AN ORDINANCE of the City of Renton, Washington, providing for the
organizing and governing of said City as a City of the Second Class; enum-
erating the officers thereof; providing for appointment, terms of office,
duties, and compensation of officers, and the appointment of assistants;
continuing in effect the existing Ordinances; and repealing conflicting
Ordinances and provisions.
THE CITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOWS:
SECTION 1: The voters of the City of Renton having heretofore at a special
election voted in favor of advancement of said City from Third Class
to Second Class' classification, a special census having been taken, and
said census and election results having been certified to and accepted
by,the Commissioners of King County and the Secretary of State of Wash-
ington, and at the next following annual primary and general municipal
elections held in February and March, 1948 officers having been elected
for said City as a City of the Second Class, to qualify and assume
office the first Monday in June, 1948, all in conformity with the laws
of Washington, and the City being qualified in all respects; ACCORDINGLY,
the City of Renton shall on and after June 7, 1948 constitute, and be
organized and governed as, a City of the Second Class under the Laws of
Washington.

SECTION 2: Effective on and after the 7th day of June, 1948 the officers of
the City of Renton, Washington, shall consist of the following, whose
election or appointment and whose terms of office and compensation shall
be as below stated, to -wit:
MAYOR:- elective - term 2 years - $125,00 per month.
12 COUNCILMEN:- elective - term 2 years - each $33.33 per month.
CLERK:- appointive - term 2 years - $250.00 per month.
TREASURER:- appointive - term 2 years - $225.00 per month.
ATTORNEY:- appointive - term 2'years - $225.00 per month.
STREET COMMISSIONER:- appointive - term 2 years - Salary as fixed
in City Budget.
CITY ENGINEER:- appointive - term 2 years - Salary as fixed in City
Budget.-
POLICE
udget.POLICE JUDGE:- elective - term 1 year•.. Salary as fixed in City
Budget.
CHIEF OF POLICE:- appointment and tenure under Civil Service
Ordinances - Salary $225.00 per month.
CHIEF OF FIRE DEPARTMENT:- appointment and tenure under Civil
Service Ordinances - Salary as fixed in City Budget. -
HEALTH OFFICER:- appointive - term 2 years - Salary as fixed in
City Budget.
5 LIBRARY TRUSTEES:- appointive - term 2 years - No salary.
SECTION 1: Pursuant to Rem. Rev. Stats., Sec. 9008, the councilmen elected
from each Ward at the last preceding election shall at the first regular
Council meeting on or after June 7, 1948 determine by lot among them-
selves which two councilmen from each ward shall serve for a two-year
term and which two councilmen from each ward shall serve for a one-year
term only; so that thereafter six members of the City Council, divided
equally among the Wards so far as possible, shall be elected at each
ensuing annual municipal election.
SECTION 4: The appointive officers above enumerated, except those under
Civil Service, shall be appointed by the Mayor, subject to confirmation
by the City Council. The affirmative vote of not less than seven
councilmen shall be required to confirm any such nomination made by the
Mayor. If the City Council shall refuse to confirm any such nomination
of the Mayor, then he shall within ten days thereafter nominate another
person to fill the office and he may continue to nominate until his
nominee is confirmed. If the Mayor fails to make another nomination for
the same office within ten days after the rejection of a nominee, then
the City Council shall elect a .suitable person to fill the office during
the term. Whenever a vacancy shall occur in an appointive office, the
vacancy for the unexpired term shall be filled by appointment in the
same manner as at the beginning of the term, unless otherwise expressly
provided by law. Each officer of the City hereinabove enumerated before
entering upon the duties of his office shall take the oath of office, and
if required by law or Ordinance to give bond shall file the same within
ten days after receiving notice of his election or appointment, or if no
notice is received, then on or before the date fixed for the assumption
by him of the duties of the office to which he may have been elected or
appointed.

SECTION 5: The duties and powers of each officer of the City shall be those
prescribed by the laws of the State and by Ordinances of the City. The
Street Commissioner shall also be, and shall serve in the position of,
Superintendent of Utilities. The duties of the office of City Clerk
shall not include any of the duties or functions of Purchasing Agent,
but the City Clerk shall be eligible for appointment to the separate
position of Purchasing Agent under applicable Ordinances of the City.
The duties of the office of City Treasurer shall not include any of the
duties or functions of Deputy Registrar of Voters, but the City Treasurer
shall be eligible for appointment to the separate position of Deputy
Registrar of Voters under applicable Ordinances of the City. The Chief
of Police shall be eligible for appointment to the separate position of

Assistant Health Officer under applicable Ordinances of the City. The
City Council shall elect from among its members a President of the
City Council, who shall preside at all meetings of the Council when
the Mayor is not present, and who shall act as Mayor and exercise the
authority and perform the duties thereof whenever there is a vacancy
in the office of Mayor or he is absent from the City or unable from
any cause to discharge the duties of his office.
SECTION 6: Deputies and/or Assistants of City Officers, where such positions
now exist or are hereafter authorized by the City Council, except those
under Civil Service, shall be appointed by the respective City Officers
by writing filed with the City Clerk, subject to approval of the City
Council. The Clerk shall inform the Council of the filing of any such
appointment at the next following regular Council meeting, and if not
rejected by the Council within thirty days after its filing, the appoint-
ment shall be deemed approved by the Council. Deputies and Assistants
may at any time be removed by the respective City. Officers without
Council action thereon. Each Deputy and each Assistant shall receive
Bach compensation for his services, payable monthly, as may be fixed
annua;ly in the City Budget. The provisions of this Section shall apply
only -to Deputies of and Assistants to City Officers, designated and
titled as such, but not to regular or casual employees of the City
otherwise titled or authorized and provided for in annual City Budgets,

and not to Deputies or Assistants under Civil Service.
SECTION 7: Ordinance No. 1306 and any other Ordinances:, parts or provisions
of Ordinances, in conflict herewith are hereby repealed. All other
existing Ordinances, Resolutions and Contracts of the City of Renton
shall remain and continue in full force and effect as a Second Class
City, except to such extent as any of them may conflict with the Laws
of Washington governing cities of the Second Class.
SECTION 8: This Ordinance shall become effective, and be in full force and
effect, on and after the. 7th day of June, 1948, being at and. after the
commencement of terms of office of Officers of the City of Renton as
a City of the Second Class, following the passage, approval and publi-
cation hereof.
