T07250;'Drainage Report—Renton Triplexes INTRODUCTION;PROJECT OVERVIEW This report is intended to mee# the stormwater requirements of the City of Renton for the construction of the Renton Triplexes consisting of #wo buildings, landscaping, a recreational area, paved access and parking areas. The subject property is located at 530 Shattuck Avenue South in the City of Renton in King County, Washington as shown on the attached Site and Location Plan (Figure 1). The Parcel Number is 7841300400. Our site visit was conducted on October 2, 2007. The Technical Information Report is attached as Figure 2. Existing Conditions The site consists of an existing home, driveway, and garage totaling approximately 2,200 square-feet of impervious surface. The total new impervious area of the improvement to the property is approximately 5,203 square-feet and 2;200 square-feet replaced impervious area. The pervious areas of the property are landscaped with grass and one rhododendron. The site is level. The site is 9,600 square-feet or 0.22 acres. The site soils are not mapped due to urbanization prior to the SCS mapping, shown in Figure 3. The site is in the Green/Duwamish River Watershed Basin, shown in Figure 4. The property is served by water, storm: and sewer. All services are on Shattuck Avenue South. An additional sewer line can be found in the alley to the east of the site as well. Proposed Conditions ft is proposed to add 3:120 square-feet of driveway,'parking and 4,283 square-fset of roof to the site. It is also proposed to remove the existing home, garage and driveway totaling approximately 2,200 square-feet. The site is relatively level. Grading will be minimal and shall consist of excavation of building pads and access road grading. The total new and replaced impervious area of the site wil! be 5,203 square-feet. The plans propose to disturb 9,600 square-feet or less. Based on the increases in impervious area, Minimum Requirements #1 through #8 apply to this project. CONDITIONS AND REQUIREMENTS SUMMARY No cuts or fills will be associated with this project. It is recommended to obtain the services of a geotechnical firm to monitor any structural fill placement, rf needed; to assure tha# it meets compaction requirements. E3RA is available to perform that service if needed. OFFSITE ANALYSIS During our offsite analysis we found no potential problems. Our analysis included the following: • Capaciiy Problems: We propose connecting to the City stormwater system utilizing a catch basin. There are no known capacity probiems in this area. • Flooding: The site does not have a history of flooding and is outside the flood hazard area as mapped by the city of Renton and shown in Appendix A - Flood Hazard Areas. • Upland Erosion/Landslide Hazards: There are no erosion or landslide areas on or near the site as per the map of Erosion Hazard Areas for the City of Renton (Appendix A). 2 June 29. 2008 E3RA. T07250 i Drainage Report—Renton Triplexes • Channel Erosion/Outfall Location: The outfall location will be a catch basin. • Violations of surface quality water standards: None were noted. • The only system noted is the City storm system. No known capacity or other problems exist at this time. This system shall be protected vrith a series of catch basin protection inserts as needed. • There are no stream inleis or outlets on or r�ear the si�e and the site is nct ir an aquifer recharge area as shown on the Aquifer Protection Zones map (Appendix A). • Groundwater depth is not known in the area. The proposed development will not affect the groundwater in the area in any significant way. FLOW CONTROL AND WATER QUALITY FACIL(TY ANALYSIS DESIGN Existing Site Hydrology Site hydrology currently flows from east to west across the site which slopes at approximately 0.5 percent or less on average. The surface water sheet flows across the property or infiltrates into the ground. The pre-developed flows were analyzed with King County Runoff Time Series. The basin used was the property boundaries. The flows were comprised of the historic site conditions assuming 75 percent forest, 15 percent grass, and 10 percent impervious totaling 0.22 acres. Developed Site Hydrology The developed flows and analysis were performed with KCRTS. The basin consisted of the entire property. The areas to be landscaped were modeled as an outwash pasture and consisted of 0.05 acres. The impervious areas of the site, consisting of roof and driveway surfaces, made up the rest of the site and totaled 0.17 acres. The detailed analysis and graphical information can be found in Appendix B of this report. Outwash was chosen as the soil type to be conservative. The difference in site run-off from developed to pre-developed is less if modeled as till. The ground in the area is not readily conducive to infiltration and the difference in developed 100 peak flows to the historic site condition peak flows, as defined in the KCSWDM 2005, is less then 0.1 cfs. Due to the small increase in stormwater flows from this site, a detention system is not required and the site qualrfies for an exception as statetf on Page 1-35 of the KCSWDM 2005, Exceptions in a flow control area, item 2. 