The offsite flo�vs to the proposed bppass s5�stem originate from a 15-inch concrete pipe from the southeast, and an 18-inch ductile iron pipe fr�m the south. There are five drainage basins contributing flo�v to the bypass system, as discussed belo�ti (see Figure 1). CurrendF, there is a 24-inch pipe��hich conve�rs offsite flo�vs across the southeastern corner of the Barbee I�iill project site. Proposed impro�-ements�vill Yemove the onsite porrion of this bypass pipe and replace it u7th 98 feet of 24-inch RGRCP fxom the sy stem inlet to CB 81 S and 233 feet of 30-inch RGRCP from CB 815 to the outfall,�vhich�vill then discharge to Lake Washington (see Figure 2). Future Conditions Offsite Basin at Lake Washington Boulevard (Basin A) The upstteam, offsite basin�vhich discharges to the 15-inch concrete pipe, consists of e�sting patcels and right-of-�vay (R.O.�XI.}areas bounded by Lake V�'ashington Boulevard to the�vest and I-405 to the east (see Figuxe 1). The Ciry Comprehensi�re Land Use Plan idenrifies the area as residential�L-ith a densit� of eight da�elling units per acxe (DU/acre). The corresponding percent impen-ious used for the Yesidential portion of this basin is assumed to be 58°'o as required in Table 3.22.D of the 1998 KCSWD�1. (Basin B) The upstream, offsite basin�vhich discharges to the 18-inch ductile iron pipe, consists of areas��hich lie within the offsite BNSF R.O.W., and a portion of the�vestern half of Lake Vilashington Boulevard (see Figure 1). This basin was delineated based on two-foot contours supplied by LIDAR sun-ey data. Onsite flo�is generated b}-the unper��ious lot areas along street C,a-hich are connected to the proposed roof drain s�stem (see Figure 3). The roof drain system connects to the proposed by-pass system onsite, at CB 820. The four-plex lots were assumed to be 85% impenrious,with the roof drains con�rej-ing only the imper�7ous site area. These flows originate from 15% of the parcel areas along Street C, and the R.O.W areas of both Streets C and D.The outfall fot the water quality pond connects to the b��ass s�stem at CB 805.The contributing areas to this basin are as follo�vs: Basin E Area Onsite R.O.W.Area Total Im ervious Total Pervious 0.93 r,cres 0.85 r'lcres 0.99 Acres 0 Acres Proposed Drainage System ?� backwater analy�sis was conducted for the proposed b}rpass line using StormShed hydraulic modeling software. The storm�vater conve�ance s�stem was tested for both the 25 and 100 j�ear storm events. The flo�vs to each storm«�ater structure�vere calculated using StonnShed, �vhich utilizes the SI3L'H mcthod. The calculated Yainfall intensih-is based on the 100-�-ear precipitation and a titne of concentration for runoff in contributing area. At the Barbee I�1ill site,the 2�-year and 1 UO- �-ear 24-hour precipitarion is 2.0 and 3.9 inches, respecri�el�r. The time of concentrarion ('I'c) �vas analyzed using StormShed based on the cover, flo�v length,and basin slope. Offsite Basin A In computing tlie offsite drainage flo�as, a"CN"value of 86 a-as used for percious parcel areas and a�alue of 98�vas used for impervious areas. The time of concenttation (Tc) for the reach secrion which runs through the xesidenrial parcels was calculated b�� StormShed to be 20.59 minutes, considering 300 feet of sheet flow and 480 feet of shallow flo�v at 7.2°-'0 slope. The Tc for the pipe reach section of the basin�vas deterinined to be 2.81 minutes for 1,880 feet of 12-inch pipe flo�ving full at a slope of 5°-�. Offsite Basin B � A "CN" value of 86«-as used for the BNSF R.O.��'. area, and a��alue of 98�vas used for imper�-ious area�vithin the Lake�}ilashington Blvd. R.O.W. The Tc far the BNSF R.O.��'. area was calculated b�- StormShed to be 20.05 minutes, considering 45 feet of sheet flow at 32% slope, and 450 feet of shallow flo�v at 2.66% slope. The Tc for the Lake Washington R.O.�X1. area was considered to sheet flow across the R.O.W. at a slope of 2%,resulting in a Tc of 0.57 minutes. Onsite Basin C The four-ple�:lots w�exe assumed to be 85°%impervious and 15%pennious. T'his basin area has a Tc of 2.12 minutes, resulting from 559 feet of 6-inch pipe flo�v at a slope of 2%. Onsite Basin D This parcel area is assumed to be 65% impervious. The Tc for this basin consists of 50 feet � of sheet flow at 5°% for a smooth surface, and 5(1 fcet <>f la«-n shect fl<��iT at 5°���. The tesulting Z'c for this basin is 5.54 minutes. Hydraulics �, The storm drain system for the bSTpass line was analyzed using the StormShed program. StormShed accounts for inlet and outlet control condirions, incluciing minor losses for friction,junctions, and bends.The taila-ater condition for this sj-stem discharges freel�-to Lake���ashington. The back�-ater analj�sis for the proposed bypass system was conducted using StormShed, �vhich compares head�vater elecation at each catch basin�vith its corresponding rim elevation. The Stormshed anal�-sis for this bypass system is included in Appendix A. Onsite Basin D CB's 808 and 809 overtop due to the HGL generated within CB 807 for both the 25 and 100 y ear stoxm events. Therefore a flap gate��-ill be installed on CB 807 to prevent backup in CB's 808 and 809. Summary The proposed conveyance system successfullv con�-eys both the 25 and 100 year storm eeents without an�-overtopping occurring within the system.
