, AND UNIFORM MECHANICAL CODE BY REFERENCE THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. Existing Section 4-101 of Title IV (Build�ng Regulations ) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-101: ADOPTION: The "Uniform Building Code, 1988 Edition" together with "Uniform Building Code Standards, 1988 Edition" as issued by the International Conference of Building Officials, " of which one ( 1) copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, are hereby adopted as th� "Uniform Building Code" and the "Uniform Building Code Standards" by the City of Renton, and said Cades may be hereafter designated as the "City of Renton Uniform Building Code" and "City af Renton Uniform Building Cc�de Standards . " SECT�OI�T II. Existing subsection (A) of Section 4-103, Title IV (Building Rec�ul�tions) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows: 1 ORDINANCE NO. 4235 � Section 4-103 (A) : Section 302 of the "City of Renton Uniform Building Code" is hereby amended to read as follows: (e) Off-site improvements . 1 . Whenever a building permit is applied for under the provisions of this Code for new construction of a multiple dwelling consisting of three (3) or more units, public assembly, commercial or industrial structure or the alteration of an existing structure of said type, in excess of twenty-five thousand dollars ( $25, 000 . 00) , then the person applying for such building permit shall simultaneously make application for a permit, as an integral part of such new construction or alternation thereof, for the building and installation of certain off-site improvements, including, but not limited to sidewalks, curbs, gutters, street paving, water mains, drainage, sanitary sewer, all improvements required by the Subdivision Ordinance and all necessary appurtenances . Such off-site improvements (except traffic signalization systems) shall extend the full distance of such property to be improved upon and sought to be occupied as a building site or parking area for the aforesaid building purposes and which may adjoin property dedicated as a public street. Traffic signalization off-site improvements shall be installed pursuant to the provisions of the Subdivision Ordinance. 2 . All such sidewalks shall be constructed to the City standards and conform to standard specifications for municipal public works constructions, commonly known as APWA Standards. Street width and standards for construction shall be specified by the Director of Public Works or his duly authorized representative. 2 ORDINANCE NO. 4235 All plans and specifications for such improvements are to be submitted at time such application for a permit is made. 3 . All permits required for the construction of these improvements shall be applied for and obtained in the same manner, fees and conditions as specified in Chapter 8, Title IX (Public Ways and Property) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" relating to excavating or disturbing streets, alleys, pavement or improvements . 4 . Deferral of improvements required by this Section shall comply with the City of Renton' s Subdivision Ordinance, Section 9-1108 . 21, Deferred Improvements . SECTION III. Existing Subsection (E) of Section 4-103, Title IV (Building Regulations ) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows: Section 4-103 (E) : The following chapters from the Appendix of the Uniform Building Code and the 1986 Washington State Energy Code, of which one ( 1) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, are hereby adopted as the "Uniform Building Code. " 1 . Chapter 7, "Uniform Building Code, 1988 Edition" entitled "Aviation Control Towers . " 2 . Chapter 32, "Uniform Building Code, 1988 Edition, " entitled "Re-Roofing. " 3 . Chapter 49, "Uniform Building Code, 1988 Edition, " entitled "Patio Covers . " 3 ORDINANCE NO. 4235 4. 1986 Washington State Energy Code as adopted by the State of Washington (51-12 W.A.C. ) . 5 . Chapter 55, "Uniform Building Code, 1988 Edition, " entitled "Membrane Structures . " 5ECTION IV. There is hereby added a new subsection (K) to section 4-103, Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" to read as follows : Section 4-103 tKl : The following sections of chapter 38 of the 1988 Uniform Building Code are amended to read as follows : 1 . Section 3802,C, 3, Exhibition and Display Rooms . a. An automatic sprinkler system shall be installed in Group A occupancies which have more than twelve thousand ( 12, 000) square feet of floor area, or more than forty feet (40 ' } in height. 2 . Section 3802, (d) , Group B, Division 2 Occupancies . a. When the occupancy has over twelve thousand ( 12, 000) square feet of floor area or more than forty feet (40 ' ) in height. b. In buildings used for high-piled combustible storage, fire protection shall be in accordance with Article 81 of the Fire Code. 3 . Section 3802, (e) , Group E Occupancies . a. When the occupancy has over twelve thousand ( 12, 000) square feet of floor area or more than forty feet (40' ) in height. b. Basements : An automatic sprinkler system shall be installed in basements classified as a Group E occupancy 4 ORDINANCE NO. 4235 when the basement is larger than fifteen hundred ( 1,500) square feet in floor area. c. Stairs : An automatic sprinkler system be installed in enclosed usable space below or over a stairway in Group E occupancies . 4 . Section 3802, (h) , Group R-1, Division 1 Occupancies . a. Division 1 : 1 . When the occupancy has over twelve thousand ( 12 , 000) square feet of floor area or more than forty feet (40 ' ) in height. 