ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTION 10.•165 OF TITLE X (TRAFFIC) OF ORDINANCE NO. 1628, ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTOW. BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOWS: SECTION I: Existing,Section 10-165 of Title X (Traffic Control) of Ordinance No. 1628 entitled."Code.of General Ordinances of the City of Renton*r reading as follows: "Section 10»165 w CONTROL SIGNALS: Whenever,. at any point, traffic is controlled by traffic control signals exhibiting the words "GO}',,"Caution", or "Stop!', or exhibiting different colored lights, the following words and colors only shall be used and shall indicate .as follows: "Green or .the word -"Goll under which circumstances vehicles facing such signal may proceed through the section of trafficcontrol or turn right or left unless a sign at such point indicates such turns to be prohibited. Upon such signal exhibiting green or the word "Go'" vehicles shall yield the right of way to other vehicles and to pedestrians lawfully in the intersection controlled area imine» diately prior to the time such signal is exhibited and shall permit them to proceed from the controlled area. It shall be unlawful for any pedestrian to enter or cross the roadway in that portion of the controlled area through which vehicles are directed, and are proceeding by such.exhibited green light or such word -"Go". „Red or the -word I'Stop", under which circumstances vehicles facing the signal shall stop before entering the nearest vehicle or pedestrian allocated portion of the controlled area or such other point as may be indicated by a clearly visible line or other marker and shall remain standing as long as such traffic control signal shall exhibit red or the word 'Stop". But vehicular traffic, including vehicles.turning right or left,- shall yield the right of way to other vehicles and to pedestrians lawfully within the intersection or an adjacent cross» walk at the time such signal is exhibited. Pedestrians facing the signal may proceed across the roadway within any marked.or unmarked crosswalk unless directed otherwise by a pedestrian signal or signs. Yellow alone or the word,"Cautions{ when shown following the Green or "Go„ signal: Vehicular traffic facing the signal shall stop before entering the nearest crosswalk at the intersection or at such other point as may be designated by the proper traffic authority. However, if such stop :cannot be made in safety, a vehicle may be driven cautiously through the intersection. No pedestrian facing such a signal shall enter the roadway. Red alone or the.word'IStop": Vehicular traffic facing the signal shall stop before entering the nearest crosswalk at an intersection or at such other point as may be designated by the proper traffic authority. Vehicular traffic facing,such a signal shall remain standing until Green or "Goll is shown alone: PROVIDED, That such traffic may, after stopping, cautiously proceed to make a right turn from a one-way or two»way street into a street carrying two-way traffic or into a one-way street carrying traffic in the direction of the right turn: or a left turn from.a one-way or twoNway street into a one"way street carrying traffic in the directi-on of the left turn; unless a sign posted by competent authority Prohibits such movement; but -vehicular traffic making such turns shall,:yield the right of way to other vehicles and to pedestrians lawfully within the intersection H2M or any adjacent crosswalk at the time such.signal is exhibited. Pedestrians facing such a signal shall not enter the roadway. Red or the word 'Stop" with green .arrow: Vehicular traffic facing such signal may cautiously enter the intersection only to make the movement indicated by such arrow, but shall yield the -right of way to pedestrians lawfully within .a crosswalk and to the other traffic lawfully using the intersection. No pedestrian, facing such a signal shall enter the roadway. Green Arrow alone: Vehicular traffic facing such a signal may cautiously enter the intersection only to make the movement indicated by such arrow but shall yield the right of way to other traffic or pedestrians lawfully within a crosswalk. Pedestrians facing such a signal may proceed across the roadway controlled by such signal unless prohibited by other signs or signals. Flashing red: When a red lens is illuminated by rapid intermittent flashes, drivers of vehicles shall stop before entering the nearest crosswalk at an intersection or at a stop line when marked, and the right to proceed shall be subject to the rules applicable after making a stop at a stop sign. Flashing yellow: When a yellow lens is illuminated with rapid inter. mittent flashes, drivers. of vehicles may -proceed through the intersection or past such signal only with caution. No traffic control signal or device shall be erected or maintained upon any city street designated as forming a part of the route of a primary state highway or .secondary state highway unless first approved by the director of highways. SHELLAN In Reply Refer to: TRAFFIC ORDINANCE To: LAW AND ORDINANCE COMMITTEE In Reference to: TRAFFIC DIVISION Message: Attached you will find an amendatory Ordinance relative to the making of right turns, etc. It would be suggested that the respective committees determine at which intersections signs should be posted not allowing such free turns. This may be particularly applicable in,the congested core area. Spc��- When these decisions have been made, an Ordinance should be passed i -t the intersections where no free turns can be made, and signs should be posted by the Street Superintendent, Gerard M.
