' ISSUE:
Should Council approve the Job Order Contractor(JOC) contract proposal for final
improvements to the building at 800 West Perimeter Road and authorize the Mayor and
City Clerk to sign the proposal?
RECOMMENDATION:
Approve the JOC contract proposal for final improvements to the building at 800 West
Perimeter Road and authorize the Mayor and City Clerk to sign the proposal.
BACKGROUND:
The building at 800 West Perimeter Road (800 Building) is currently being renovated by
Rainier Flight Service (Rainier)for their future tenancy. Rainier is completing tenant
improvements to the interior of the structure.
The Airport asked for a proposal from the City's job order contractor, Forma
Construction, to provide the final improvements to the building that began last year.
Last year the south slope of the roof was covered with a membrane material to help
stop existing leaks, but recovering the north half was left for 2015. Also left for 2015
was repainting the exterior of the building. Both of these items are included in Forma's
proposal and are a condition of the recently executed lease agreement with Rainier.
Two other projects were also grouped into this proposal. First, Forma will be installing a
manually operated roll up door on the northwest corner of the 800 building for Airport
staff use. Currently, the Airport has occupancy of the room in the northwest corner of
Ed Prince,Council President
Members of the Renton City Council

the 800 building. The room is large enough to store snow equipment and other large
equipment and materials. The problem is that access to the room is only through two
separate standard-sized doors from within the hangar itself. Adding a rollup door will
allow Airport employees to access the room from the exterior of the building and will
also allow Airport employees to move larger items into and out of the room.
The second additional project on Forma's scope of work is to add 110v electrical service
on the east side of East Perimeter Road near Boeing's south bridge. Currently there is a
generator on site that is running two electric pumps. The pumps are located in catch
basins along the concrete flood protection wall. The outlet pipes going into the Cedar
River are covered in silt and, as a result storm water is not draining from the airfield as
quickly as it needs to be.
The pumps were installed to move the water from the catch basin, over the flood
protection wall and into the Cedar River. This is the temporary solution until the Cedar
River is dredged in 2016. After the river is dredged airport drainage in the vicinity
should no longer be a problem.
The electric pumps are plugged into a portable generator which the Airport staff has
been actively maintaining. The new electrical service will provide exterior outlets near
the flood wall to plug the pumps into. At this point the generator can be removed from
the site.
The total project cost is$190,501.12 which includes Washington State sales tax. Funds
to complete this project are coming from the Major Maintenance CIP account, GL
422.725088.016.594.46.63.000 with a 2015 budget of$350,000.

' Does the City wish to establish a Special Assessment District for the South 132"d Street

distributed to those who benefit?
RECOMMENDATION:
Approve the fina) South 132"d Street Sewer Extension Special Assessment District
No. 0047 and present the ordinance for first reading.
BACKGROUND SUMMARY:
The South 132"d Street Sewer Extension project will provide sanitary sewer service to
properties adjacent to South 132"d Street from its intersection with Renton Avenue
South to a point approximately 600 feet to the west.
The Wastewater Utility has proposed to use a per-connection method of calculating the
assessments for the properties within the proposed assessment district. This method
divides the cost of the project by the number of potential lots within the assessment
district that can gain direct benefit from the new sewer. There are 30 potential lots
within the proposed assessment district boundary.
The final cost for the project is$337,647.66. The Wastewater Utility is proposing to
divide the cost of the project by the number of potential lots that can gain direct benefit
to calculate the per-connection charge for the sewer special assessment district.

Council President Ed Prince I
February 20,2015
Therefore, using the project cost of$337,647.66 for the sanitary sewer installation, the
per-connection charge would be$11,254.92.
CONCLUSION:
It has been the policy of the City that when sanitary sewer facilities have been installed
that the City hold a Special Assessment District in order to ensure each property that
benefits from the new facility pays its fair share of the costs. This policy helps ensure
the existing ratepayers do not pay a disproportionate share of the costs for these
City-installed facilities.
Therefore,we recommend that Council approve staff's recommendation for
establishment of the South 132"d Street Sewer Extension Special Assessment District
No. 0047.

CITY OF RENTON
FINAL NOTICE OF POTENTIAL ASSESSMENT
for City of Renton South 132"d Street Sewer Interceptor
Special Assessment District No. 0047
Date Mailed: XXXX XX, 2015
Per Unit Assessment
$11,254.92
Name
Street Address
City,State Zip
King County Account No.
LEGAL DESCRIPTION:
On January 30, 2015, I, Jason Seth, the City Clerk of Renton, Washington, mailed you a notice of
potential assessment for sanitary sewer improvements associated with the South 132"d Street Sewer
Extension Project. We have now completed construction of these sewer facilities. The facilities, as
shown on the attached map, are eligible for cost recovery under City Special Assessment District
Ordinance No.4444.
For those properties that could receive benefit directly by the sewers, future use would trigger
payment of a 'fair share' cost of the sewer. This assessment is calculated, as a unit charge, by
dividing the cost of the conveyance portion of the sewers by the number of units projected for the
basin senred by these sewers. This rate has been established at$11,254.92 per unit.
The purpose of the assessment district is to allow the City the ability to collect the costs of the
construction of the sewer facilities from all those who benet from its construction. To accomptish
this, we are required to record an ardinance which will serve as a notice of potential assessment.
This ordinance will establish a boundary that includes any parcel that may benefit in the future. It is
our goal to ensure, in fairness to all, that any property owner that connects at a later date pays their
share just like those who will connect right away. The benefit area is defined as the ultimate service
area that the facility may be able to serve. This boundary is shown on the attached map.
You will only be required to pay this assessment when the property gains benet from these
sewer facilities. Until that time, the property can be sold or change hands without triggering the
assessment. Benefit from these sewer facilities can be described as follows:
• A property not currently connected to a City sewer facility (i.e., currently utilizing an on-site
system or a vacant parcel), that connects to the sewer system associated with this district will
trigger the assessment. Until then, the assessment will not be triggered.
• For those properties that are already connected to City sewer, this assessment will only be
triggered if the property increases its density either by change of use(i.e.,single family to multi-
family housing) or through increased density within the same use (i.e., further subdivision of
land for single family housing).

