bids; engineer’s estimate $329,991.39; and submits staff recommendation to award the
contract to the low bidder, Equity Builders, LLC, in the amount of $362,554.50. Refer to

c. Administrative Services Department recommends amending RMC 5‐23‐7B to clarify the time
limitation for tax/fee audits as the audit year plus six previous years. Council concur. (See 8.c.

the Community Connectivity Consortium agreement, to provide additional fiber optic cable

SUMMARY OF ACTION:
Engineer's Estimate: $329,991.39
In accordance with Council procedure, bids submitted at the subject bid opening met two of the
three required criteria as follows: There was more than one bid, and there were no irregularities with
the low bid.
Regarding the requirement that the bid be within the total project budget: The low bid is within the
2012 project budget total, however, approximately $70,000 is currently under contract for engineering
consultant services for the project. So an additional $100,000 in budget will be allocated within the
2013 capital budget to cover the project total, including construction, engineering, staff time and other
project expenses. Therefore, staff recommends acceptance of the low bid submitted by Equity
Builders, LLC, in the amount of $362,554.50, and authorization for $100,000 additional 2013 capital
budget allocation to meet the total project budget of $500,000.
STAFF RECOMMENDATION:
Award the contract to the low bidder, Equity Builders, LLC, in the amount of $362,554.50, and authorize
a 2013 budget proposal of $100,000 for the Liberty Lift Station project.

ISSUE
Should the City execute an Interlocal Agreement for fiber connection to King County Regional
Communications and Emergency Coordination Center KC-RCECC and provide a future
connection to the Community Connectivity Consortium members (Renton, Kirkland, Bellevue,
Redmond, Seattle, Auburn, and Renton School District, and Valley Communications Center)?
RECOMMENDATION
Staff recommends approval of the Interlocal Agreement.
BACKGROUND
The City is a member of Community Connectivity Consortium (CCC aka. Fiber Consortium), a
group of local government agencies comprised of local cities, hospitals, schools and utilities
sharing resources to develop connectivity among agencies over fiber optics. The attached
Consortium Interlocal Project Agreement supplements the original agreement by providing
additional fiber optic from the north side of NE 4th St. approximately 150’ west from Monroe
Ave. NE to KC-RCECC. As a result of this project, consortium partners gain fiber strands as
detailed on the attached agreement. There are no costs to the City for this project. From this
project, the City gains additional fiber to the Public works Shop building.

D.Project Specifications and Scope of Work
This project shall meet all the requirements of King County IT Department and the City of
Renton Public Works Department, i.e. traffic control plans, street use permits, waiver of
existing underground ordinance, city and county business license requirements, etc.
Route Preparation
·Work to be done during normal working hours:
Inventory and proof the route described above in A. Project Route from the existing
25-TA splice vault on the north side of NE 4th St., approximately 150’ west from Monroe
Ave. NE to MDF of Renton City Shop Building

Renton City Shop Building to MDF of KC-RCECC Building
Note: All construction instructions are subject to minor revisions as agreed to by the
Consortium Project Manager and the contractor to adjust for conditions which cannot be
known before proofing/locates are completed. However, the contractor is responsible to
knowing all project conditions.
Underground and Aerial Fiber Placement
·Work to be done during normal working hours:
1.Reel bare fiber test and provide test results of the 144 count SM fiber cable approximately
6,200 feet in length. Reel testing maybe waived with the contractor assuming full

responsibility for the integrity of the cabling prior to and during installation.

a.Provide and install the 144 count SM fiber cable from the 25-TA splice vault on the
north side of NE 4th St. approximately 150’ west from Monroe Ave. NE through the
pathway described above in A. Project Route to MDF of KC-RCECC via the existing
King County manhole on east side of Olympia near the southwest corner of the Renton
City Shop Building a distance of approximately 5,600 feet. Provide 150’ of slack for the
25-TA splice vault on NW corner of Monroe Ave. NE and NE 4th Street, 300’ of slack
at the King County manhole on east side of the unnamed access road near the southwest
corner of the Renton City Shop Building, 200’ for MDF of KC-RCECC, 50’ of slack for
each 25-TA vault, and 80’ for each manhole the cable passes through in the route.
b.Provide and install a 144 count SM fiber cable from the existing King County manhole
on east side of Olympia near the southwest corner of the Renton City Shop Building to
MDF of Renton City Shop Building a distance of approximately 600 feet. Provide 100’
of slack for both cable end locations and 50’ of slack for each 25-TA vault in the cable
route.
c.Attach an orange label with black lettering to the 144 count SM fiber cable at each
access point reading:

