The proposed drainage will be collected by the thickened edge curb. The runoff f�om the private road will routed to a biofiltration swale between the road and the north property line, and then into new cotch bosin near northwest corner. This catch basin will be piped to another new catch basin and then into an existing catch basin in the east gutter of Monroe Ave. NE. The new houses will have roof downspout drains that are connected to o collection pipe within the private street. The rear yard drainage from the new lots will generally sheet flow towards the south properfy line where the existing site runoff is going. The site soils are of #he Arents, Alderwood series as mapped by the SCS soils survey. ! . CORE DRAINAGE REQUIREMENTS 1 . Discharge at Natural Location: The majority of the site will continue to discharge at the existing location. CuRently, approx. 1/3 of the site (0.22 acres including ail existing � impervious surfacesj sheet flows towards Monroe Ave. NE. The remaining �, 2/3 of the site (0.44 acres) sheet flows towards a low point along the south ! property line, approx. 100' west of the southeast properfy comer. The proposed development will have all of the new impervious surfaces (0.43 acres) being collected and piped to Monroe Ave. NE. The yard areas for lots 3 and 4 (0.21 acres) will continue to drain to the low point along the south properfy line. The yards for lots 1 and 2 will drain to the west and south. It is beneficial to re-direct the new impervious runoff to the existing drainage system in Monroe Ave. NE. There is no drainage system at the low point along the south property line and any runoff in that area flows onto the adjacent residential property. 2. Off-Site Analysis: An upstream and downstream drainage analysis has been performed and is detailed in section III of this reporf. 3. Runoff Control: This project is exempt from peak rate runoff control due to a negligible increase in the 100 year storm for the developed project when compared to the predeveloped 100 year condition. That 100 year difference is 0.49 - 0.32 = 0.17CFS. 4. Conveyance System: The project will provide conveyance piping for the roof downspouts for all 4 of the new lots. The piping will be sized to handle the 100 year developed storm event from the lots and from the road. 5. Erosion and Sedimentation Control Plan: An erosion control plan will be prepared and will be included with the engineering plans. This erosion control system will include silt fencing along the south property line, construction entrance, seeding 8� mulching and clearing limits. 6. Maintenance and Operation: The improvements to this site will remain private ond within private, joint use easements. Covenants will be recorded with the shorf plat that define the maintenance responsibilities. 7. Findings: Having reviewed the written record in the matter, the City now enters the following: 1. Request: The applicant has requested Administrative Short Plat Approval for the Jay Hill Short Plat, File No. LUA-03-067, SHPL-A. 2. Application: The applicanYs short plat application complies with the requirements for information for short plat review. The applicanYs short piat plan and other project drawings are contained within the official land use file. 3. Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan designations of the Residential Single Family(RSF) land use designation. 4. Zoning: The proposal as presented, complies with the zoning requirements and development of the Residential Single Family—8 (R-8)zoning designation, provided all advisory notes and conditions of approval are complied with. 5. Subdivision Regulations: The proposal complies with the requirements established by the City's Subdivision Regulations for the short platting of four lots provided all advisory notes and conditions of approval are complied with. 6. Existing Land Uses: Land uses surrounding the subject site include: North Residential Single- Family(zoned R-8); East: Residential Single-Family(zoned R-8); South: Residentia/Single-Family (zoned R-8) West: Monroe Avenue NE, Residential Single-Family(zoned R-8). !. Conclusion: 1. The subject site is located in the Residential Single Family (RSF) comprehensive plan designation and complies with the goals and policies established with this designation. 2. The subject site is located in the Residential—8 Dwelling Units Per Acre zoning designation and complies with the zoning and development standards estab(ished with this designation, provided all advisory notes and conditions of approval are complied with. 3. The proposed four lot short plat complies with the subdivision regulations as established by city code and state law, provided all advisory notes and conditions of approval are complied with. 4. The proposed four lot short plat complies with the street standards as established by city code, provided the applicant constructs a sidewalk adjacent to Monroe Avenue NE or receives a waiver or deferral from the Cit�s Board of Public Works. 5. The applicant will be required to extend the water and sewer line(s) to the eastern property boundary and provide the City with a 20-foot wide easement. 6. The applicant will be required to install a ne�v fire hydrant within 300 feet of the furthest house within the proposed plat. J. DEC/SJON: The Jay Hill Short Plat, File No. LUA-03-067, SHPL-A, is approved subject to the following conditions: 1. Lots 1 shall be required to utilize the 26-foot wide easement for vehicular access via Monroe Avenue NE. This condition shall be placed on the face of the short plat prior to recording. 