'I GJHEREAS the CITY OF RENTON, WASHINGTON has heretofore received certain excess revenues in excess of estimated revenues for the � calendar year 19 75 , �cl consisting of excess cash in the tax funds r �' as hereinbelow specified, and WHEREAS it is necessary and advisable to appropriate and transfer from such excess revenue into the belowmention�d fund(s) _ to provide salary increases for members of.
