R.EPEALING S£.G.TTONS��_1-130`l': ��HROUGH 1:-1.3.Q5 , =INCLUSZV�_;.=�AI�TS�,SECTIQNS '1:-I30.9=.:THROUGH 1-1311 , INCLUSIVE, OF TITLE I , flND REPEALING CHAPTER 30� OF TITLE I (BUILDING DIRECTOR) , ALL OF ORDINANCE N0. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" THE CITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOWS : SECTION I : Existing Section I of Ordinance No. 2823 is hereby amended to read as follows : Section I as amended - There is hereby created and established a "DEPARTMENT OF PUBLIC WORKS" to be codified as Chapter 6 , Title III (Departments) of Ordinance 1628 entitled 'pCode of General Ordinances of the City of Renton" ; said Department shall be under the supervision of the Director of Public Works as her.einafter set forth, and said Department shall be organized into different divisions including but not iimiting it to the following : A. Design Division B. Street Division C. Utilities Division D. Traffic Engineering Division E. Developmental Services Division F. General Services Division G. Airport Division and each Division to have a supervisor or ; director therefor. The Director of the "DEPARTMENT OF PUBLIC WORKS" shall be responsible for and supervise all divisions and shall have the following duties , among others , together with those assigned to him by the Mayor and/or City Council from time to time , to�wit : -1- � � ' " � . .. � ' � A. Such Director shall supervise and assist in the engineering , surveying and drafting work involved in Public Works and improvements of the City such as preparation of estimates , plans , specifications , reports and recommendations and public improvements . B. Supervise the keeping of plans , plats , maps , drawings , dedications , final estimates and specifications relating to City affairs. C. Direct the City' s construction, repair , sweeping, cleaning of s-treets , curbs , gutters and alleys . D. Direct the City' s construction , repair , maintenance , cleaning and flushing of all public utilities . E. Direct the inspection of street , sidewalk , gutters and sewer improvements . F. Plan and recommend needed public construction, repair , and maintenance work. G. Provide technical and advisory engineering assistance to other departments of the City. I H . Serve as member of the Board of Public Works . I. Serve as the City ' s "Building Official" . SECTION II : Existing Sections VIII , IX, X, XI , XII and XIII are hereby re-numbered to IX, X, XI , XII , XIII and XIV , -respectivelyy of Ordinance No. 2823 . SECTION III : There is hereby created and established a new Section, to be entitled "SECTION VIII" , reading as follows : SECTION VIII (A) - There is hereby created a new Division to be entitled "AIRPORT DIVISIONf4 . Said Division shall be headed by an Airport Director which said position is hereby established for said purpose. Such Airport Director shall have the following duties and functions , among others : A. Such person shall act as the Director of the Airport Division within the Public Works Department and in said capacity , represent the Department as a liaison officer with the Mayor' s office , and the City Council 's Aviation Committee. B. Prepare plans for the layout of airport facilities , submit plans for required approval and direct their execution upon approval. C. Supervise the use of Airport facilities by tenants , concessionaires and oth�r users . D. Meet �ith public and private groups to promote airport use. -2- E. Determine current and future operational and maintenance needs at the Airport and gear planning to meet these needs . F. Review and act upon requests for special or limited users of Airport facilities , negotiate leases and rent agreements with tenants and recommend schedules of tariffs , subject to approval by the City Attorney as to all legal matters in connection therewith. G. Prepare financial and statistical records and reports to reflect the status of Airport ope�ions and finances . H. Inspect facilities to determine maintenance needs and direct safety procedures . I. Maintain cooperative relations with other governmantal agencies and establish and enforce regulations governing the use of the Airport. J. Continue to be a member of the Board of Public Works . K. Perform such other duties and assignments as may be requested by the Director of Public Works from time to time. (B) APPOINTMENT OF AIRPORT DIRECTOR AND QUALIFICATIONS : 1) The appointment of the Airport Director as hereinabove set forth shall be made by the Mayor subject to concurrence therein by a majority of the City Council. 2) The quallfications of such Airport Director. shall include the following : a. Such person shall have a thorough and up-to-date knowledge of modern methods and techniques of engineering and construction matters as applied to the design, construction, operation and maintenance of general public works and utilities , especially as they pertain to publicly owned or operated Airports � and purposes incidental thereto. In addition thereto such person shall have an adquate knowledge of the laws and regulations relating to the planning, construction and operation of public works and utility faciiities with particular emphasis on public airports . Furthermore , such person must be able toe�tablish and maintain constantly effective and efficient working relationships with his associates , subordinates , the Mayor' s office , members of the Legislative body and other municipal officials and the public generally. He shall be responsible for the disse�ination of all pertinent data and information !, regarding such airport activities , and promptly and continuously advise the Mayor' s office and the Legislative body , as it pertains to their respective jurisdiction , as to all airport and related matters . b. Such person must be a graduate from an established and duly accredited four-year college or university with the major course work in civil engineering or public administration , -3- , ,, � . , � � . , - . � . . . . • , or alternately such person to have experience in a supervisory capacity with a governmental unit of not less than five (5) years , including at least a period of three C3) years as the head or director of a governmental department. I SECTION IV : The following ordinances or parts of ordinances are hereby repealed , to-wit: , A. Chapter 33 of Title I of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" ' relating to Public Works Administrator. B. Chapter 30 of Title I of Ordinance No. 1628 entitled 'I "Code of General Ordinances of the City of Renton" relafing to Building Director. C. Sections 1-1301 through 1-1305 and 1-1309 throu h 1-1311 of I g . . Chapter 13 of Title I of Ordinance No. 1628 entitled ', "Code of General Ordinances of the City of Renton" relating to the positions of Engineer, Utility Superin- tendent and 'I�.ffic Engineer SECTION V : All other terms and provisions of Ordinance No. 2823 , unless expressly amended and modified by this Ordinance , shall remain in full force and effect. SECTION VI: This ordinance shall be effective upon its passage , approval and five days after its publication, unless otherwise provided . for hereinabove.
