Also proposed are parking lot, infrastructure, and landscaping improvements. The project site consists of approximately 1.6 acres, and is located at Rainier Avenue South and SW Sunset Boulevard, Renton, Washington. Proposed construction includes construction of the following elements: • Storm drainage pipe • Earthwork to adjust grades on site • Water Quality Swales • Utilities for building (water, sanitary sewer, gas, power, telephone) • Stormwater conveyance system consisting of catch basins, curb scuppers, and buried pipe • Asphalt pavement • Concrete sidewalk Existing On-site Drainage features: The existing site is developed with approximately 90°•o pavement and buildings. These improvements drain to a series of catch basins and buried pipe discharging to a city storm drain system in SW Sunset Boulevard. The on-site drainage area is bound to the east by Rainier Avenue South, to the west by McGee Auto Sales property, to the south by SW Sunset Boulevard, and to the north by Midas Muffler property. The site include� an existing storm drainage system �vhich will be re-routed. The existing site vegetation consists primarily of grass, typical landscaping, and some trees. The existing soils at this site are of the Beausite Soil Group, according to the USDA Soil Conservation Services published geologic maps. For storm drainage calculations, the soil was classified as a Hydrologic Soil Group C. See the geotechnical report, by Zipper Zeman and Associates in the Appendix. Proposed On-site Drainage features: The development proposes to construct a new storm drainage system to collect surface water. Run-off from the impervious surface area subject to vehicular traffic will be treated through biofiltration swales. The swales have been designed in accordance with 1990 King County Surface Water Design Manual, as adopted by the City of Renton. Roof drainage will be conveyed directly to the public storm drainage system, bypassing the biof;Itration swale. The development proposes to increase the pervious area on-site, thus reducing the peak rate of runoff discharging from the site. Storm drain pipe will be smooth walled corrugated plastic pipe or reinforced concrete pipe with a Manning roughness coefficient of n=0.012. Catch basins will have a sump at the base to collect silts. Increased pervious area will decrease the peak rate of run-off. Biofiltration is provided for water quality treatment of the 6-month storm event. 4- Conveyance system On-site storm system is designed to convey the 2�-year storm event. S- Temporary Erosion Control An erosion control pfan and narrative will be provided to minimize the impacts of construction activities on storm water run-off. A brief narrative of some erosion control measures likely to be utilized are included in the attached narrative. S ecial Requirement Proposed Compliance 1- Critical Drainage Area City stated the final discharge point for the city storm drainage system is to the P-1 Forebay which is a natural - � area and subject to the City of Renton Critical Drainage I requirements. I�.,�� �. �vo�o •,^° I Detention Calculation: j On-site detention is not necessary as the project proposes to decrease the peak rate of runoff by decreasing the amount of impervious area. King County Surface Water Manual Core Requirement#3 requires that the peak rate of run-off for the site match the existing peak run-off for the 2 and 10-year storm. Conveyance of the post developed 100-year storm event is also required. "Existing Condition" refers to the current site condition as the on-site development contains an approved storm drainage system. The Santa Barbara Urban Hydrograph/Soil Conservation Service (SBUH) hydrograph methodology is used to computn on-site detention. The SBUH software by Engenious Systems, Inc. is utilized to model rainfall events for the 2, 10, 25 and 100-year, 24-hour design storms for existing and proposed conditions. The attached appendix illustrates calculations for the inputs for the SBU H model. In accordance ' with 1990 KCSWM Core requirement#3, the design flow rate for biofiltration is equal to the 6-month, 24-hour peak discharge rate. This rate is estimated at 0.64 times the 2-year, , i 24-hour discharge rate. , Based on this data, a width is established utilizing the Manning equation (see appendix ', notes for calculation). Three swales with widths of 7.0 feet, 3.5 foot, and 1 feet will be required to provide treatment of runoff from areas subject to vehicular traffic. Since roof drainage is not subject to vehicular traffic and is regarded to generally be clean, flows from I the roof run-off will by-pass the biofiltration swale. Conveyance Velocity Calculations: The main on-site storm system has a slope of approximately 0.5 %. A preliminary calculation based on Manning's equation indicates a velocity of approximately 2.9 fps for a flow rate of 0.99 cfs. Conveyance Capacity Calculations: Final drainage plans are not completed at this time. Preliminary pipe sizing indicates pipe diameters ranging from 6" to 8" on-site. With a slope of 0.5% and Manning roughness coefficient of n=0.012 (smooth wall corrugated plastic pipe), the open channe) capacity is as follows: Pipe Diameter OC Capacity 8" 1.0 cfs 6" 0.� cf� The 100 year developed peak rate i� i.19 cf�. Since the maximum drainage area which is conveyed through any storm drain pipe is equal to one half the total site, the peak rate conveyed is 0.60 cfs. The on-site storm system will be capable of conveying on-site storm �vater to the city storm system for the 100-year ctorm. Level 1 Downstream Analysis: On-site run-off discharge. to a -i8" x 2�" public �torm drain in SW Sunset Boulevard, which increases to 60" x 36" diameter approximately 433 feet downstream along S�ti' Sunset Boulevard. This trunk line connects to a main in Hardie Avenue SW, which leads to the public system in 7`h Street SW. The main in 7`" Street SW increases in diameter from 36" to 60" before discharging into the P-1 Forebay. The P-1 Forebay collects run-off from drainage basins to the south and east of the bay, which includes the proposed development. One of the main collector trunk lines is located within 7th Street adjacent to the project site. The City of Renton indicated no problem areas do�vnstream of the proposed development. This project would have no contributing impact on any existing problem due to the decrease in any exi�ting runofr.
