CITY OF RENTON, WASHINGTON
ORDINANCE NO. 4194
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING WATER AND SEWER CHARGES, AND AMENDING THE
INCOME LEVEL, TO QUALIFY FOR CERTAIN SENIOR CITIZEN
AND/OR DISABILITY RATES FOR WATER, SEWER, GARBAGE, AND
STORM DRAINAGE, BASED ON THE CURRENT PERCENTAGE
INCREASE IN SOCIAL SECURITY BENEFITS.
1.) Amends Chapter 2 of Title III (Departments) of Ordinance No. 1628
relating to Metered Water Service.
2.) Amends a portion of Section 8-715 of Title VIII (Health and Sanitation)
of Ordinance No. 1628 relating to Sanitary Sewer Service.
3.) Amends Chapter 3 of Title VIII (Health and Sanitation) of Ordinance No.
1628 relating to Garbage Disposal Service.
4.) Amends a portion of Section 8-715 of Title VIII (Health and Sanitation)
of Ordinance No. 1628 relating to Storm Drainage Service.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS
FOLLOWS:
SECTION I: The monthly rates for water and sanitary sewer; and the income level to
qualify for senior citizen and/or disability rates for water, sanitary sewer, garbage disposal, and
storm drainage service are amended according to Exhibits "A", "B", "C", and "D" attached.

EXHIBIT "A" - WATER
SECTION I: Existing Section 3-231, subsections (A) and (B) of Chapter 2, Title III
(Departments), of Ordinance No. 1628 entitled "Code of General Ordinances of the City of
Renton" are hereby amended to read as follows:
Section 3-231(A), as amended: CHARGES FOR METERED WATER SERVICE
INSIDE THE CITY:
(A) The minimum rates for metered water supplied within the City in one month or
fractional period thereof are hereby fixed in the following schedule:

Section 3-231(B), as amended: The following are hereby established for certain
senior citizens and disabled persons who are economically disadvantaged as herein set forth:
Every single person sixty-two (62) years of age or older and every single person
totally and permanently disabled residing in a single-family dwelling, either as owner or
purchaser, whose income from all sources is Seven hundred twenty-seven dollars and fifty
cents ($727.50) per month or less and Eight thousand seven hundred thirty dollars
($8,730.00) per annum or less or, in the case of marital community, both parties, husband
and wife, residing in a single-family dwelling, either as owner or purchaser, and both
spouses being sixty-two (62) years of age or older whose total income from all sources is
One thousand ninety-one dollars and thirty-four cents ($1,091.34) per month or less and
Thirteen thousand ninety-six dollars and eight cents ($13,096.08) per annum or less shall pay
the following rates for water and sewer services relating to such single-family dwelling in
which such eligible person or persons permanently reside:
Seventy-five cents ($0.75) per month, limited to nine hundred (900) cubic
feet of water per month.
Any excess shall be charged as provided in Section 3-231(A) of Title III
relating to water services.
SECTION II: These rates shall become effective with billings computed on or after
January 1, 1989, and after its passage, approval, and five days after its publication.

EXHIBIT "B" - SANITARY SEWER
SECTION I: Existing subsection (A) of Section 8-715 of Chapter 7, Title VIII (Health
and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of
Renton" is hereby amended as follows:
Section 8-715(A), as amended: SEWER CHARGES:
A. The monthly rates and charges for sewage disposal service shall be as follows:
l. Single-family dwelling units - $4.90.
2. All other users: A charge of Four dollars and ninety cents ($4.90) per month for
each nine hundred (900) cubic feet of water used by apartments, multiple
dwelling units of every type and number, business, commercial, industrial, and
all other users.
3. Charges for sewer service without City water: In the event that water obtained
from sources other than purchased from the City of Renton is either discharged
or drained into the sewer system, single-family dwellings and other users shall be
charged by one of the two following methods:
a. Fifteen dollars and thirty-five cents ($15.35) per single-family residence
(includes Ten dollars and forty-five cents ($10.45) Metro charge).
b. Other than single-family dwellings, the Director of Public Works shall install
a water meter into such private water system at cost to property owners, and
the method of billing shall be in compliance with Section 8-715(A)2.
SECTION II: Existing subsection (D) of Section 8-715 of Chapter 7, Title VIII (Health
and Sanitation) of Ordinance 1628 entitled "Code of General Ordinances of the City of Renton"
is hereby amended as follows:
Section 8-715(D), as amended: In addition to the foregoing charges specified in this
section, the following rates shall be charged:
1. A charge of Ten dollars and forty-five cents ($10.45) per month, payable to Metro
for each single-family dwelling unit.
2. A charge of Ten dollars and forty-five cents ($10.45) per month, payable to Metro
for each nine hundred (900) cubic feet of water used by apartments, multiple
dwelling units of every type and number, business, commercial, industrial, and all
other users.
3. Any additional charges hereafter imposed by Metro under the "Industrial Cost
Recovery" or "Industrial Waste Surcharge" programs required under the FWPCA (PL
92-500), Section 204, or as same may be amended hereafter, plus 15% thereof as an
additional charge for the City's cost of implementing such programs.

