AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CREATING AND ESTABLISHING
A SPECIAL FUND, TO BE KNOWN AS THE "EQUIPMENT RENTAL FUND" TO BE USED AS
A REVOLVING FUND TO BE EXPENDED FOR SALARIES, WAGES AND OPERATIONS REQUIRED
FOR THE REPAIR, REPLACEMENT, PURCHASE AND OPERATION OF EQUIPMENT; AD FOR
THE PURCHASE OF EQUIPMENT, MATERIALS AND SUPPLIES USED IN THE AMWISTRATION
AND OPERATION OF SAID FUND
BE IT ORDaINED BY TOLE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON,
AS FOLLOWS:
SECTION 1: That there is hereby established and created a special revolving
fund to be known as the "Equipment Rental Fund" pursuant to Chapter 67 of the 1963
Session Laws of the State of Washington for the purpose of paying salaries, wages and
operations required for the repair, replacement, purchase and operation of equipment
of every type and nature and for the purchase of equipment, materials and supplies to
be used in the administration and operation of said fund. The City Council may determine
from time to time what monies shall be placed and kept in said revolving fund.
SECTION 2: Any such equipment, materials and supplies may be rented for the use
of the various offices and departments of the City or same may be rented by the City
to other governmental agencies. All proceeds or payments received from the sale or
rental of any such property shall be placed into said fund and all disbursements for
purchases or payment of rentals for any such property shall likewise be made from
monies available in said fund.
SECTION 3: The Superintendent of Utilities, or his duly authorized assistant,
is hereby designated to administer the opdtations of said "Equipment Rental Fund"
to determine the terms of any such rental or purchase and to compute the charges for
rentals to be paid for the use of any such property by any department or office,
which has not been purchased for its own use out of its own fund.
SECTION 4: There shall be paid monthly into said fund out of monies available
to the department using any equipment, materials and/or supplies, which have not been
purchased by that department for its own use and out of its own fund, reasonable
rental charges fixed by the City Council, and monies in said fund shall be retained
therein from year to year as long as the City Council desires do to so. Any monies
in the future not needed therein, may from time to time, be transferred by action of
the City Council unto the general fund of the City.
SECTION 5: The following rental rates for equipment are hereby established as
described in Exhibit "A"" which is attached hereto and made a part hereof as if fully
set forth herein.

SECTION 6: This Ordinance shall become effective on and after the 1st day of
January, 1964 and after its passage, approval and legal publications as required by
law. All other Ordinances or parts of Ordinances in conflict herewith are herewith
repealed in their entirety.

Subject: Changes to Equipment Rental Ordinance �,To. 2072
Gentlemen:
In accordance with the requirements of the Equipment- Rental
Manual issued by the Os=free of the State Auditor and due to
,changes in our oporaL-ion, the following additions and revisions
should be made to our existing Ordinance,

l• The Ordinance creating the fund should include the
source and amount of money to be transferred to the
fund to provide fo_- the .initial (a) operating cash
and (b) purchase and acquisition cash. �t should
further set forth the manner in which the fund will
be financed for its future needs. We received a loan
from the Cedar River Acquisition Fund in the amount
of $17,000 in January 1964 for our original operating
cash_ The loan was paid in December 1964 plus $G80
interest. A tot of $54,906 was transferred to the
Equipment Rental Fund from the Current Fund for our
original Purchase and acquisition cash.

3. The Manual Further requires that the Ordinance shall

in which monies will be expended. I feel the existing
Ordinance has covered these items. However, the follow-
ing items have to be changed or added:
a. Department responsible for its administration:
Vern Church, Purchasing Agent.
b. Source of assets to be transferred to the Fund:
transferred from Current, Street, Park, Water
an(l Airport Funds.
C. Mode and manner for recovering costs on a re-
volving basis: covered in Section 4 of the
existing Ordinance.
d. Responsibility for keeping the books, accounts
and records: maintained by Ted Bennett, Utility
Accountant.
e. Special handling of monies reserved for plant
acquisition: this is covered in item 2 above.
f. Final disposition of any assets on hand should
the Fund be di solved for any reason: the assets
would be returned to whatever Department they
were acauired from originally.
g. To fix Rental Rates and establish terms and charges
-1 rental: same as in Section 3 for existing
O_di.nance.
Enclosed is it copy of a revised rate schedule which was approved
by the Council, at i"--, July 11, 1966 meeting. The new rates will
be effective as of January 1, 1967.