3.Where toneable medium does not already exist in the conduit, provide and install toneable
mule tape along the fiber cable in the underground such that future locates can identify the
path of the conduit. In hand holes and vaults where the mule tape is not continuous splice
the conductors together using water and corrosion resistant splicing crimps and secure the
mule tape such that it cannot be pulled into the open conduit end.
Fiber Terminations and Splicing
·Work to be done during normal working hours:
Important note: All splice plans are preliminary and are included in this early version of
the document for illustration purposes only. Confirmed spice details will be provided
selected contractor.
The majority of the splicing and termination details will be determined at a later date. The
items below are examples of the type of splice instructions that will be provided to the
installation contractor(s) prior to the completion of the project. Each participating agency
will provide the splice details for the fibers assigned to them in E. Fiber Apportionment
below. Additions to the Fiber Terminations and Splicing section of this document must be
specific to fiber splicing and termination and shall not alter or amend the terms of any other
portion of this document.

1.Splice specifications for NW Corner of Monroe Ave. NE and NE 4th Street
2.At the King County manhole on east side of the unnamed access road near the southwest
corner of the Renton City Shop Building provide and install an underground fiber splice
case sufficient to perform a mid-sheath splice on the 144 count fiber backbone.
3.In MDF of Renton City Shop Building, provide and install a rack mounted fiber patch panel
with capacity to terminate 144 fibers. Provide and install 48 each SC-UPC type single-mode
fiber connectors terminating fibers 1-48 of the spur 144 count single mode fiber.
4.In MDF of KC-RCECC Building, provide and install a rack mounted fiber patch panel with
capacity to terminate 144 fibers. Provide and install 144 each SC-UPC type single-mode
fiber connectors terminating fibers 1-144 of the spur 144 count single mode fiber.
5.At the fiber splice case in the King County manhole near SW corner of Renton City Shop
Building:
·locate fiber strand 49-72 of the backbone 144 count fiber and cut them.
·express the remaining fibers through the splice case. Splice fibers 1 to 24 of the 144
spur fiber from Renton City Shop Building to fiber strand 49 to 72 of north end of 144
count backbone fiber.
·splice fibers 25 to 48 of the 144 spur fiber from Renton City Shop Building to fiber
strand 49 to 72 of south end of 144 count backbone fiber.
6.Splice details for NW Corner of Monroe Ave. NE and NE 4th Street … approximately 72
splices will be completed following instructions to be written prior to project completion?
Note: more splice sections may follow detailing splices to the owner agencies when the fiber
topology and fiber count and ownership has been fully negotiated.
E.Fiber Apportionment
One 144 count single-mode fiber optic cable will be installed along the entire above described route.
The following table is for illustrative purposes only to detail initial fiber distribution among project
agreement participants. Actual strand assignments will be determined through the splice tables and be
dependent upon existing fiber splice connections.
1.Fibers 1 - 48 (48 fibers) will be owned and maintained by King County.
2.Fibers 49 - 72 (24 fibers) will be owned and maintained by the City Renton.
3.Fibers 73 - 78 (6 fibers) will be owned and maintained by the University of Washington.
4.Fibers 79 - 84 (6 fibers) will be owned and maintained by the City of Bellevue.
5.Fibers 85 - 90 (6 fibers) will be owned and maintained by the City of Kirkland.
6.Fibers 91 - 96 (6 fibers) will be owned and maintained by the City of Seattle.
7.Fibers 97 - 102 (6 fibers) will be owned and maintained by the City of Auburn.
8.Fibers 103 - 108 (6 fibers) will be owned and maintained by the Renton School District.
9.Fibers 109 - 114 (6 fibers) will be owned and maintained by Valley Communications Center.

