BE IT ORDAINED BY TtIE MAYOR A1� THS CITY COUNCIL � THE CIZY OF RENTON AS

SECTION I: Tt�Qre is hereby added a new subsection to Section 4�902 en�itled
"�ef initians" reading as fo2lows: '�
"TESTING COURSE" means a course or area on waters sub ject to the '
jurisdiction of the City of Renton, desfgnated in acccrdance with I
this ordinance or pursuant to other applfcable laws and regulations, i
f�r u�e in industrial develcpment and testing of experim�ntal and ,,
pro�uction watercraft and 'vessels.
STCTION II: Subsection (H) of 8ectfon 9-903 is hereby amsnded to read as
f ollows: I
Subsectfon (H) of Sect'ion 9•-903: "To designate restricted areas and
testing cour�es."
SECTION IIIi Section 9-919 entitl�d "Exceasiv+e Power" is hereby amended td
se�d as foilowss
Section 9•.919 AS Ai�NDED - EXCESSIVE FQuIER:
(A) No watercraft sha22 be equipped with any motar or oti:�r prapulsion I
m�achir_�ry beyond its safe p�*.uer capaeity, taking in�o c�nsi3e'rat�ca
�h� type and construetion of such watereraEt and other existing
operating conditions except as otherwise provided for ia this Secfi.:��z,
(B) �STIri� COURSES: 'Tt:e Chief ef Police and any 6f his authflrized
deputies or employees sha7lestablish and designate testirig co�srses�
and may prescribe reasoaable rules �nd regulations govern�tng their
uae, having at all times due regard for the residential, recre�t�oa!�1
and industrial use of the City of R�nt�n. '
Manufacturers c�f experimsnta! and production watercraft and vessels
shall apply for reasor.able locations, boundarfes ar�d conditior�s
of use for testing coursQs, After approval theraof has been
granted by the Chief of Police, they may commence the use of such
testing courses in conformity with the filed , it►formation and all
applicable laws and regulations. No unAuthorized pers�n shail
operate a vessel or watercraft or swim er sl�in dive withfn a
duly established testing cout�se during perm�tted testing operatiaas,
artd the Permittee, �hen requested by the Police Chief or eny other
authori�ed deputy or employees, shall �duly post or otherwise give
natice �f such Cesti.ng by proper flag or signs,
SECTIOIV IV: Section 9-.927 entitled "RACING•' fs hereby amended to read as

Section 9-927 AS AMENDED - RACING:
Nothing in the provisions of this ordinance shall be construed to mean
that the ogerater o£ a wate�craft cocnpeting in e race or regatta, c�r
trials therefo�� wh�ch has been d�Zy a'uthorized by an appropriate
governmental agency or authority, or an operator engaged in industria'_
development and testing of exp�rimQntal and p�+oduction watercraft and
vessels as here;tnabove speci£�ed, sha12 be prohibited from attempting

to attain high speeds on du2y designated and indicated racfng �
or testing courses, .nor while engaged in �uch racing or teating
��all such watereraft or vessels be required to comply with

SECTIOiv V: Z'he first paragraph of SeC�ion 9-428 entitled "FAII�+IAYS" is hereby
amended #o read as follows:

SECTION VI: Section 9•-931 � "RULES OF THE RaAD" is tr�ereby emended to read
as follows:

engaged in a aenctioned or�authorized race, _predicted log race,
regatta, or aimflar event sha21 be subject to the appZfcable rules
for such event including, but nut 2imited to differing right�of�waq
rules.
SECTION VII: Any and a12 ord inances, or parts of ord inances� in conf 1 ict
herewith ere herebq repealed.
SECTION VIII: Thia Qrdinance sha12 be in fe�ll force �nd e€fect from aad after
its passage, approval and legal publicatiac�,
