ORDINANCE NO. 1271
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
AMENDING ORDINANCE NO. 1261.
The City Council of the City of Renton, Washington, do ordain as
follows;
Section 1. That Section 2 of Ordinance No. 1261, an ordinance of
The City of Renton, Washington creating the Renton Aviation Board, provid-
ing for its organization and defining its rights and duties, reading;
"Section.2; Immediately upon appointment the members designated
to act on said Board shall assemble for organization, and for conven—
ience of business transactions shall elect a president and a secretary
whose duties shall be the duties indicated by such designation. That
'the term of office for said board members be set at three years from
the date of appointment; that the mayor be empowered to originally
appoint two members for one year, two members for two years, and one
member for three years. Thereafter, each appointment will be for
three years. All appointees will serve until successors are appointed
and qualified. The power of removal, with or without cause, is always
retained by the appointing officers."

2, It shall have authority to construct, enlarge, improve
maintain, equip and operate any airport or airports
facilities hereby operated by the City or hereafter
acquired by the City.
3. To adopt and amend all needful rules and regulations
for the management, government and use of any airport
or airport facilities operated by.the City;
k. To lease or assign to private parties, municipal or
State governments or the national government or any
department of any of the same for operation or use,
any space, area, improvements or equipment of such
airport;
5, To determine the charges or rentals for the use of
any properties under its control, and the .charges
for any services or accommodations and the terms and
conditions under which such parties may be using it;
however, in all cases the public shall not be deprived
of its rightful, equal and uniform use of such property,
and all charges shall be reasonable and uniform for the
same class of service and established with due regard
to the property and improvements used or with expense
of operation to the municipality;
6. To secure and enforce liens as provided by law for
liens and enforcement thereof; for repairs to or im-
provement or storage or care of any personal property
to enforce the payment of any such charges;
7. To exercise all powers necessarily incidental to the
exercising of the general and public powers herein
granted; and also to exercise all powers granted by
the Revised Airports. Act.
8. To submit an annual budget to the City Council for
necessary funds for operation. Such funds to be al-
located from the Airport Find.
9. The Aviation Board herein created shall report to the
City Council from time to time a complete record of its
actions, but in any instance shall report at least once
every quarter."

10. The Aviation Board created herein shall appoint the
Airport Manager who shall at all times be under the
direction of and responsible to the Renton Aviation
Board.
Section 3. This ordinance shall be in full force and effect five days
from and after its passage, approval and legal publication as provided by
law.

I have carefully studied Ordinance No. 2826 that was passed on
Monday, February 11, that abolished Ordinance No. 1271 that had
created the Renton Aviation Board, defined its responsibilities,
etc. Additionally, I.have considered the manner in which Ordinance
No. 2826 was passed by the Council. Both the substance of the
ordinance and the process that resulted in its passage are factors
that deserve equal attention in my consideration whether to sign
the ordinance, veto the ordinance, or let it take effect without
my signature.
I have chosen to let the ordinance take effect without my signature
for one principal reason: a stronger veto action would only serve
to further exacerbate the situation and this is not healthy for the
community or public officials in general. I say this because I
feel strongly that the Council's action to abolish the Aviation
Board deserved much more open, public consideration, as is provided
in the Council's procedures for one week time periods between first,
second and final reading of ordinances. Additionally, there is
generally a public hearing on a matter as important as that of
abolishing the Aviation Board, that has existed since 1947. The
introduction and passage of an ordinance not necessitating emergency
action was highly irregular and a disservice to the current and past
members of the Renton Aviation Board.
A veto of the ordinance that had only one dissenting vote would
appear to lead to a certain override and, therefore, serve no
useful purpose.
I am making arrangements to assume direct responsibility for the
.administrative operation of the Municipal Airport in the same
manner as with other administrative functions of the City, and
will be appointing Del Bennett as Airport Director. I am looking
forward to the successful operation of the airport.
