• ���' ORDINANCE 'Nd. 1315
An Ordinance of the City of Renton, Washington relating to and regu-
lating Punchboards and Raffles, making definitions, requiring licen-
ses, and providing for fees for the use and operation thereof, de-
finiri- offenses and prescribing penalties.
BE IT ORDAINED BY THE CI TY COUNCIL OF THE CITY OF RENTON, WASHING -TON:
SECTION 1: DEFINITION: As used in this Ordinance:
PUNCHBOARD: Shall mean any trade stimulator, or trade stimulating
device, involving the element of chance or uncertainty
and used to distribute merchandise, goods or v;ares. .
RAFFLE: Shall mean trade stimulating device or practises de-
signed to distribute merchandise, goods or wares to the
holder or holders of certain ticket or tickets, chance
or chances, stub or stubs which are determined by lot,
drawing of'�other chance.
OPERATOR: Shall mean any person, firm or corporation selling or
vending or offering to sell or vend any punchboard or
raffle with or without merchandise prized in the City
of Renton to a Seller as herein defined, or any Seller
who purchases a punchboard from other than a licensed
Operator and offers the same for the use and partici-
pation of the public.
SELLER: Shall mean any person, firm or corporation owning, oper-
ating or exposing for the use of the general public with-
in the City of Renton any punchboard or raffle who is
not an Operator.
SECTION 2: Every operator shall pay an annual license fee in
the sum of 4100.00 payable annually in advance, and upon the payment
thereof to the City Treasurer of the City of Renton such Operator
shall be issued ant"Operator's License and an Operator's Number,which
lice)a:se shall entitle the said Uperator to vend punchboards and raf-
fles to the Sellers in the City of Renton: PROVIDED however, that no
license fee shall be received nor shall any Operator's License be
issued or Operator's Number assigned until the applicant shall have
first made written application to and been approved by the City Coun-
cil of the City of Renton for the issuance of an Operator's License
and the assignment of an Operator's Number. The license ,year shall
be the calendar year and the amount of fees for les's than a year
shall be at the rate of 125.00 for each quarter remaining of the
year or portion thereof and the quarter shall be deemed to start on
the first day of January, April, July and October respectively. The
Operator's License and the Operator's Number shall not be transfer-
able nob any fees paid therefor redeemable without the consent of the
City Council of the City of Renton. In addition '

License fee the Operator-Licensee,shall pay license fees for each and
every punchboard or raffle opera_teedd _ used, _ displayed or- exposed "to.
the public within the City of Renton, such license fee to be paid,in
the form of stamps purchased from the City Treasurer of the City of
Renton and used as hereinafter designated.. To ever; punchboard 'or
raffle or similar device used, displayed or exposed to the people in.
the City of Renton there shall at the time such device is displayed
be attached thereto, stamps so purchased from the City Treasurer of 'c
the City of Renton in such amounts as are hereinafter provided.
SECTION 3: Every Seller shall pay an annual license fee in
the sum of $10.00 payable annually in advance, and upon the payment
thereof to the City Treasurer of the City of Renton, such Seller shall
be issued a Seller's License and a Seller's Number which license shall

entitle the said Seller to offer punchboards and raffles for the use
and participation of the general public at his place of business in
the City of Renton. The license year shall be the calendar ,year and
the amount of the license fee for less than a year shall be at the
rate of $2.50 for each quarter remaining in the year or portion there-
of, and the quarter shall be deemed to start on the first days of
January, April, July and October respectively.
SECTION 4: The amount of stamps required to be affixed to
each punchboard shall be as follows, based on the number of tickets
attached to or used in each punchboard:
500 tickets . . . . . . . 0.50
501 to 1000 tickets. . . . .1.00
1001 to 2000 tickets . . /.. 2.00
2001 to 3000 tic ets . . . ... . 3.00
3001 to 4000 tick is . 4.00
4001 to 5000 tick is . . 5.00

It shall be the Operato 's .duty to affix such stamp or stamps
to any punchboard before the s e// is distributed or displayed for
public use. Such Operator shal //place on said Stamp the date of such
distribution or display and sna' mark the same cancelled, and shall
initial the same and write thexr'eo the number of the license held by
him as such Operator. Ya

