SUBJECT: Reappointment to Renton Municipal Arts Commission
Background
Jerri Everett has been a valued member of the Renton Municipal Arts Commission since
1999. Her most recent term of office expired on December 31, 2014.
Jerri has attended meetings over the past two years without an absence and has
volunteered for numerous RMAC-sponsored activities. She has been particularly
involved in furthering the goals of the South County Coalition of Arts Organizations
(SoCo). SoCo held its November 2014 meeting in Renton at the Renton History Museum.
This was organized by lerri,who also took responsibility for providing refreshments to
attendees.
Currently, the Renton Municipal Arts Commission has five open positions, due to the
resignation Peter Hartley and Michele Bettinger at the end of 2014, and 3 others
previous to that.
At its February meeting,the RMAC will host potential Commissioners and hold
preliminary interviews.
Recommendation
I recommend the reappointment Jerri Everett to the Renton Municipal Arts Commission.

SUMMARY OF ACTION:
The Interlocal Agreement between the City of Renton and the King Conservation District was approved
February 6, 2012. The grant provides funding for controlling invasive knotweed along the banks of the
Cedar River from the eastern city limits to Interstate 405. The combination of City staff, contractors and
the Friends of the Cedar River Watershed (Friends)will treat knotweed and replace it with native plants
in a three-year project that began in 2014 and will be completed by the end of 2016.
Amendment One (2013) extended the date of completion for one year due to a late approval by the King
Conservation District (KCD).
Amendment Two (2013) extended the date of completion for 90 days to provide time to prepare, submit
and obtain approval for Amendment Three.
Amendment Three (2014) revised the scope of work to include a three year project (originally only one
year projects were being approved by KCD) and requested additional funding to complete the three year
project of treating knotweed and planting native shrubs and trees.
This, Amendment Four, revises the budget worksheet regarding City and Friends in-kind shares. In-kind
cannot be reasonably estimated at this time. Removal of in-kind amounts from the grant budget will
allow processing grant reimbursement requests without regard to the match.

SUMMARY OF ACTION:
The Wastewater Utility is requesting to establish the SE 165th Street Sanitary Sewer Main Extension
Project to install sanitary sewer in a portion of SE 165th Street between 108th Avenue SE and the
existing alley to the west.
The project would be funded through the transfer of$150,000 from the existing 2015 Sewer Repair
Replacement Project (426/465507) and a special assessment district would be established to ensure
that each property that benefits from the sewer main extension will pay their fair share of the cost of
the installation as they make connection to the City sewer system.
The area is currently within Soos Creek Water and Sewer District's service area, however the District
has agreed to transfer the service area to the City upon our request.
STAFF RECOMMENDATION:
Approve the establishment of the SE 165th Street Sanitary Sewer Main Extension project and approve
the request to transfer$150,000 from the 2015 Sewer Repair Replacement Project (426/465507) to fund
this new project.

SUBJECT: Request to Establish New Wastewater CIP Project

ISSUE:
Shoufd the City's Wastewater Utility establish a new capital improvement project to
extend sewer service in SE 165th Street from 108th Avenue SE to the existing alley and to
establish a project budget of$150,000 to complete the project work?
RECOMMENDATION:
Approve the establishment of the SE 165th Street Sanitary Sewer Main Extension Project
and approve the request to transfer$150,000 from the 2015 Sewer Repair Replacement
project(426/465507) to fund this new project.
BACKGROUND SUMMARY:
In November of 2014 the City was approached by property owners representing nine
existing lots that front on SE 165th Street, between 108th Avenue SE and the existing
afley to the west. The neighborhood had been working with Soos Creek Water and
Sewer District (District)to extend a sanitary sewer main to serve the block of nine
homes, but they were unable to come up with a satisfactory method/price for the
project. The District at that time agreed to allow the neighborhood to appraach the City
to provide the service and to transfer the sewe�service area from the District to the
City.
Wastewater staff developed a preliminary plan of how the City could provide service
and what the estimated total project cost would be. For the purposes of determining a
potential frontage cost per lot, we estimated the total praject cost to be about
$120,000,or approximately$13,000 per lot. This information was presented to the
residents of this area who were comfortable with the estimated cost per lot and with

the City utilizing a Special Assessment District to collect that frontage cost at such time
as they connect to the facility.
As part of our 2015 Wastewater Capital Improvement Fund,the Wastewater Utility has
a project known as the 2015 Sanitary Sewer Replacement/Rehabilitation. It has an
initial budget of$1,300,000. The Wastewater Utility can still perForm the work it had
intended with the 2015 project even with the transfer of$150,000 to complete this
small sanitary sewer extension. The Wastewater Utility also has staff avaitability to
manage this small additional project without having to significantly delay or postpone
any of its other planned activities for this year to complete this additional work.
CONCLUSION:
The addition of this minor capital project to the Wastewater Utility Capital Improvement
Program will not result in any impact to either the funding or timing of any other current
capital project in our program. In addition,the Wastewater Utility has sufficient staff
resources to complete this minor project without delaying or postponing any of our
' existing projects or programs. As such,we recommend that the Council authorize the
new capital project, SE 165`h Street Sanitary Sewer Main Extension, and approve a
' transfer of$150,000 from the 2015 Sanitary Sewer Replacement/Rehabilitation project
(426/465507)to cover the anticipated total project costs.