3 June 29, 2008 E3RA, Inc. The site is not creating new or repiacing a total of 5;000 sf or more of pollution generating surface; qualifying for the Surface Area Exemption. Item 1 found under exemptions form Core requirement#8 found in the KCSWDM 2005, page 1-58. CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN (CSWPPP) Construction stormwater pollution prevention consists of the fotlowing 12 elements: Element 1: Marking Clearing Limits The clearing limits for this project are the entire properry. These areas will impact mowed lawn; berries, and several trees. The clearing limits will be marked with silt fencing. Element 2: Establish Construction Access Construction vehicle access will be limited to one route, the construction entrance. This will mitigate sediment tracking by vehicular traffic. If sediment is tracked off site, the public roads shall be cleaned thoroughly at the end of each day, or more frequently, should conditions require it. The cleaning will be accomplished with a street-sweeper. Element 3: Control Flow Rates The flow rates from this property will not be significantly increased due to the construction of this project. Potential increases to the runoff from this site during construction are best described as ; de minimus. Element 4: Install Sediment Controls The following Best Management Practices (BMPs) are specified for this project: � Silt Fence • Temporary and Permanent Seeding • Catch Basin Filter Insert The detail for the catch basin filters can be found on the plans. They are to be placed in the catch basin at the corners of Shattuck and 6th Street as well as Shattuck and Houser Way South. Element 5: Stabilize Soils All exposed soils will be stabilized according to the following schedule: • October 1 through April 30: No soils shall remain exposed and unworked for more than two days. • May 1 through September 30: No soils shall remain exposed and unworked for more than seven days. 4 June 29. 2008 E3RA. �rc. Element 7: Protect Drain Inlets The catch basins nearby shali be protected with catch basin filter inserts. They are to be placed in the catch basin at the corners of Shattuck and 6th Street as well as Shattuck and Houser Way South. Element 8: Stabilize Channels and Outiets There were no channeis or outlets noted at the time of our visit. Element 9: Control Pollutants Onsite fueling of equipment will not be permitted on this project. Maintenance and repair of equipment or vehicles will not be permitted on this project. A spill report log sheet can be found in Appendix C of this report. Element 10: Control Dewatering Little to no dewatering is anticipated. Element 11: Maintain BMPs All BMPs will be inspected, maintained, and repaired to assure their continued performance. The inspection scheduie, maintenance; and repairs shall be conducted in accordance with industry standards and/or manufacturer's recommendations. All sediment control BMPs shall be inspected weekly or after a runoff producing event during the dry season and daily during the wet season. All temporary erosion and sediment control BMPs will be removed within 30 days after final stabilization. Element 12: Manage the Project The clearing and grading will occur only as necessary to permit the construction activities; i.e., construction phasing. A Certified Professional in Erosion and Sediment Control, Robert Elslip, P.E., C.P.E.S.C., (cell: 206-226-5777), will be on-call at all times, The project contact person is Victor Pham (206-778-6859)_ PREPARATION OF STORMWATER SITE PLANS A stormwater site plan has been developed for this site. The plan is contained in Appendix H. The major elements of the plan include: • Grading the access road area to drain to new catch basins; and • Routing the roof area runoff to the detention tank. Source Control of Pollution Source control of pollution is meant to prevent pollution before it occurs. Source controls for this project will include: 5 Ju�e 2°, 2008 E3RA, Inc. Discharge at the Natural Location / Preservation of Natural Drainage Systems and Outfalls There were no natural drainage features noted during the time of our visit. This projec: wil' not alter the existing drainaae patterns. Bond Quantities A bond estimate can be found in Appendix F of this report. The total bond estimated amount is $9,462.20. Fire Hydrant A fire hydrant wil� be placed according to the plans as directed by the Fire Department and according to the City of Renton standard details and specifications.