\15the Seller, when purchasing the said punch oar.d to examine the same
and require that the Operator's license number so designated appear
�\ on the reverse side of the said punchboard.
"Perpetual Type Punchboards" shall be assessed a license fee of
$2.50 per month for each five cents of sale price on each board, in
lieu of the stamp tax hereinXeinis section provided, which
license fee is to be in addie annual Seller's License fee
�and/or Operator's license fetual `.Type Punchboards" as used
in this section shall mean pwhich are operated by the use
of one or more leverswhiched move the objects used in
determining the winning partvisual tabulating spaces
from a reservoir of such obje board or device.
SECTION 5: The stamps for use under the terms of this Ordi-
nance shall be provided by the City Treasurer of the City of Renton
in such denominations and in such form as shall seem right and proper
and shall be sold only to those persons holding Operator's licenses
hereunder, and in such quantities as the said Treasurer shall determine.
Any and all stamps purchased from the City of Renton by persons hold-
ing Operator's licenses hereunder and which shall be uncancelled or
unused may be redeemed in cash upon presentation to the City Treasurer
of the City of Renton by the Operator purchasing same.
SECTION 6: It shall be the duty of the Chief of Police and the
Police Officers of the City of Renton as well as of the City Treasurer
and the license collector to examine from time t6 time all punchboards
or similar devices found or displayed within the City of Renton to
determine: a) Whether such devices are being operated and displayed
by persons duly licensed hereunder as sellers; b) Whether such de-
vices gave!, affixed thereto the necessary and proper amount of stamps
required!:'by this .;Ordinance, and c) Whether such device has stamped
thereon` he,Operater's'license number.designated as such as required
by this Ordinance. In addition to any other penalties herein provided,
th-e- proper Officers of the City of Renton shall, if any such punch-
boardsar-e„found to be unlicensed or improperly stamped, or if any

Insufficient amount of stamps be affixed thereto, seize such device
and all merchandise displayed thereon or in connection therewith. All
sums of money received by the City of Renton from the sale or disposal
of such punchboards or the merchandise seized or confiscated in con-
nection therewith, shall be paid into the General Fund of the City of
Renton.
SECTION 7: Bona Fide Ecclesiastical organizations, fraternal
organizations, or service clubs regularly functioning in the City of
Renton owning, operating or exposing for public use and participation
any punchboards-or -raffles shall be required to pay a license fee of
one dollar (41.00) per punchboard or raffle so owned, operated or ex-
posed to the public, which license fee shall be paid to the City
Treasurer of the City of Renton prior to exposing the said raffle or
punchboard to the public, and the City Treasurer shall issue a receipt
therefor identifying with particularity the punchboard or raffle for
which the said license fee has been paid, which license fee shall be
in lieu of the Annual Seller's License as required of Sellers, as herein
defined and provided, and also in lieu of the additional license fees
represented by stamps as provided for Operators in Section 2 hereof;
PROVIDED, that nothing herein contained shall be construed to in any
way impair the right of the City of Renton, through its duly consti-
tuted officers, to require any such ecclesiastical or fraternal or-
ganization or service club to obtain an Operator's License and pay
the Operator's License fee therefor if such organization or service
club attempts to or does function as an operator within the defini-
tion of that term as herein defined in Section 1 hereof, whether or
not in [s7o functioning the said organization or service club is further-
ing charitable, beneficial, religious, fraternal or service purposes
or objects.
SECTION 8: Any Operator failing to comply with any of the
terms of this Ur'dinance or violating any of the terms thereof shall
be guilty of a misdemeanor and upon conviction shall be punished by
a fine of not to exceed $100.00 or by imprisonment in the City Jail
for a term of not to exceed thirty days or by both such fine andir�i-
prisonment. Every sale of a punchboard to any person, firm or corpo-
ration not licensed as a Seller or sold without proper stamps affixed
thereto as herein provided or without proper identification numbers
shall be deemed a separate offense hereunder.
SECTION 9: Any Seller failing to.comply with the terms of this
Ordinance or violating any of the terms thereof shall be guilty of a
misdemeanor and upon conviction thereof shall be punished by a fine
of not to exceed $100.00 a".drlcr by imprisonment in the City Jail for
a term of not to exceed tairty days or by both such fine and imprison-
ment. A non -compliance -or violation hereunder shall be deemed a sep-
arate offense as to each individual punchboard or raffle so owned,
operated or displayed.
SECTION 10: This Ordinance shall be in full force andeffect
five days from and after its passage, approval and publication.