D.Maintenance Responsibilities and Costs, including Ongoing Maintenance

Expected future maintenance has been broken down into the categories below. If a maintenance issue
arises that is not listed below, those costs will be proportionately split based on fiber ownership in each
fiber segment by the participating agencies.
Locates
The City of Renton and King County agree to perform or pay for all locates required and requested
through Underground Utilities Locate Center (UULC) for the fiber and conduit installed as a result of
this agreement that is on property owned by the City/County, in the City/County right-of-way and in
the right-of-way in potential annexation areas.
Relocation
Any and all relocations will be borne by the parties to this agreement. Cost shall be apportioned based
on the percent of fiber owned by each participating agency.
Repairs/Breaks
The City of Renton and King County shall be responsible for immediate and timely repair of all breaks
or outages of fiber in the project agreement. The City of Renton and King County shall contract with a
competent and qualified vendor to provide 7x24x365, four hour response to any fiber breaks/outages
that happen on the fiber segments in the agreement. Should the Consortium contract for such services,
the City of Renton and King County will be relieved of this responsibility.
The City of Renton or King County will determine Cost Apportionment using a formula based on the
percentage of fiber owned by each partner to this agreement. Upon completion of the repair, the City
of Renton or King County shall invoice each partner for their share of costs.

IV.Apportionment of Liability
During construction, the Contractor shall be responsible for the project work and the project site. In the
event that the project work causes or contributes to any harm, damage, injury or loss to any person or
property, whether during construction or after completion of the project, each party shall be responsible
to the extent the party is found to be at fault.
Each participating agency to this agreement shall ensure that the participating agency and all persons
performing the Work, including without limitation project suppliers and subcontractors, maintain in
effect at all times during the Work, coverage or insurance in accordance with the applicable laws
relating to worker’s compensation and employer’s liability insurance (including, but not limited to, the
Washington Industrial Insurance Act and the laws of the state in which any such person was hired),
regardless of whether such coverage or insurance is mandatory or merely elective under the law. The
Lead Agency or contracting party shall furnish to Participating Agencies such assurance and evidence
of such coverage or insurance (such as copies of insurance policies and Certificates of Compliance
issued by the Washington State Department of Labor and Industries) as Participating Agencies may
request.
Each Participating Agency shall maintain in full force and effect throughout the term of this
Agreement, a minimum of One Million Dollars ($1,000,000) liability insurance for property damage
and bodily injury. In satisfying the insurance requirements set forth in this section, the Participating
Agency may self-insure against such risks in such amounts as are consistent with good utility practice
or shall obtain a coverage agreement through a Risk Pool authorized by Chapter 39.24 RCW which
shall provide liability coverage to the Participating Agency for the liabilities contractually assumed by
the Participating Agency in this Agreement. At the time of execution of this Agreement, and prior to
commencement of performance of any of the Work, each Participating Agency shall furnish
Participating Agencies, upon request, with a Certificates of Insurance as evidence that policies
providing insurance (or self-insurance) with such provisions, coverage’s and limits are in full force and
effect.

SUMMARY OF ACTION:
27th Annual IKEA Renton River Days will be July 27 through July 29, 2012.
In the past, it has been the policy of the City to waive all park use, facility use, and permit fees for
activities endorsed by the Renton River Days Board of Directors. Each IKEA Renton River Days event
and activity will still be subject to review and approval by the appropriate City departments, such as
inspection of food booths and large shade tents by Fire & Emergency Services, street closures for the
parade route (PBPW/Transportation Systems) and hanging festival banners (PBPW/Signal and
Sign Shops).
STAFF RECOMMENDATION:
Authorize the Administration to waive all fees and charges associated with the 2012 IKEA Renton River
Days Community Festival.

