RESOLUTION NO. /�
WHEREAS THE CITY OF RENTON together with other municipal corporations within
the boundaries of the Municipality of Metropolitan Seattle, hereinafter referred to
as "METRO", had entered into long-term contracts for the disposal of sewage and
WHEREAS said contracts provide that each component municipality collect
from its users a certain specified amount for such service and said amount be there-
after remitted to METRO in its entirety, and
WHEREAS THE CITY OF RENTON and other municipal corporations have heretofore
acted as collection agents for METRO in collecting and remitting said charges to and
for the benefit of METRO, and
WHEREAS the State of Washington Tax Commission has maintained that existing
tax laws, particular reference being made to RCW 82.04.290 require the imposition
and collection from each such component city of a tax upon "the gross income of the
business multiplied by the rate of one percent (1%)" and
WHEREAS such determination by the Tax Commission has resulted in additional
and double taxation to the CITY and other municipalities and
WHEREAS such imposition is discriminatory, unfair and inimical to the public
interest, NOW THEREFORE
BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLOWS:
SECTION I : The above recitals and findings are hereby found to be true and
correct in all respects.
SECTION II: The Mayor and the City Clerk are hereby authorized and directed
to forward copies of this Resolution to the Association of Washington Cities, the
various legislators representing Districts within the confines of the Municipality of
Metropolitan Seattle, the Office of the Governor, and other cities and municipal corpor-
ations within the aforesaid boundaries of METRO and to encourage and urge each of
said parties to join with THE CITY OF RENTON to protest andobject to the imposition of
the aforesaid tax and to request immediate remedial legislation so as to eliminate any
such tax on collections made by any component city for the benefit of METRO.
