More particularly the site lies on the east side of Union Avenue N.E. across the street from Kiwanis Park. The exact site address is 902 Union Avenue N.E. The attached vicinity map shows where the project site is located. The proposal for this development is to subdivide the 0.44-acre lot into two separate lots creating a short plat, with the vast majority of the site being the front lot having frontage on Union Avenue N.E., which is where the existing on-site house and garage are located. There is an existing gravel driveway serving the house and garage that will be mostly removed with this development and replaced with a 20-foot-wide asphalt paved driveway to not only serve the existing house but to provide access to proposed Lot 2 located on the far eastern side of the project site. This driveway will be extended from the frontage of Union Avenue N.E. all the way to Lot 2 and will be located along the northern property line of the site. This 20-foot-wide driveway will also serve as a utility easement. There are several trees located around the project site, most of which will remain intact with this development, except for the trees on the proposed Lot 2 that will all be cleared with this development. However, two of the trees will be replaced with two evergreen trees with the exact location to be determined at the Building Pernut phase. Exclusive of the new driveway on Lot 1, which will be the majority of the modifications to Lot 1, Lot 2 will likely be regraded and filled somewhat to create a site pad ready for a new building. Response: This project site is proposing to discharge at the same location the site dces under existing conditions. Core Requirement No. 2: Off-Site Analysis. Response: Please refer to Section 3.0 of this TIR for the off-site analysis prepared for this project. Core Reguirement No. 3: Runo,,(j`'Control. Response: Runoff control is not a requirement for this project site since both exemptions are met. There is less than 5,000 square feet of new impervious surface. Also, the peak rate of runoff from a 100-year storm event from both existing conditions and proposed developed conditions is less than a 0.5 cfs difference. Core Requirement No. 4: Conveyance System. Response: The proposed conveyance system for this project site will be analyzed based on the 1990 King County,Washington Surface Water Design Manual (KCSWDM) such that the Rational Method will be utilized for sizing the conveyance pipe from the proposed driveway. Core Requirement No. S: Temporary Erosion and Sedimentation Control. Response: This project site will utilize temporary erosion and sedimentation control measures as delineated in the 1990 KCSWDM to minimize the transport of sediment to drainage facilities and water resources on adjacent properties. 2.2 Analysis of the 12 Special Requirements Special Requirement No. 1: Critical Drainage Areas. Response: To the best of our knowledge, the project site is not tocated within a critical drainage area;therefore,this special requirement does not apply. Special Requirement No. 2: Compliance With an Existing Master Drainage Plan. Response: To the best of our knowledge, there is not an existing Master Drainage Plan utilized for this area of the City of Renton. Special Requirement No. 3: Conditions Requiring a Master Drainage Plan. Response: This project site dces not meet the threshold of a site requiring a Master Drainage Plan. 11996.009.doc[JPJ/tep] Special Requirement No. 4: Adopted Basin or Community Plans. Response: This project site does not lie within an Adopted Basin or Community Plan as delineated by this requirement. Special Requirement No. S: Special Water Quality Controls. Response: This project site dces not meet the threshold of this requirement; therefore, special water quality controls do not apply. Special Requirement No. 6: Coalescing Plate Oil/Water Sepnrators. Response: This project site dces not meet the threshold of this requirement; therefore, this special requirement does not apply Special Requirement No. 7: Closed Depressions. Response: This project site does not drain to a closed depression; therefore, this special requirement dces not apply. Special Reguirement No. 8: Use of Lakes, Wetlands or Close�l Depressions for Runoff Control. Response: This project site does not propose the use of lakes, wetlands, or closed '�, depressions for peak rate runoff control; therefore, this threshold is not met and this ', special requirement does not apply. More particularly described as 902 Union Avenue N.E. in Renton,Washington. The enclosed Vicinity Map(Exhibit A)depicts the approximate location of the proposed site. The existing topography of the site is fairly flat, with the site having a gentle slope of approximately 0.2 percent from west to southeast, currently dischazging runoff by sheetflow into a small depression located in the southeast comer of the lot,which is conveyed by a 6-inch pipe off-site. The existing vegetation on the site consists of grass and could be considered a lawn condition. There is a single-family house with a detached garage. A 22-foot-wide grass strip borders the site on the south, on the east by the Honey Crest subdivision, on the north by two single-family residences,and on the west by the Union Avenue N.E.right-of-way. The SCS Soils Survey for King County indicates soils underlying the site to be Alderwood(AgC) gravelly sandy loam,Hydrologic Soils Group C(see Exhibit I�. 