You will not be required to pay the assessment unless one of the above situations occurs. However,
the assessment district will accrue simple interest at a rate of 2.60% per annum for a period of ten
years. The accrual of interest will begin thirty (30) days after the notice of potential assessment is
recorded with King County Records. To avoid interest charges at a future date, you may pay the
amount of assessment during the thirty-day period after recording, interest free. This option is
totalfy at the discretion of the property owner.
Per City Ordinance No. 4444 you may request an appeal hearing by writing to the Renton City
Council, c/o City Clerk, 1055 S. Grady Way, Renton, WA 98057, within twenty (20) days of this

SUMMARY OF ACTION:
The purpose of the Sanitary Sewer Rehabilitation 2015—CCTV Inspection Poject is to potentially
rehabilitate approximately 41,000 linear feet of old, corroded concrete sanitary sewers with new Cured-
In-Place Pipe (CIPP). As part of this work, a preliminary Closed-Circuit Television Inspection (CCTV) '
needs to be performed on the respective sewers to allow City staff to prepare contract documents and
provide necessary information to prospective bidders. The work to be performed under this consultant
agreement includes cleaning and CCN inspection of the respective sewers and the integration of these
inspections into the Cits Wastewater GIS database.
The Sanitary Sewer Rehabilitation 2015—CCTV Inspection Project will be funded by the City of Renton's
Wastewater Utility CIP budget. There is sufficient funding in the approved 2015 Sanitary Sewer

SUBJECT: Sanitary Sewer Rehabititation 2015—CCN Inspection
Engineering Consultant Agreement with Bravo Environmental
NW, Inc.
ISSUE: I'',
Should the City enter into a consultant agreement with Bravo Environmental NW, Inc. to
provide Closed-Circuit Television (CCTV) sewer main inspection for engineering purposes
for the Sanitary Sewer Rehabilitation 2015 Project, in the amount of$130,555.75?
RECOMMENDATION:
Execute the Engineering Consultant Agreement with Bravo Environment NW, Inc., in the
amount of$130,555.75,to provide Sanitary Sewer Rehabilitation 2015-CCTV Inspection
services.
BACKGROUND SUMMARY:
The sanitary sewers in the Renton Highlands that are located between NE 16th Street to
the north, Monroe Avenue NE to the east, NE 4h Street to the south, and Sunset
Boulevard NE to the west were constructed as part of the war effort in 1942. These
sewer mains are made of concrete and due to hydrogen sulfide corrosion are at the end
of their useful life. The sanitary sewer mains in Talbot Road South (between South 26tn
Street and South 32"d Place) were constructed in 1973, are concrete and also highly
corroded by hydrogen sulfide gases that are a result of an upstream sewage lift station
(see attached vicinity map for locations).
The Wastewater Utility intends to rehabilitate approximately 41,000 linear feet of
concrete sewer mains during the summer of 2015 utilizing Cured-In-Place-Pipe (CIPP)
technology. CIPP rehabilitation will install new polymer pipes within the existing
concrete pipes without the need for open-cut excavation, which reduces disruption to
the neighborhood.
r
Mr.Prince,Council President
February 20,2015
In order to prepare construction documents and provide prospective contractors with
necessary information for bidding, the Wastewater Utility needs to have CCN
inspections performed on the respective sanitary sewers. This CCTV inspection is
expected to take approximately two months. The City of Renton does not have a full-
time CCN crew and therefore cannot dedicate sufficient time to perform the required
inspections prior to the summer dry weather construction period.
The Sanitary Sewer Rehabilitation 2015—CCTV Inspection Project will be funded by the
City of Renton's Wastewater Utility CIP budget. There is sufficient funding in the
approved 2015 Sanitary Sewer Rehabilitation/Replacement account#426.465507.
Bravo Environmental NW, Inc. was selected from the approved eCityGos Shared
Procurement Portal Engineering Consultant Roster.
CONCLUSION:
The City should enter into a consultant agreement with Bravo Environmental NW, Inc. to
provide CCN inspection of sanitary sewers in the Renton Highlands to allow the Cits
Wastewater staff to properly prepare contract bid documents for the 2015 Sanitary
Sewer Rehabilitation construction contract.
