of Transportation for the obligation of grant funding in the amount of $300,000 for the
installation of Countdown Pedestrian Signals (CPS) at various intersections city‐wide
and a high‐instensity activated crosswalk (HAWK) signal at the intersection of Duvall
Ave. NE and NE 12th St. Council concur.

SUMMARY OF ACTION:
In the proposed 2013 budget we have shown Traffic Safety Program expenditures of $330,000. Earlier
this year we were notified we would be receiving a $300,000 Federal Safety Grant to install Countdown
Pedestrian Signal (CPS) at various intersections citywide and a pedestrian hybrid beacon (high-intensity
activated crosswalk – HAWK signal) at the intersection of Duvall Avenue NE and NE 12th Street.
The CPS is a countdown timer that is displayed at the same time as the flashing “Don’t Walk” or
upraised hand to inform the pedestrian the amount of time remaining to cross the street. The
improvements listed above will improve pedestrian safety at various locations citywide. The Hawk
signal is a beacon that remains dark for traffic unless a pedestrian activates the pushbutton. When the
pedestrian presses the button, approaching drivers will see a flashing yellow followed by a solid red
requiring them to stop. At this time the pedestrian receives a “Walk” indication.
This $300,000 grant does not require a local match. The remaining $30,000 in the proposed 2013
budget will be expended making other safety improvements.
STAFF RECOMMENDATION:
Authorize the Mayor and City Clerk to enter into the Local Agency Agreement with the Washington
State Department of Transportation for the obligation of grant funding and all subsequent agreements
necessary to accomplish this project.