ORDINANCE NO.
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTION
1-3-2 OF CHAPTER 3, REMEDIES AND PENALTIES. OF TITLE I (ADMINISTRATION)
OF THE RENTON MUNICIPAL CODE, CLARIFYING THE LANGUAGE IN
SUBSECTION 1-3-2.P FOR CONSISTENCY.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS
FOLLOWS:
SECTION I. Subsection 1-3-2.P.4 of Chapter 3, Remedies and Penalties, of Title I
(Administrative) of the Renton Municipal Code, is hereby amended as follows:
4. After three (3) prior violations, whether they occurred at the same
time or in succession, the fourth violation shall constitute a gross misdemeanor.
The Administrator and/or CCI has the authority to submit the violations to the
prosecutor for criminal prosecution as provided in RMC 1-3-3.D.
a. The criminal offense shall be for failing to eliminate a violation
after a Finding of Violation or after a confirmation or modification of a Finding of
Violation.
,
b. The prosecutor s burden is to prove beyond a reasonable doubt
as to any Violator cited that in the City of Renton:
i. The Violator has had three (3) prior violations under this
Section of the Code; and
ii. The prior �;�-violations were within the last ten (10)
years. Time served in jail is not excluded from the ten (10) year period.

c. If a Violator/Defendant is found guilty beyond a reasonable
doubt, the Violator/Defendant shall serve no less than five (5) days in jail for the
first conviction, no less than ten (10) days for the second conviction, and no less
than thirty (30) days for any subsequent conviction.
d. A Violator/Defendant shall not be eligible for Electronic Home
Detention or any other alternative to jail time.
e. A Violator/Defendant shall remain responsible for the RMC civil
code violation penalties and/or any costs, not including the cost of prosecution.
SECTION II. This ordinance shall be effective upon its passage, approval, and thirty
(30) calendar days after publication.

The Finance Committee approves for payment on February 2, 2015 claims vouchers 335358 —
335976, 9 wire transfers and 2 payroll runs with benefit withholding payments totaling
$13,785,380.73 and payroll vouchers include 1,443 direct deposits and 134 payroll checks
totaling$3,199,273.80.

The Transportation/Aviation Committee recommends concurrence in the staff
recommendation to approve Amendment 01-14 to Rainier Flight Service's lease (LAG 14-005)
for the use of a portion of the leased area for Airport equipment storage with a corresponding
leasehold reduction, and authorize the Mayor and City Clerk to sign the lease agreement.

the Pledge of Altegiance to the flag.

PROCLAMATION A proclamation by Mayor Law was read declaring February 2015 to be
National Black History Month "National Black History Month" in the City of Renton and encouraging all
—February 2015 citizens to join in learning more about the rich history of African Americans
during this special observation. MOVED BY PRINCE, SECONDED BY TAYLOR,
COUNCIL CONCUR IN THE PROCLAMATION. CARRIED.
Museum Manager Elizabeth Stewart accepted the proclamation. She stated
that the purpose of Black History Month is to showcase the accomplishments
and contributions of people of African descent to American life and culture.
She announced that the Renton History Museum will be hosting two programs
in February to commemorate Black History Month.
Ms.Stewart reported that Professor Eric Davis of Bellevue College will host a
conversation on February 19, at 5:30 p.m.titled, "Rap: 101."She explained that
this program is about contemporary popular culture and social justice as
expressed in the lyrics of rap music. She reported that the second program will
occur on February 28, at 1 p.m. She explained that Global Heat will be hosting a
performance celebrating the Black roots of American music. Ms. Stewart
remarked that residents can visit www.rentonwa.gov/rentonhistorymuseum for
more information.
AUDIENCE COMMENT Howard McOmber(Renton) remarked that the Seattle Seahawks had a fantastic
Citizen Comment: McOmber- year and Renton supports the team for the long haul. He added that Renton is
Seattle Seahawks the heart and soul of Seahawks territory.

Appointment: Municipal Arts Mayor Law reappointed Jerri Everett to the Municipal Arts Commission for a
Commission term expiring on 12/31/2017. Council concur.
CAG: 14-086, Knotweed Community Services Department recommended approval of Amendment No.4
Control, King Conservation to the landowner Collaboration for Knotweed Control along the Cedar River
District project agreement with King Conservation District to revise the budget
worksheet regarding the City and Friends of the Cedar River Watershed in-kind
shares. Council concur.
Utility: Establish SE 165th St. Utility Systems Division requested approval to establish the SE 165th St.
Sanitary Sewer Main Extension Sanitary Sewer Main Extension project, and authorization to transfer$150,000
Project from the 2015 Sewer Repair Replacement Project to fund this new project.
Refer to Utilities Committee.

NEW BUSINESS Councilmember Taylor shared the names of several notable African Americans
Community Event: Recognition in honor of Black History Month. He recognized Frederick lones, inventor of
of Notable African Americans refrigerated trucks; Garret Morgan, inventor of the traffic light signal and World
War II gas masks; Henrietta Blackberry, inventor of an underwater cannon
system used to launch torpedoes in World War II; Daniel Hale Williams,the first
surgeon to successfully conduct open heart surgery; and Elijah McCoy, who
created so many inventions people would ask, "Is that the real McCoy?"

to a month; and
4N�ereas,confident that their struggles matter in human history, black scholars, artists, athletes
and leaders have used their talents to change how the world viewed African Americans; and

shaping world politics and diplomacy; and

"A Century of Black Life, History and Culture" as the 2015 National Black History Month theme;
