II:�REAS, it has been determzned by the City of Renton� af-F,er thorough
study and investigation that �here exists a desperate need for proper access
roads to and from limited access and other highways in or about -the City of
� Renton; and�
, t�1I�RFAS, there are located in the City of Renton important and vital indus-
tries which contribute substantially to the economic we1.1-being of the nation and
our state; and
?��AS� it has become apparent that there is a vital and definite need
for the appropriate governmental a�encies to establish routes of evacuation; and�
I�hiE��S, the most logical evacuation route would be 8th Avenue T�orth
loca�ed within the City of Ren-ton and it having been established conclusively that
a connection from said street to Primary State Highway No. 1 is needed to rel.isve
further con�;estion upon the over-loaded City access streets and to provi.de proper
evacuation rou-tes, N(�nT, T��REFORE

Highway Department to take immediate steps to plan, undertake, construct and
establish a full traffic interchange at, near and in the vicinity of 8th Avenue
RTorth and Primary State rii�;hway No. l� a11 laca�ed in Rentan� King Count�� Washington. ,