2 . An automatic sprinkler system shall be installed throughout buildings containing Group R, Division 1 Occupancies that are two stories in height and contain five (5) or more dwelling units or guest rooms or are of (3) three or more stories in height regardless of the number of dwelling units or guest rooms . For the purposes of this subsection, portions of buildings separated by one or more area separation walls will not be considered a separate building. b. Division 3 : Dwellings, when proposed within an R-1-5 Zone, clustered or constructed so that when attached, the total square foot floor area of all dwelling units exceed twelve thousand ( 12, 000) square feet. 5 . Section 3802 is amended by adding section 3802 (ij to read as follows : i. Sprinklers . a. A fully automatic fire protection sprinkler system is to be installed in all new buildings in excess of twelve 5 ORDINANCE NO. 4235 thousand ( 12, 000) square feet total floor area, regardless of vertical or horizontal occupancy separations, such sprinkler system shall be designed, installed and tested as per Uniform Building Code Standard 38-1 which is hereby incorporated by reference as if fully set forth, one copy being on file with the City Clerk for public inspection. b. A fully automatic fire protection sprinkler may be required by the Chief of the Fire Department or the Fire Marshall for buildings less than twelve thousand ( 12, 000) square feet total floor area when, in their judgment, supported by written documentation from a professional organization (such as NFPA, ICBO, U.L. , ISO, etc. ) verify that hazardous operations, hazardous contents, critical exposure problems, limited accessibility to the building, or other items may contribute to a definite hazard. c . When existing buildings with full sprinkler systems are remodeled or added onto, the remodeled or added on portion shall be fully sprinklered. d. When an existing building is added onto or remodeled, and the resulting total foot floor area exceeds twelve thousand ( 12 , 000) square feet, the entire structure shall be fully sprinklered. 6 . Table 38A, Standpipe Requirements . Line 2 of Table No. 38A, standpipe requirements, shall read as follows : "Occupancies three stories or more, but less than 150 ' in height, except Group R, Division 3 . " SECTION V. Existing subsections (G} and (J) of Section 4- 103, Title IV (Building Regulations) of Ordinance No. 1628 entitled 6 ORDINANCE NO. 4235 "Code of General Ordinances of the City of Renton" are deleted in their entirety. SECTION VI. In Chapter 1, Uniform Building Code, of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is amended by adding a section 4-105, to read as follows : Section 4-105: Extra Fees. Whenever any application is to be handled under the terms of any portion of the city's land use codes, adopted codes, or the Uniform Building Code, and that application is so large, complicated, or technically complex that it cannot be handled with existing city staff, then an additional fee can be charged which is equivalent to the extra costs incurred by the City of Renton to pay: a. overtime costs, b. the pro-rata costs of additional employees necessary to handle the application, c, the costs expended to retain qualified consultants to handle the project, and d. any general administrative costs when directly attributable to the project. Such extra fees shall be charged only to the extent incurred beyond that normally incurred for processing an application. SECTION VII. Existing Section 4-201 of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : 7 ORDINANCE NO. 4235 Section 4-201: UNIFORM PLUMBING CODE ADOPTED: The "Uniform Plumbing Code, 1988 Edition" as issued by the International Association of Plumbing and Mechanical Officials, " of which one ( 1 ) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, is hereby adopted as the "Uniform Plumbing Code" by the City of Renton, and said Code may be hereafter designated as the "City of Renton Plumbing Code. " SECTION VIII. Existing Section 4-202 of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-202: Section Z0.7 U.P.C. SCHEDULE OF FEES: Minimum fee, for each permit issued $10.00 Each plumbing fixture or trap or set of fixtures on one trap 5.00 Rainwater systems per drain 5.00 Each industrial waste pretreatment interceptor S.QO Installation, alteration or repair of water piping 5.00 Repair or alteration of drainage or vent piping 5.00 Lawn sprinkler system 5.00 Vacuum breakers or backflow protective devices on tanks, vats, etc. One (1) to five (5) 5.00 Over five (5), each 1.00 Private sewage disposal system (septic tank) 10.00 Gas piping system One (1) to five (5) outlets 5.00 Additional outlets, each 1.00 8 ORDINANCE N0. 4235 SECTION IX. Existing Section 4-401 of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-401: UNIFORM CODE ADOPTED: Said "Uniform Swimming Pool, Spa and Hot Tub Code, 1988 Edition" as issued by the "International Association of Plumbing and Mechanical Officials, " of which one ( 1) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, is hereby adopted as the "Uniform Swimming Pool, Spa and Hot Tub Code, 1988 Edition" by the City of Renton, and said Code may be hereafter designed as the "City of Renton Uniform Swimming Pool, Spa and Hot Tube Code, 1988 Edition. " SECTION X. Existing Section 4-901 of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-901: UNIFORM HOUSING CODE ADOPTED: The "Uniform Housing Code, 1988 Edition" as issued by the "International Conference of Building Officials, " of which one ( 1) printed in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, is hereby adopted as the "Uniform Housing Code" by the City of Renton, and said Code may be hereafter designed as the "City of Renton Uniform Housing Code. " 9 ORDINANCE NO. 4235 SECTION XI. Existing subsection (A) of Section 4-1701 of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : Section 4-1701 (A) : Adopted: The "Uniform Mechanical Code, 1988 Edition, " as issued by the International Conference of Building Officials, " of which one ( 1) printed copy in book form has heretofore been filed and is now on file in the office of the City Clerk and made available for examination by the public, is hereby adopted as the "Uniform Mechanical Code" for the City of Renton, which Code may hereafter be designated as "City of Renton Uniform � Mechanical Code, " and any and all amendments, additions or modifications thereto when printed and filed with the City Clerk of the City of Renton by authorization of the City Council from time to time shall be considered and accepted and constitute a part of such Code without the necessity of further adoption of such amendments, modifications or additions by the legislative authority of the City of Renton or by ordinance. SECTION XII. This ordinance shall be effective upon its passage, approval, and thirty days after publication.
