ORDINANCE NO. 4154
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON AMENDING
CHAPTER 11 OF TITLE 9 (PUBLIC WAYS AND PROPERTIES) OF
ORDINANCE N0. 1628 ENTITLED CODE OF GENERAL ORDINANCES OF
THE CITY OF RENTON BY AMENDING SECTION 9-1108 RELATING TO
STREET LIGHTING STANDARDS.
SECTION I .
Section 9-1108, Paragraph 11 of the City of Renton Municipal
Code is hereby amended to read as follows :
11 . Street Lighting.
A. Definitions . The terms used in this paragraph are defined as
follows :
( 1) Travelled lanes : The term "travelled lanes" shall mean
the area between the raised curbs or between the painted
edge lines of a roadway. This area may include a center
median, bicycle lanes, or on-street parking, if
applicable. This area does not include roadway shoulders
or planting strips, berms or sidewalks behind the curb.
(2 ) Average horizontal illumination: The term "average
horizontal illumination" shall mean the quantity of light
measured at the pavement surface and averaged over the
travelled lanes expressed in footcandles .
( 3) Uniformity ratio: The term "uniformity ratio" shall mean
the ratio of the average horizontal illumination to the
minimum point horizontal illumination at the pavement
surface.
(4) Roadway classification: The roadway classifications
"principal arterial, " "minor arterial, " "collector, " and
"local" shall be as defined and designated by the City of
Renton Traffic Engineering Division.
(5} Area classification: The area classifications
"commercial, " "industrial, " "intermediate, " and
"residential" shall mean the following:

a. Commercial: That portion of a municipality in a
business development where ordinarily there are large
numbers of pedestrians and a heavy demand for parking
space during periods of peak traffic or a sustained
high pedestrian volume and a continuously heavy
demand for off-street parking space during business
hours . This definition applies to densely developed
business areas outside of, as well as those that are
within, the central part of a municipality.
b. Industrial : That portion of a municipality in a
business development, normally manufacturing,
warehousing or wholesale oriented, where ordinarily
there are few pedestrians and a low parking turnover,
but there is a large amount of truck, multiple axle
truck, and trailer traffic.
c. Intermediate: That portion of a municipality which
is outside of a downtown area but generally within
the zone of a business or industrial development,
often characterized by moderately heavy nighttime
pedestrian traffic and a somewhat lower parking
turnover than is found in a commercial area. This
definition encompasses densely developed apartment
areas, hospitals, public libraries, and neighborhood
recreational centers .
d. Residential: A residential development or a mixture
of residential and commercial establishments
characterized by few pedestrians and a low parking
demand for turnover at night. This definition
includes areas with single family homes, townhouses,
and/or small apartments . Regional parks, cemeteries,
and vacant land are also included.
The area classification for specific areas shall be
determined by the City of Renton Traffic Engineering
Division.
B. Average Maintained Illumination. The street lighting shall be
constructed to provide average maintained horizontal
illumination as illustrated below. The lighting levels shall
be governed by roadway classification and area zoning
classification. Values are in horizontal footcandles at the
pavement surface when the light source is at its lowest level .

for light levels of 0 . 6 fc or more and 6 : 1

C. Guidelines . Street lighting systems shall be designed and
constructed in accordance with the City of Renton publication,
"Guidelines and Standards for Street Lighting Design of
Residential and Arterial Streets . "
D. Approval. All plans and specifications for construction of
street lighting systems shall be approved by the City of
Renton, Department of Public Works, prior to construction. All
constructed systems shall be approved and accepted by the City
prior to system turn on.
SECTION II : This Ordinance shall be effective upon its
passage, approval, and thirty days after publication.
