The trucked water is then released from the tanker truck and into a piped dispersal system as shown on the plans thot were reviewed and opproved by the City. This report covers the week of February 21. The site inspection was performed on Friday, February 25, in the early afternoon. The transportation of water has been occurring at regular intervals. The weather for this week has been generally sunny and dry. The dispersed runoff from the trucking hos been flowing along the surface for approximately 350'. This surface is heavily vegetated grass, few trees and brush. There was no sign of accumulating woter above the ground. The ground did appear to be saturated in an area that was near the fufiure intersection of Hoquiam Ave. NE and NE 3�d St., within the new plat. The saturation leve! of the soil was heavy so that a footprint would create a small depression that filled with water. This area of the properfy has severa( small depressions that would collect any runoff prior to continuing the surface flow. At this time, #here was no water leaving the site nor was there any indication that runoff had left the site in the recent past. The construction entrance rock pad is in good condition. This report covers the week of Februory 28. The site inspection was performed on Friday, March 4, in the afternoon. The transportation of water has been occurring fairly regularly throughout the week. The weather for this week has been generally sunny and dry. Temperatures have been in the mid to high 50's or low 60's during the day. The dispersed runoff from the trucking has been flowing along the surface for approximately 350'. This surface is heavily vegetated grass, few trees and brush. At a poinfi near the future Hoquiam Ave. extension through the plat, there is o depression that is approx. 30' diameter. This depression collected the surface runoff and was filled with approx. 4" to 8" of water. The depression olso overflowed to the southwest. There was a small flow of water leaving ihe depression and traveling to the southwest corner of the site. The water flow was in the form of a trickling channel, approx. 6" wide and 2" deep. This flow rate was bareiy noticeable, but definitely moving. The runoff exited the site near the southwest property corner and flowed onto the adjacent property to the southwest. This is a vac4nt, heavily vegetated property. I collected a sample of the runoff in a clear glass. The water was very clear. The construction entronce rock pad is in good condition. There is a slight amount of dirt that has been tracked onto the road from the truck and spillage around the truck during the discharge. A silt fence has not been installed at this time. This is the first observance of the runoff leaving the site. However, the runoff is clear. The water is discharging the site but entering the adjacent site that is undeveloped and contains a large wetland area. This wetland is the natural recipient of the runoff from the Jericho property. This downstream property and the large wetland should be capable of occommodating the runoff from this site. Please feel free to call me with any questions. Thank you. Grady Way Renton, WA 98055 RE: Discharge of Storm Water on Jericho Site Dear Kayren: On behalf of our client, Norris Homes, Inc., we request your consideration and approval of our desire to discharge storm water generated from the Aster Park construction site on the Jericho site. Norris Homes, Inc. owns both of the referenced properties. Aster Park, which, when complete, will obtain sewer service from the City of Renton, is currently under construction. The site has been stabilized with King County established BMP's including cover measures, road bed stabilization, temporary swales and check dams, temporary sediment ponds and impoundment of storm generated run-off in the large detention pond required for the site The Jericho site is currently being reviewed by the City for development this coming dry season. In the interim, the site is nearly 100% vegetated, the exceptions being where existing homes have been demolished along the northern limit of the property. Despite our use of County and DOE approved BMP's storm water impounded at the , Aster Park site contains suspended mineral soil particulates passing the#200 sieve. These suspended colloidal particles do not settle out of the water in the time intervals between storm events. Turbidity measurements indicate that at present the water impounded in the Aster Park pond measures about 127 NTU's. ' Because the impounded waters do not meet DOE standards for direct discharge to the downstream system we wish to truck water from the Aster Pond to a pipe spreader located on the Jericho site. Attached please find a map indicating the location and extent of the pipe spreader facility already constructed on the site. Water discharged from the pump truck would be distributed through approximately 195 LF of spreader pipe located approximately 500 LF from the low point of the site near the SW corner. The entire length of travel from the spreader pipe to the low point is heavily vegetated with grasses and blackberries. Previous discharges to the site monitored over "Let us take the load. " . � Kayren Kittrick February 2, 2005 Page 2 of 2 a period of several weeks resulted in no observed surface waters leaving the site and no observable siltation. It is our understanding this observation has been confirmed by City staff in a field visit conducted on Tuesday February 1, 2005. Our intent is to truck approximately 12 — 1,800 gallon truck loads per day hauled between the hours of 8:30 AM and 3:30 PM for a total of about 22,000 gallons per day or about 3,000 Cu. Ft. per day. Discharges would be monitored to ensure that no silt laden surface water leaves the site. This level of discharge spread over a 7 hour period is equivalent to .12 CFS, an amount easily absorbed onsite within the broad area of native vegetation and underlying soil located between the spreader pipe and the natural point of discharge.