(62) years of age or older whose total income from all sources is One thousand ninety-one
dollars and thirty-four cents ($1,091.34) per month or less and Thirteen thousand ninety-six
dollars and eight cents ($13,096.08) per annum or less shall pay the following rates for water
and sewer services relating to such single family dwelling in which such eligible person or
persons permanently reside:
Twenty-five cents ($0.25) per month for City sewer, and Ten dollars and
forty-five cents ($10.45) per month for Metro sewer.
Any excess shall be charged as provided in Section 3-231(A) of Title III
relating to water services.
SECTION III: These rates shall become effective with billings computed on or after
January 1, 1989, and after its passage, approval, and five days after its publication.
EXHIBIT "C" - SOLID WASTE
SECTION I: Existing subsection (A) of Section 8-309 of Title VIII (Health and
Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of
Renton" is hereby amended as follows:
Section 8-309(A), as amended: RATES FOR CHARGES:
(A) Collection of garbage, refuse, and swill from residential dwellings shall
be made once a week, and the charges shall be as follows:
4. All categories in Section 8-309(A)1, 2, and 3 are subject to a flat
$1.00 fee for certain senior citizens and/or disabled persons who
qualify:
a. Every single person sixty-two (62) years of age or older and every
single person substantially and permanently disabled residing in a
single-family dwelling, either as owner or purchaser, whose
income from all sources is Seven hundred twenty-seven dollars
and fifty cents ($727.50) per month or less and Eight thousand
seven hundred thirty dollars ($8,730.00) per annum or less shall
qualify for the senior citizen/disabled rate.

b. Every married couple, constituting a marital community, residing in a
single-family dwelling, either as owner or purchaser, and both spouses
being sixty-two (62) years of age or older or one person being
substantially and permanently disabled while the other spouse is under
the age of sixty-two (62), and whose total income from all sources is
One thousand ninety-one dollars and thirty-four cents ($1,091.34) per
month or less and Thirteen thousand ninety-six dollars and eight cents
($13,096.08) per annum or less shall qualify for the senior
citizen/disabled rate.
EXHIBIT "D" - STORM DRAINAGE
SECTION I: CHARGES FOR STORM DRAINAGE UTILITY:
The following are hereby established for certain senior citizens and disabled persons as
herein set forth:
Every single person sixty-two (62) years of age or older and every single person totally
and permanently disabled residing in a single-family dwelling, either as owner or purchaser,
whose income from all sources is Seven hundred twenty-seven dollars and fifty cents ($727.50)
per month or less and Eight thousand seven hundred thirty dollars ($8,730.00) per annum or less
or, in the case of marital community, both parties, husband and wife, residing in a single-
family dwelling, either as owner or purchaser, and both spouses being sixty-two (62) years of
age or older whose total income from all sources is One thousand ninety-one dollars and thirty-
nine cents ($1,091.39) per month or less and Thirteen thousand ninety-six dollars and eight
cents ($13,096.08) per annum or less shall pay the following rate for storm drainage service
relating to such single-family dwelling in which such eligible person or persons permanently
reside:
One dollar ($1.00) per month.
