AN ORDIMNCE OF THE CITY OF RENTON, T?ASHINGTON, AMENDING
CHAPTER 1, ENTITLED "TRAFFIC CODE" OF TITLE Y, OF ORDIMNCE
1\70. 1622 IWU-7N AS "CODE OF GENERAL ORDIMNCES OF THE CITY OF
RENTON" .
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
F OLLOt 1S :
SECTIOPI I: Section 10-102 of Title 3; (Traffic) of Ordinance No. 1628 known as
"Code of Genera". Oreinances of the City of Renton" is hereby amended in its definition
of the terms "Right-of-T•Iay", "Stop" and "Stop, Stopping or Standing" and "Park", so
that same, as amended, shall read as follocas:
Section 10-102;
(a) Ri9ht-of-77ay: The right of one vehicle or pedestrian to proceed in a
lawful manner in preference to another vehicle or pedestrian approaching
under such circumstances of direction, speed and proyimity as to give
rise to danger of collision unless one grants precedence to the other.
(b) Stop; 7When required, means complete cessation of movement.
(c) Stop or stopping: When prohibited means any halting even momentarily of a
vehicle, whether occupied or not, except when necessary to avoid conflict
with other traffic or in compliance with the directions of a police officer
or traffic -control sign or signal.
(d) Stand or standing: Means the halting of a vehicle, whether occupied or not
otherwise than for the purpose of and while actually engaged in receiving
or discharging passengers.
(e) Park or parking: Means the standing of a vehicle, whether occupied or net,
otherwise than temporarily for the purpose of and while actually engaged
in loading or unloading merchandise or passengers.
SECTION II: Sub=section "C" of Section 10-104 - Traffic Control Devices and
Signals is hereby -amended to read as follows:
Section 10-104 -(C): Then Traffic Devices Required for Enforec-ment Purpose: No
provision of this Title for which signs are required shall be enforced against any
alleged violator if at the time and place of the alleged violation an official
sign is not in proper position and sufficiently legible to be seen by an ordin-
arily prudent person. T7henever a particular Section does not state that signs
are required, such Section shall be effective even though no signs are erected
or in place.
Official traffic -control devices --presumption of legality: (a) t•'henever official
traffic -control devices are placed in position approximately conforming to the
requirements of this ordinance, such devices shall be presumed to have been so
placed by the official act or direction of lawful authority, unless the contrary
shall be established by competent evidence.
(b) Any official traffic -control device placed pursuant to the Drovisions of
this ordinance and purporting to conform to the lawful requirements pertaining to
such devices shall be presumed to comply with the requirements of this ordinance,
unless the contrary shall be established by competent evidence.
SECTION III: Sub -section (D) of Section 10-10F - Special Stops Required - is
hereby amended to read as follows:

Section 10-101" - (D):•• Intersections _Uhere>Stop/Required. The City :Engineer is
hereby authorized to determine and designate-fh ersections where particular
hazard exists upon other than arterial streets and to determine (a) -whether
vehi.-les shall stop at one (1) or more entrances to any such intersection,
in which event' he shall :.cause to be,' -erected a stop sign at every such phase
where a stop is required, or (b) vhether vehicles sha'1 yield the right of T's-

to vehicles on a different street at suciz intersection as prescribed in Sub -
Section D- L,. in which event he shall cause to be erected a yield sign at every
place where obedience thereto is required.
Section 10-108 - (D-1): Stop signs and yield -signs, The driver of a vehicle
approaching a yield sign if required for safety to stop shall stop 'before
entering the cross walk on the near side of the intersection or, in the event
them is no cross walk, at a clearly marked stop line., but if none, then at the
point nearest the intersecting roadway where the driver has a view of approach-
ing traffic on the intersecting roadway.
Section 10-108 - (D-2): Except when directed to proceed by a police officer or
traffic -control signal, every driver of a vehicle approaching a stop intersection
indicated by a stop sign shall stop before entering the cross walk on the near
side of the intersection or, in the event there is no cross walk, shall stop at
a clearly marked stop line, but if none, then at the point nearest the inter-
secting roadway where the driver has a view of approaching traffic on the inter-
secting roadway before entering the intersection.
Section 10=108 - (D-3): Vehicle entering stop intersection. Except when directed
to proceed by a police officer or traffic -control signal , every driver of a
vehicle approaching a stop intersection indicated by a stop sign shall stop as
required by Sec. TJ-2,and after having stopped shall yield the right of vay to
any vehicle which has entered the intersection from another highway or which is
approaching so closely on said highway as to constitute an immediate hazard
during the time when such driver is moving across or within the intersection.
Section 10-108 - (D-4):. Vehicle entering yield intersection. The driver of a
vehicle approaching a yield sign shall in obedience to such sign slow down to
a speed reasonable for the existing conditions and shall yield the right of way
to any vehicle in the intersection or approaching on another highway so closely
as to constitute an immediate hazard during the time such driver is moving
across or within the intersection; provided, however, that if such driver is
involved in a collision with a vehicle in the intersection, after driving past
a yield sign without stopping, such collision shall be deemed prima facie
evidence of his failure to yield right of way.
SECTION IV: Sub -Section (A) of Section 10-111 - Pedestrians` Rights and Duties
is hereby amended to read as follows:
Section 10-111 - (A): Pedestrians subject to traffic -control signals. Pedes-
trians shall be subject to traffic -control signals as declared in RCI%? 46.60.240
and 46.60.250, but at all other places pedestrians shall be granted those rights
and be subject to the restrictions stated in this section.
SECTION V: Section 10-119 - ADOPTION BY REFERENCE - is hereby amended to read
as follows:

SECTION VI: There is hereby created and established a new Section to be
known as Section 10-121 entitled "LICENSE REGISTRATION CERTIFICATE" reading as follows:
Section 10-121 of Title X (Traffic Code) - .LICENSE REGISTRATION CERTIFICATE -
Endorsement - Attachment to vehicle. A certificate of license registration to be valid
must have endorsed thereon the signature of the registered owner (if a firm or corpora-
tion, the signature of one of its officers or other duly authorized agent), and must be
enclosed in a suitable container and attached to the vehicle for which it is issued, at
all times in the manner prescribed by the director.. Vhen the nature of the vehicle will
not permit display in the place prescribed by the director, then such container with
certificate therein shall be securely affixed at some conspicuous position upon the
vehicle where it can be easily found, read, and inspected at all times by a person on
the outside of the vehicle. The container shall have a cover of transparent material
through which the certificate may be inspected as to the information shown thereon,
including the signature of the registered owner, and it shall be unlawful for any person
to operate or have in his possession a vehicle without carrying thereon such certificate
of license registration as herein provided. Any person in charge of such vehicle shall,
upon demand of any of the local .authorities or of any peace officer or of any representa-
tive of the department, permit an inspection of such certificate of license registration.
SECTION VII: All other Ordinances or parts of Ordinances in conflict herewith
are hereby expressly repealed.
SECTION VIII: This Ordinance shall be in full force and effect on and after
January 1, 1965 and after its passage, approval and legal. -publication.
