ADDITIONAL SUBSECTION RELA'�ING TO EMERGFNCIES.
'i'HE CITY COUNCIL OF THE CITY 0� RENTOIV, WASHINGTON, DO
ORI3AIN AS FOLLOWS a
SECTION T: Existing Sec�ion 4-2316 of Ti�le IV (Building
Regul�tions) cf flrdinance t1o. 1628 entitled "Code of General
Ordinances of the City �.f Renton°' is amended by adding th�
followinq subsection:
Section 4-2316 (8 ) : �rnergencies; Upon application to the
Building anc� Z�ning Departrnent, supparted by th�s� plans adequate
for th� Director o� th� Building an� Zoning Department to make a
decision, thexe m�y be d2clar�d an emergency and the Direc�c�r may
issue an emergency .fill and gra.de permit. In ord�r for th�re t�
be declared an emergency, there must be a d2claraticn f_rom a
State or P'ederal requl�tary agency �hat �n Pmergex�cy condition
�axists th�t threatens public ��fety, h�al.th or w�l�ar� , or the
Building and Zaning Director must be ?aresentec� wit.h indepen�ent
�vidEnce that there exists an ernergency that imminently tk�r�atens
public sa�ety, �ealth Qr we.lfar�, and further �hat th�re ii
inadequate time to obt�in a fill and grade permit. B�forP the
emergency permit can be issue�7, the T�irectar must ensure that
enviranmental review has been complete�3 by the Environmental
Rsview Cammittee r�r is under th� super.vision of a federal or
state agency that has c�nducter,� anvironmental review. As part of

any �mergency grading the �pplicant f_or an emergency permit must
p.ravide a �isgosal plan of the m�t�rialC satisf�ctory to th�
Director , including routing af any vehicles transporting any
cont�minated, dangeraus or toxic materials. Any fill t� b?
installe� must c�mp�y with the requirements �f this Ordinance
concerning the contents e� the fill. An em�rgency fill and
grading nermit shall be for the minimuan time �nd mi_nimum volume
nec�s�ary to avoid the em�rgency.