11996.012.doc[WJW/tep] 2.0 DOWNSTREAM PROBLEMS REQUIRING SPECIAL ATTENTION 2.1 Conveyance System Nuisance Problems(Type 1) Since this site is located within the City of Renton, King County dces not have drainage complaints problem maps on file for this area. However, the City of Renton has indicated that there are no complaints in the vicinity of the property. 2.2 Severe Erosion Problems(Type 2) Severe erosion problems are defined as downstream channels, ravines, or slopes with evidence of a potential for erosion/incision sufficient to pose a sedimentation hazard to downstream conveyance systems or pose a landslide hazard by undercutting adjacent slopes. This Severe Erosion Problem (Type 2) is not considered to be occurring downstream. Therefore, we do not need to provide any increased flow control for this site. 2.3 Severe Flooding Problems (Type 3) Severe flooding problems can be caused by conveyance system overflows or the elevated water surfaces of ponds, lakes, wetlands, or closed depressions. The downstream drainage cowse dces not have any problems associated with severe flooding; therefore, this is not a factor in detemuning the type of flow control required for the project. 1]996.012.doc[W1W/tepl 3.0 UPSTREAM DRAINAGE ANALYSIS Based �n a topographic map prepared by Barghausen Consulting Engineers, Inc., of Kent, Washington, and the site visit, it appears that there is no runoff contributing from off-site properties onto the site. There is a rockery between the Honey Crest subdivision and the east side of this site, and the adjacent properties on the north and south sheetflow in the same direction as the site, which is in an easterly direction. Union Avenue N.E. is fully improved with curb, gutter, and storm drainage. See Exhibit B —Upstream Basin Map, which indicates there is no upstream basin contributing to the site. 11996.012.doc[W1Wltep] 4.0 DOWNSTREAM DRAINAGE ANALYSIS AND PROBLEM SCREEIVING The Off-Site Analysis Drainage System Table listed downstream conveyance off site(see Exhibit � C). The Off-Site Analysis Drainage System Table refers to Exhibit D — Downstream Drainage ' Basin Map. Stormwater runoff from the site sheetflows to the southeast corner of the site to a small depression. The stormwater is then conveyed by a pipe southwest off site to another depression in the grass strip where it is conveyed by pipe southeast to a catch basin in the Church of the Nazarene driveway, then due east by pipe through the Church of the Nazarene property to an existing detention pond. See Exhibit C — Off-Site Analysis Drainage System Table far pipe lengths, slopes, diameters, and locations of this conveyance system. At this point, we concluded our downstream drainage analysis. Please refer to the calculations on the following pages of this report that delineate the areas of proposed surfaces, as well as existing surfaces, and, also, the calculations for the 100-year peak runoff rates from existing conditions to proposed conditions. A. Existing Site Hydrology The existing site is mostly developed but does consist of approximately 0.292 acre of grass area with trees and landscaping. Under developed conditions, there will be 0.22 acre of grass and treed areas with landscaping. There is also an existing gravel driveway that serves the existing single-family residence located in the western portion of the project site. Most of this gravel driveway will be demolished with this development. The existing gravel driveway extends onto Lot 2 of this project and will be removed with the development of Lot 2. The site tends to slope in a west-to-east direction at an approximate grade of t2 percent. B. Developed Site Hydrology Under developed conditions the total impervious surface from the new driveway, the existing house and garage, and the proposed house will total approximately 0.20 acre. It is assumed there will be a sma11 amount of gravel from the existing gravel driveway that will remain under developed conditions to serve as access from the new driveway to the existing garage, approximately 0.02 acre. For purposes of sizing the basin summaries for pre-developed and developed conditions, the total project site area that was included i❑ the calculations was 0.44 acre.