2. The applicant shall be required to provide a five-foot wide landscaped setback adjacent to the northern property boundary of the subject site. UPSTREAM DRAINAGE The upstream offsite drainage contribution to this site wiil be negligible. This site is higher or equal in elevation from any of the surrounding properties. There currently is no off-site fiows that enter the site. The proposed development will not change this condition. B. DOWNSTREAM DRAINAGE The drainage from the site will be discharged into the existing drainage system that is in the east gufiter of Monroe Ave. NE. At this location, there is a type 1 catch basin in the curb flow line. This catch basin is approx. 4.5' i� deep and has a 12" pipe runs to a type 2 man hole near the center of the I street. The catch basins along the west side of Monroe Ave. also flow into I, this man hole. The storm drainage main within Monroe Ave. is a 24" pipe i and has a tributary area that extends norfh fo NE 12th St. and is east of �I Monroe Ave. NE. � The drainage main runs south within Monroe Ave NE. for approx. 20' past the site and then tums to the west. It runs for approx. 400' through a , drainage easement before intersecting with NE 7t" St. there are 2 #ype 2 ' catch basins within this easement. The drainage main then continues west along the norfh side o# NE 71h St. It was reviewed for approx. '/2 mile within NE 7th St. and appears to continue west within this street. The drainage system within NE 7th St. is a drainage main within the pavement, norfh of the centerline. There is a series of type 2 man holes along the street. The drainage system appears to continue to the west and under the I-405 freeway. It is within the Lake Washington Drainage Basin. Inspection of the drainage main piping did not reveal any signs of flooding or overtopping. The inspection was performed in May, 2003, during a period of low rainfall. PREDEVELOPED DRAINAGE There are no existing drainage improvements on the site. A porfion of the on-site runoff sheet flows to the west, towards Monroe Ave. NE. A porfion of the site runoff sheet flows to a low point on the south property line. There is an existing drainage system within the gutters of Monroe Ave. NE. , The downspout runoff from the existing house disperses onto the ground I, near the house. For the purpose of calculating the peak drainage flows � from the pre-developed and from the developed site, the entire parcel area plus fihe area of the new frontage sidewalk was used as the drainage basin. The time of concentrotion was calculated using a critical distance of 160' (of sheet flow) across the tall grass (modeled as pasture for this calculation). The flow path was from the high point along the norfh property line to the low point along the south properfy line. The existing house, walks and gravel driveway were considered as impervious surface for the predeveloped condition. The existing drainage analysis was performed using the "Waterworks" hydrology software and its summary tables and charfs are attached for reference. The methods outlined in the King County Surface Water Drainage Manual were used as guidelines. Following this page are the data sheets used for the computer input data. The computer summary sheets for peak flow and time of concentration calculations are also attached. DEVELOPED DRAINAGE The developed project will include the private asphalt road and hammerhead that is onsite plus the new houses, driveways and new sidewalk along the Monroe Ave. NE frontoge. The road's asphalt surface will use a thickened edge curb to control and direct the drainage. The drainage will then flow into o grass-lined biofiltration swale. The porfion of the driveway adjacent to the bioswale will sheet flow to the norfh, off of the pavement and directly into the bioswale. The flow at the end of the biofiltration swale will be collected by a catch basin and piped to a second catch basin cat the south edge of the private road. This catch basin will also receive the pipe from the roof downspouts for all of the new houses. This catch basin will discharge into an existing catch basin that is within the east gutter of Monroe Ave. NE. This catch basin is a type 1 CB with a vaned grate and is approx. 4.5' deep (to inverf). Detention is not required for this project. It meets the criteria to qualify for the exemption allowed in the code for negligible increase in the peak flows when comparing the predeveloped 100 year storm and the developed 100 year storm. If the 100 year peak flow for the developed condition is less than 0.5 CFS greater than the 100 year flow for the predeveloped condition, then the site is exempt from drainage detention. The calculated 100 year peak flows for this site are 0.49 CFS for the developed site and 0.32 CFS for the predeveloped site. The difference is 0.17 CFS which is less than the 0.5 CFS that is the threshold for the exemption. Similar to the existing condition, the SBUH hydrograph method was used to determine the peak flows for the various storm events. EROSION CONTROL SYSTEM The erosion control system was designed to minimize any contaminated site runoff from entering the adjacent properfies or leaving the site. There is little possibility that runoff will enter a neighboring properfy since the grading necessary for this site is very minimal. The clearing limits cover approx. half of the site and are limited to the areas for road and utility construction and for the demolition of the existing house. The potential for runoff and mud entering the public ROW along the frontage road will be reduced by the quarry spall construction access onto Monroe Ave. NE. The site is small enough and without the need for grading, that a sedimentation facility is not warranted. Besides the silt fencing, the erosion control plans will also show the cleoring limits and the location for a rock pad construction access point. Catch basin inlet filters will be shown to be installed on the existing catch basins within Monroe Ave. NE. These will also be used on all new catch basins installed during the construction of the project.
