More specifically, as shown in Figure 2 - Site Location, the project is bordered by Lind Ave. to the east, Raymond Ave. SW to the west, SW 39th St to the north and existing railroad tracks to the south. The project area includes King County Tax Parcel Numbers 1253810042 and 1253810040. The properiy is currently developed, consisting of two buildings (Renton West and Renton Eas�, associated parking and a detention and water quality pond. According to the Soil Survey of the King County Area base on survey area data from Nov. 21, 2006, as provided by the United States Department of Agriculture (USDP� Natural Resources Conservation Service, the type of soils located on the Puget Sound Blood Center project site are predominantly Woodinville series (Wo). The project site is fairly level with mild site slopes ranging from 1 to 4 percent The proposed scope of work consist of improvements for the existing parking area surrounding the PSBC, including replacement of existing pavement, addition of landscape islands, a new driveway along SW 39th Street (entrance only), and a delivery/pickup zone parallel to SW 39th Street along with associated utility upgrades. The existing on-site storm drainage system for both buildings and parking areas flows to the detention and water quality pond at the west side of the site. The stormwater drainage includes runoff from roofs, parking and landscaping areas. The existing loading dock and associated trench drain and storm drainage pipe will be removed and replaced with a proposed loading dock with a 13 foot proposed trench drain and 109 feet of 8 inch diameter pipe. The proposed 8 inch diameter storm drainage pipe will discharge to the existing storm drainage system at the same location. Approximately 1,100 square feet (s.f.) of additional impenrious area will enter the onsite storm drainage system through existing catch basins. Flow from the new 2,650 s.f. delivery/pickup zone and sidewalk relocation will be directed to the existing catch basin located in SW 39"' Street Due to utility upgrades and the loading dock relocation, approximately 14,350 s.f. of impervious surtace will also be replaced. The proposed new and replaced impervious surface totals 18,100 s.f. for the project site. Since this amount is greater than 5,000 s.f., based on the 2005 King County, Washington Surface Water Design Manual this project requires a Full Drainage Review. The conclusions determined by evaluating the Eight Core Requirements and Fve Special Requirements area as follows: Core Requirement No. 1 - Discharqe at the Natural Location The discharge locations will remain the same after the proposed improvements are completed. Core Reauirement No. 2 - Offsite Analvsis An off-site analysis has been preformed and is outlined in the attached "Public Storage Pick-up & Delivery Conceptual Drainage Report° prepared by David Evans and Associates, Inc. in June 1997. No drainage issues have been reported in this area according to Gary Fnk with the City of Renton. Due to the negligible increases in stormwater flows, no significant impact is anticipated at any downstream location. Core Requirement No. 3 — Flow Control ' The project site results in an additional impervious area of 3,750 s.f. and a corresponding 100-year storm flow rate of 0.04 cfs. This minor increase to the existing storm drainage system will not have a significant impact, and therefore, additional flow control will not be provided for the proposed improvements. Core Requirement No. 4 - Convevance Svstem As mentioned above, the increase to the existing storm drainage system is minor and therefore, additional conveyance calculations will not be provided for the proposed improvements. Core Requirement No. 5 Erosion and Sediment Control The proposed project includes sawcutting, replacing of pavement, and paving additional areas of the site. Erosion and sediment controls will be provided to prevent, to the maximum extent possible, the transport of sediment from the project site to downstream drainage facilities and adjacent properties. The proposed erosion and sedimentation control measures include sediment filters at the existing catch basins near the construction areas and filter fence to the south of the proposed additional parking stalls on the Renton East site. These measures are in accordance with criteria in Section 12.5 and Appendix D of the 2005 KCSWDM. Core Requirement No. 6 Maintenance and Operations Maintenance and operation of the detention and water quality pond and drainage facilities will be maintained as outlined in the "Public Storage Pick-up & Delivery Conceptual Drainage Report" prepared by David Evans and Associates, Inc. in June 1997. A copy of this report has been attached. Core Requirement No. 7 Financial Guarantees and Liabilitv All drainage facilities constructed or modified for projects must comply with the financial guarantee requirements as provided in the King County Bond Quantities Worksheet This information is further described in Section 10.0 of this report Core Requirement No. 8 Water Qualitv As mentioned above, the increase to the existing storm drainage system is minor and therefore, additional water quality calculations will not be provided for the proposed improvements. The delivery/pickup zone to the north of Renton West will be 120 feet long and include 4 parallel parking spaces. The new impervious area for the developed parking and idelivery/pickup zone is 4,950 s.f. and the impenrious removed is 1,200 s.f. resulting , in 3,750 s.f. of total additional impervious area A portion of the 3,750 s.f. impervious area will discharge to the existing detention and water quality pond. This pond discharges into the City of Renton's storm draina�e system through a control structure at the north end of the pond, along SW 39 Street The proposed additional parking area and relocated trench drain for the proposed loading dock will continue to flow to the existing pond. CSWPP Analvsis and Desiqn The Temporary Erosion and Sedimentation Control (TESC) Plan is shown on sheet C1.06 of the PSBC plan set The TESC Plan was developed in accordance with criteria in Section 1.2.5 and Appendix D of the 2005 KCSWDM. The soils and hydrology of the proposed project site are described in Section 4.0. Erosion and sediment controls will be provided to prevent, to the maximum extent possible, the transport of sediment from the project site to downstream drainage facilities and adjacent properties. The proposed erosion and sedimentation control measures include sediment filters at the existing catch basins near the construction areas, filter fence to the south of the proposed additional parking stalls on the Renton East site, and dust control. Bond Quantities, Facilitv Summaries and Declaration of Covenant The Site Improvement Bond Quantity Worksheet will be prepared with final engineering plans. Maintenance and Oaerations Manual Maintenance and operation of the detention and water quality pond and drainage facilities will be maintained as outlined in the "Public Storage Pick-up & Delivery Conceptual Drainage Report" prepared by David Evans and Associates, Inc. in June 1997.