This year is the 27th Annual IKEA Renton River Days, and celebrates the theme
“Duck into Fun!” The festival brings thousands of residents and visitors together who
will experience community spirit and citizen engagement, enjoy beautiful city amenities,
and participate in a variety of events, activities, arts & crafts, recreation, stage
entertainment, and many special features just for children. The festival is non-gated
with free admission. Nearly all activities are free of charge for children. Renton River
Days has a long history of working in collaboration with City officials, administration, and
staff to most efficiently utilize the availability of City resources in concert with extensive
volunteer support and sponsor funding to maintain the quality of IKEA RRD to better
serve the community.
Staff Recommendation: It has been the policy of the City to waive all park use, facility

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE
MAYOR AND CITY CLERK TO ENTER INTO AN ADDENDUM TO THE COMMUNITY
CONNECTIVITY CONSORTIUM'S PROJECT AGREEMENT TEMPLATE POLICY,
BETWEEN THE CITY OF RENTON AND THE CITIES OF AUBURN, BELLEVUE,
KIRKLAND, SEATTLE, AND KING COUNTY, RENTON SCHOOL DISTRICT,
UNIVERSITY OF WASHINGTON, AND VALLEY COMMUNICATIONS.
WHEREAS, the current members of the Regional Fiber Consortium, of which the City
was a member, established a public corporation called the Community Connectivity Consortium
("Consortium") and entered into the Community Connectivity Consortium's Project Agreement
Template Policy ("Policy"); and
WHEREAS, the Consortium wishes to provide a fiber optic cable from Monroe Avenue
NE and NE 4th Street in Renton, through Monroe Avenue NE, then NE 2nd Street, unnamed
access road to KC-RCECC Building via the Renton City Shop Building through existing
underground pathway; and
WHEREAS, it is necessary to enter into an addendum to the Policy in order to provide
the fiber optic cable; and
WHEREAS, Chapter 39.34 RCW authorizes the City of Renton to enter into an interlocal
cooperation agreement to perform any governmental service, activity or undertaking which
each contracting party is authorized by law to perform and RCW 35.21.730 through 35.21.759
authorizes the formation of a public corporation;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, ANNEXING CERTAIN
TERRITORY TO THE CITY OF RENTON (WINDSTONE V ANNEXATION; FILE NO. A-
11-004).
WHEREAS, under the provisions of RCW 35A.14.120, as amended, a written annexation
petition was presented and filed with the City Clerk on or about November 23, 2011; and
WHEREAS, prior to the filing and circulation of the petition for annexation to the City of
Renton, pursuant to RCW 35A.14.120, the petitioning parties, comprised of property owners of
not less than ten percent (10%) in value, according to the assessed valuation for general
taxation of the area to be annexed, notified the City Council of their intention to commence the
direct petition for annexation proceedings; and
WHEREAS, after a public hearing, it was determined that the petitioning owners agreed
to accept that portion of the City's Comprehensive Plan as it pertains to the territory including
the applicable Zoning Code relating thereto; and
WHEREAS, the King County Department of Assessments examined and verified the
signatures on the petition for annexation on or about January 31, 2012, and determined that
the signatures represent at least sixty percent (60%) of the assessed value (excluding streets) of
the area to be annexed, as required by RCW 35A.14.120; and
WHEREAS, the Department of Community and Economic Development the City of
Renton considered and recommended that the City of Renton annex the properties; and

WHEREAS, consistent with RCW 35A.14.130, the City Council set March 12, 2012, in the
City Council Chambers, City Hall, as the time and place for a public hearing on the petition with
notice as required by law; and
WHEREAS, pursuant to the notices, the public hearing was held at the time and place
specified, and the City Council having considered all matters in connection with the petition and
determined that all legal requirements and procedures applicable to the RCW 35A.14.120
petition method for annexation have been met; and
WHEREAS, the King County Boundary Review Board having deemed the "Notice of
Intention" approved as of May 16, 2012;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
SECTION I. The findings, recitals, and determinations are hereby found to be true
and correct in all respects. All requirements of the law in regard to the annexation by petition
method, including the provisions of RCW 35A.14.120, 130, 140, and 150 have been met. It is
further determined that the petition for annexation to the City of Renton of the property and
territory described below is hereby approved and granted; the following described property
being contiguous to the city limits of the City of Renton is hereby annexed to the City of Renton,
and such annexation to be effective on and after the approval, passage, and five (5) days after
publication of this Ordinance; and on and after said date the property shall constitute a part of
the City of Renton and shall be subject to all its laws and ordinances then and thereafter in
force and effect; the property being described as follows:

WHEREAS, under Section 4-2-020 of Chapter 2, Zoning Districts - Uses and Standards, of
