ORDINANCE NO, 1 61
AN ORDINANCE OF THE CITY OF RENTON, ESTABLISHING CERTAIN STANDING
COMMITTEES OF THE CITY COUNCIL AND THE DUTIES THEREOF, ESTABLISHING
CER^1AIN OTHER COYbaTTEES AND REPEALING ORDINANCE NO. 1066,
THE CITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOWS:
-Section 1.0 The following designated Committees shall be appointed by the
Mayor and serve during the term of office of the Councilmen so appointed thereon and
the first Councilman so appointed shall -be the Chairman thereof, to—wits Ways and Means
Committee: three members;jFirej, fight and Water Committee., three members; Fin anee and
Claims Committee,, three members; Auditing and Accounting Committee, three members;
Police and License Committee.. three members; Real Property Committee., three members;
Sanitation Committee= three members; Street and Alley Committee., three members; Law and
Ordinance Committee, three members; Public Relations Committee.. three members; Legis—
lation Committee., three members; and Personal Property Committee., three members.
Section 2: The Chairman of each of the standing Committees of the Council
shall make all reports of his respective committee, when he is present., and in his
absence any other member of the Committee may make such report. All such reports shall
be in writing and shall be signed by a majority of the Committee and such reports shall
be preserved in the records of the City Clerk's office„
Section 3: It shall be the duty of such standing Committees to make a
thorough examination of all subjects coming within the scope of their respective juris—
dicton and all other matters referred to such Committees by the City Council and to
report the result of their investigations -to the Council.
Section 4: The Chairman of each Committee shall have power to call the
members of his Committee together at any reasonable time and place to consider and con—
sult concerning any proper subject for the Committeets investigation or any subject
referred to such Committee.
Section 5: When any member of the Committee cannot agree with the views
of the other members of the Committee' such member may file a minority reports stating
fully his views in regard to any matter under investigation. Such report to be read at
the same time the report of the majority of the Committee is presented.
Section 6:1 The Committee of WAYS AND MEANS :shall have supervision over,
ALL MATTERS AFFECTING THE TREASURY AND REVENUE of the City and shall ascertain annually
and report to the Council the financial condition of the Citys, showing in detail such
financial condition. Such Committee shall furnish the Council with such additional
information on the subject of finance as will enable the Council to be fully informed
on the amount of taxes of every kind necessary to be levied for municipal purposes and
said Committee shall have supervision over all matters referred to it by the Council.
Section 7: The Committee on FINANCE AND CLAIMS shall have supervision of
ALL CLAIMS PRESENTED TO THE COUNCIL FOR ALLOWANCE and all accounts of officers and others
and of the investigation of all other matters that may be referred by the Council to
said Committee.
Section 8: The Committee on LAW AND ORDINANCE shall have supervision of all
questions and matters affecting the legal rights of the City and of all Ordinances
introduced for the consideration of the Council and all Ordinances introduced shall be
referred to said Committee., unless otherwise ordered by,the Council.
S_eet_ion.9:The Committee on FIFE, LIGHT AND WATER shall have supervision
of all. matters relating to the safety and protection of the City fromlfire and all �
matters rela.tinglto the lighting of the City and all matters relating,to the City water
system and such other matters as may be referred to said Committee by the Council.
Section 10: The Committee on STREETS AND ALLEY5shall have supervision of
all streets, alleys$ sidewalks, holes: bridges, and culverts and the said Committee shall
examine and report to the Council from time to time what streets and alleys are required
to be opened., cleared or repaired or what public improvements are necessary in the
opinion of such Committee.

Section Ila The Committee on POLICE AND LICENSE shall have supervision over ALL
MATTERS PERTAINING TO THE POLICE DEPARTMENT.. THE POLICE COURT., AND THE LICENSES OF THE
CITY, AND THE FEES OF LICENSES SHALL BE REFEPJM TO THE POLICE AND LICENSE AND WAYS AND
MEANS COEMITTEES9 THE POLICE AND LICENSE COMMITTEE SHALL FROM TIME TO TIME REPORT TO
THE COUNCIL.
'Section 12: The Committee on CITY REAL PROPERTY shall have supervision of all
matters relating to Real Property belonging to the 'City, The term "Real Property " shall
include real estate and buildings.
Section 13: The Committee on CITY PERSONAL PROPERTY shall have supervision of
all matters kdrting to -Personal Property belonging to the City. The term "Personal
Property" shall mean all City properties not classified as Real Property.
Section 14; The Committee on AUDITING AND ACCOUNTS shall audit all bills referred
to it by the.Finance and Claims Committee and shall audit stocks and stores of City
property. The said Committee shall have jurisdiction over an matters referred to it
by the City Council.
Section 15: The Committee on SANITATION shall have authority over the sewer'
garbage disposal and all matters concerned with the pollution of the laterals in the City
and all matters affecting public health in the City. The Committee shall have juris—
diction over all other matters referred to it by the City Council,.
Section 16: The Committee on PUBLIC RELATIONS shall be concerned with all matters
of the relations of the City with other Governmental.. State.. Municipal or private
agencies and with the public at large., and shall be concerned with all controversies
between the City and the Public.. Whether residing within or without the Cityp and shall
have jurisdiction over all other matters referred to it by the City Council:
Section 17: The Committee on LEGISLATION shall be ooneerned with all County and
State laws existing and proposed which do affect or may affect the City.. and shall make
recommendations on all proposed legislation and resolutions which would benefit the City..
and shall have jurisdiction over all other matters referred to it by the City Council.
Section 18: Ordinance No. 1066 be and the same is hereby repealeds provided that
Ordinance No, 16 shall remain repealed.
Section 19: The Mayor shall have the authority at any time to appoint such
additional Committees as may be necessarys the same to be composed of the number of
members of the City Council directed by the Mayor.. and such Committees so appointed
shall serve during the term of office of the Councilman so appointed thereon; and the
Mayor shall have the authority to rearrange the membership of the Committees with the
consent of the Council.
zSection 20: This Ordinance shall be in full force and effect five (5).days from
and after its passages approval and legal publication.
