AN ORDINAIVCE OF THE CITY OF RENTON, WAS1iINGTON� ESTABLISHING
REGULATIONS FDR THE Pt20TECTION OF NOTORCYCLE RIDERS� IP�IPOSING
�EQUI�F�NIENTS ON USERS, OGJNERS AND RF�iTE1tS THERFOF; PROVIDING
FOt2 PFNALTIES.
L7EIEREAS the use of motorcycles as hereinafter defined has greatly increased
on the streets and avenues flf the City of Renton, and as a result thereof a sub-
stantial nu�ber of accidents have occurred, especially to minors using such motor-
cycles, irn�olving dam:age to property and injury to the rider and others aad,
WHEREAS it has been duly determined that such damages and injuries to per-
soctacdproperty can be minimized or eliminated by the requirement of wea:ing cer-
tain protective gear and,
t�IHSREAS such requirements are necessary fflr ttse public health, well-being,
safety and general public welfare, NOLJ 'THEREFORE,
BE IT ORDAINED BY THE MAYOR AND THE CITY (70UNCIL OF THE CITY OF RENTON,
WASHINGIUN, as follows:
SECTION I: The above findings and recitals are hereby £ound to be true and
correct and are hereby adopted as the express fiadings of �his legislative body.
SECTION II: The following definition shall apply in the interpreta�ion and
enforcement of this ordinance:
riotorcycle: Every motor vehicle having a saddle for the use of the
rider and designed to travel on not more than three wheels ia contact
with the ground, but excludi�g a tractor. .
SECTION III: Any person operating a motorcycle shall ride only upon the per-
manent and regular seat attached thereto and such operator shall not carry any
other person nar shall any pass�nger ride on a motorcye2e unless such e�otor-
cycle i.s designed to carry more than one person in which event the passenger may
ride upon the permanent and regular seat if designed for two persons, or upon
another seat firmly attached to the matorcycle at the rear or side of the operator.
. SECTION IV: No persan shall hereafter drive or ride a motorcycle apon any of
the streets, highways and alleys within the cflrporate limits of the City of Renton
without caearing a crash helmet and protective gogg2es. The Chief of Polic� shall
establish specifications a,nd requirements for apgrQved types of helmets and goggles
and sue h specifieations and require�nents shall be duly posted at the City Hall�
�enton, and such other publz.c places, not less than 3 in number, a s the Chief flf
Police siiall determine, and a copy thereof shall also be filed and ��main on file

with fihe flffice of the City Clerk.
SECTION V: It shall be unlawful for any parent or guardian of any r�inor
driver or operator af any such ��otorcycle to knowin,gly per�nit operation thereof
without the protection of a crash hel�et and goggles as hereinabove specified.
It shall likewise be unlawful for the proprietor, operator or lessee of any
business or agency renting, hiring or loaning motorcycles as hereinabove de£ined,
to allow the use, lease or renta2 thereof ta any person, whether a �inor or other-
wise, without requiring the use of a crash helnet and goggl.es at the time the
possession or control of any said �otorcycle is released to any such user.
SECTiON VI: Should any section, clause or provision af this ordinance be
declared by any Court Lo be invalid, the same shall aat a€£ect the validity of
ti�e ardinance as a whole ar alI or aay part thereof, �thsr than the part so de-
clared tfl be inval id.
SfiCTION VYY: Any person violating any of �he provisions of this ordinance
shall be guilty of a r►isdeneanor and upon conviction thereof shal.I be punished
by a fine not tfl exceed five hundred dollars or by imprisonment in the City jail
for a period not to exceed nine ty days or by both such fine and imprisonment;
however punish�:sent upon a first conviction uncYer this ordinance shall consist of
a f ine only in a sum not t� exceed f if ty dol la rs.
SECTI�N VIII: This ordinance shall be in full force and effect frotn and
after its passage, approval and legal publication.
