AN QRDINANCE 4F THE CITY QF RENTQN, WASHINGTON,
APPROVTNG AND CONFTRMING THE ASSESSMENTS AND
ASSESSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT
N0. 291 FOP. THE IMPROVEMENT OF A CERTAIN AREA
IN THE VICINITY OF LAKE WASHINC-�N-MAY CREEK-�
KENNYDALE, RENTON, KING COUNTY, WASHZIVGTON BY
CONSTRUCTION AND INSTALLATION OF WATER MAINS AND
APPU�NANCES BY DOING ALL WG�RK
NECESSARY IN CONNECTTON THERREWITH, LEVYING AND
ASSES�ING THE AMQUNT� THEREF4R AGAINST THE '
SEVERAL LQTS, TRACTS, PARCELS QF LAND AND OTHER

LOCAL IMPROt7EMENT FUND, DISTRTCT N0. 291 OF THE
CITY OF RENTON, WASHINGTON, AS CREATED BY
ORDINANCE N0. 2922
WHEREAS the assessment roll levying the special assessment
agaa.nst the proper�y located in Loca1 Improvement District No. 291
generally described as an area in the vicinty. of Lake Washzngtan-
May Cree}e�-l�eranydale Area created under 4rdinance No, 2922, dated
March 24�;'` 1975, has been filed with the City Clerk of the City of Renton,
Washi:ngton by the Director of Public works , as provided by law; and
WHEREAS due n4-tice of the -time and place of hearing �herean
an.d making obj_ec�ions and protests to said roll was duly publ.ished
at and for the time and in the manner provided by law', fixing �he
time and place of heara.ng thereon for June 21, 1976 at the haur of
8: 00 P.M. in the City Couneil Chambers , City Hall, Renton, Washington,
and due natice thereof was timely mailed by the City Clerk to each
property awner shown on said roll as provided by 1aw and as further
specified in RCW 35 . 44. 090 and said hearing having been duly held
as aforesaid; and
WHEREAS at the time and place fixed and designated in �aid I
notice, said hearin.g on: said assessment ral1. resulted �in the fallowing I
protests and�`or objections , as received by the City Clerk;prior ta,

at and during said public hearing, to-wit:

and the City council having duly considerec�/ said, assessment roll
together with the written protests andobjections aforesaid and
having �ound that the below specified properl�s are not present�y
specially.+ ��_; beriefited by said improverrients and that same .therefore
be deleted from the assessment roll; and the City Council sitting
and acting as a Board of Equalization for the purpose of considering
the roll, benefits to be received by each lot, parcel and tract of
land shown upon said roll, including the increase and enhancement of
the fair market value of each such parcel of land by reason of said
improvement; said six parcels of property, as described below,
and/or adjusted
are therefore deletecjlfrom the present assesament roll for the
reason that said properties are presently_ being served by a pre=
existing water line constructed in or abo.ut 1960 and owned and
operated by Water District No. 107 ; provided, however, that said
properties shall be subject to the provisions of Section 3-241
of Title III (Departments) of Ordinance No. 1628 entitl.ed "Code of
General Ordinances of the City of Renton" , to-wit:

NOW .THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS :
SECTION ��I : That the assessments and assessment roll of
Local Improvement District No. 291 which has been created and established
for the purpose of paying the cost of construction and installing certain
water mains and appurtenances and all as more particularly described
in Ordinance No. 2922 , further reference hereby had thereto, and all
in accordance with said Ordinance, be and the same is hereby appr.o�ed
and�confirmed as amended �o: that the total amount of the assessments
and assessmerit roll of said Local Improvement District is in the sum
of $ 404,817.27.
SECTTON �II :� That each of the lots , tracts, parcels of
land and other property shown upon said assessment roll is hereby
determined and declared to be specially benefited by said improvement
in at least the amount charged against the same, and the assessments.
appearing against the same are in proportion to the several assessments
appearing upon said roll. There is hereby levied and assessed against
each lot, tract or parcel of land, or other property appearing upon
said roll, the amount finally charged against the same .thereon.
SECTION ITI: That the assessment roll as approved and
confirmed shall be filed with the Director of Finance for collection
and said Director of Finance is hereby authorized and directed to
publish notice as required by law, stating that said rol]_ is in her
hands for collection and th.at paymerit of any assessment .thereon or
any portion of said assessment can be made at any time within thirty
days from date of first publication of said notice, without perialty,
, interest or cost, and that thereafter the sum remaining unpaid, may
be paid in teri equal annual installments with interest thereon hereby
fixed at the rate of 7 1/2 per cent per annum. The first installment
of assessment on said assessment roll shall become .due and payable j
during th.e thirty day period succeeding the date one year after the '
date of first publication by the Director of Finance of notice that

the assessment roll is in her hands for collection and annually thereafter
each .succeeding installment shall become due and payable in like manner.
If the whole or any portion of the assessment remain unpaid after �
th.e first 30 day period, interest upon the whole unpaid sum shall
be charged at the rate of 7 1/2 per cent per annum and each year
thereafter one of said installments , together with interest due on
the whole of the unpaid balance, shall be collected. Any installment
not paid prior to expiration of the said 30 day period during which
installment is due and payable shall thereupon becor:�e delir_quent.
Al1 delinquent installments shall be subject to a charge of interest
at > >!� per cent per annum and for an additional charge of 8� 1/2
per cent penalty levied upon both principal and iinterest due
upon such installment or installments . The collection of such
delinquent installments shall be. enforced in the manner provided
by law.
SECTION "IV: All of such assessments or installments
thereof, and interest and penalty, if any ther.eon, when collected
by the Director of Finance shall be paid into the Local Improvement
Fund, District No. 291, of the City of Renton as created by said
Ordinance No. 2922, and shall be used solely for the purpose of paying
the principal and interest on the warrants and bonds drawn upon
or issued against said Fund, or in case no bonds have been issued,
then in payment of any installment note or notes as pravided for.
in RCW 35.45.150 , as may be determined by the City Council of the
City of Reriton.
SECTION ,V: This Ordinance shall be effecti.ve upon its
passage, approval and five days after its publication,
