Home My WebLink AboutORD 2878 � �' y . ., / �'`�"'� :�.��-;� ��:_ r.��` � �+;� � � , �-�` �� 7 CITY OF RENTON, WASNT�NfT6�t � � � ORDI NANCE N0. 2 s�s AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, � CREATING AND ESTABLISHTNG A SIGN D�SIGN REVIEW BOARD; DEFINING ITS PURPOSES, MEMBERSHIP AND ORG�lVIZATION, POWERS AND DUTIES, TERMS OF OFFICE, ANQ ADDING SECTION 4-1901 .4 OF THE CITY OF RENTON SIGN CQDE, OF ORDINANCE N0. 1628 ENTITLED "CODE OF G�NERAL ORDINANCES OF THE CITY OF RENTON"; AND REPEALING ANY AND ALL OTHER ORDINANCES OR PARTS OF ORDINRNCES IN CONFLTCT THEREWITH - WHEREAS the City Council of the City of Renton having heretofore determir;ad that the below regulations will promote public health, safety and general welfare of the City, and be in the best interest of its citizens, NOW .TNEREFOR� TNE CITY COUNCTL OF THE CITY OF RENTON Df� �3RDAIN AS FOLLOWS: Section 4-1901 .4 of the City of Renton S�gn Cod� as contained in Ordinance No. 1628 entitled "Code of General Ordinanc�s of the Gity of Renton" is hereby added and reads as follows: Section 4-1901 .4 - SIGN DESIGN REVIEW BOARD A. Intent and Purpose The purpose of this Section is to provide quality eva]uations of signing in order 1 . To promote the. public health, safety and welfare of the� citizens of the City. 2. To assist in the interpretation of sign regulations which strive toward retaining and strengthening the unity of the visual community, the protection and enhancement of property values, the avoidance of poor quality and inappropriateness in the design of sjgns, the lessening of factors which lead to un5ightly and inharmonious surroundings, and the reduction of situations which jeopardi�e both traffic and pedes�rian safety. B. Establishment of the Si�n Design Review Board There is hereby est'ablished a Sign Design Review Board for � the City of Renton which shall have the powers , duti�s, and functions as hereinafter provided, and shall be appoint�d by � the Mayor with the confirmation of the City Council , I� ,� , � . � � • ,.� - �• .�� ' - 2 - C. Appointment and Composition The May�r shall appoint all members of the Sign Design Re- , view Board with the confirmation of the City Council . This Board shall consist of seven members, of which at least one sha11 be s�lccted from each of the professions of architecture, landscape architecture, urban planning, ar�d other design related professions. At least three shall be lay members; one from the C.B.D. and two from any of the ather cammercial areas. The members shall serve without compensation. The Mayor in select- ing members to the Board shall strive to select persons who :are knowl�dgeable in matters of design and aesthetic judgment by virtue of their training, education, and/or experience, and who possess qualities of fairness, impartiality and unrestricted judgment. D. Terms of Uffice 7he first vnting members of the Sign Design Review Board shall be appointed far the �'ollowing term o� office: two for twn years, three for three years, and the ►�a,�naining members for four years. 1'hereafter the term af office for vating members shall be four (4) years. A person appointed ta fill a vacancy shall serve the remainder of the unexpired term of the particular position. �ach appointment sha11 be eff�ctive upon filing a copy thereof in �he office of the City Clerk. A member of the Board may be removed from office by the appointing authority for inexcusable absence at three (3) or more meetings , consecutively, for inefficiency or other due cause. E. Rules 7he Sign Design Review Board shall adopt rules and regulations for conduct of its business. The Board shall convene and hold its first meeting not mare than thirty (30) days after appointments are completed as specified in this ordinance. A majority of the m�mber�hip sha11 constitute a quorum for the purpose of tran�- acting business. An affirmative or negative note of said majority shall �e necessary for the board ta take action. The Department'of Public Works �uilding Division Head or his duly authorized representa�ive shall serve as official secretary to the Sign ' Design Review Board, anci shall be responsible for all records. He shall by an ex officio Member without the right to vote. The records of all meetings shall be available to the City Council and the public. F'.
