SUMMARY OF ACTION:
In March 2012, the position of Community & Economic Development (CED) Administrator was vacated.
Mayor Law appointed Chip Vincent, Planning Director, as interim administrator for the CED department
effective March 23, 2012. Chip Vincent was then appointed CED Administrator effective June 15, 2012.
Under RMC 1-4-3, this postion is subject to confirmation by a majority of the members of the City
Council.
Because the CED Administrator position was included in the 2012 budget, there is no additional cost to
the city.
STAFF RECOMMENDATION:
Confirm the appointment of Chip Vincent to the CED Administrator position; Grade m49, step A,
effective June 15, 2012.

SUMMARY OF ACTION:
The purpose of this supplement is to remove environmental services scope and budget from KBA, Inc.
contract CAG-11-105. This supplement will reduce the contract amount by $120,000. Staff proposes to
move this scope and budget to KPG, Inc. contract CAG-09-170 via Supplemental Agreement No. 4. A
separate agenda bill will address that action. The existing contract with KPG, Inc. includes
environmental services for this project. Specifically, scope and budget to sample, test and monitor
contaminated materials encountered during construction of the Rainier project. Since the extent of
contamination encountered on the corridor thus far is beyond the levels and areas anticipated for the
project, additional scope and budget is required for the KPG contract to cover additional sampling,
testing and monitoring. Having portions of this work covered under contract CAG-11-105 with KBA,
introduces inefficiencies and difficulties due to extra coordination between the two prime consultants
to conduct environmental services for this project.
STAFF RECOMMENDATION:
Authorize the Mayor and City Clerk to execute Supplemental Agreement No. 5 to remove environmental
services scope and budget from consultant contract CAG-11-105 with KBA, Inc. for the Rainier Avenue

A portion of this $243,000.16 additional expense to contract CAG-09-170 with KPG Inc.
will be paid for with a $120,000.00 reduction from contract CAG-11-105 with KBA, Inc.
The action to reduce the contract amount to CAG-11-105 with KBA, Inc. is contained in a
separate agenda bill for Council approval of Supplement No. 5 to CAG-11-105. The
intention of both supplements is to consolidate environmental services under one
consultant contract. The existing contract with KPG, Inc. includes environmental
services for this project. Specifically, scope and budget to sample test and monitor
contaminated materials encountered during construction of the Rainier project. Since
the extent of contamination encountered on the corridor thus far is beyond the levels
and areas anticipated for the project, additional scope and budget is required for the
KPG contract to cover additional sampling, testing and monitoring. Having portions of
this work covered under contract CAG-11-105 with KBA, introduces inefficiencies and
difficulties due to extra coordination between the two prime consultants to conduct
environmental services for this project.
The majority of the remaining balance of $123,000.16 in additional expense to contract
CAG-09-170 with KPG, Inc. will be paid for by reducing the estimated construction
services budget on this project for City staff (PW Transportation design staff and CED
inspectors) from $792,000 to $675,000, freeing up $117,000. The budget of $792,000
was based on a planning level estimate of average yearly salary plus benefits of
$120,000 multiplied by 3.3 employees multiplied by a project duration of 2 years
($792,000 = $120,000 per year per employee x 3.3 employees x 2 years). Upon closer
examination of actual monthly expenses to date and extrapolating those monthly
expenses for the duration of the project, yields a reduced total budget of $675,000
required for City staff. See attached “Exhibit A – Estimated Construction Management /
Inspection Expenses for City Staff” for the total estimate based on actual and estimated
monthly expenses and assumptions.
It must be emphasized that this estimate, requires that the overtime charged to the
project be kept to a minimum and assumes that one City inspector will be removed from
the project after October 31, 2013. Based on the contractor’s schedule, the majority of
construction is expected to be completed by the end of October 2013, except for the
final lift of asphalt plus any punch list items. Since this is a state route and the City has
received funding from WSDOT to overlay a portion of the street, the project is subject to
WSDOT requirements for paving. One requirement is that paving will not occur
between October 31 and March 31 in any given year, unless the weather conditions
permit it. Therefore, the estimate assumes minimal construction activities will be
occurring after October 31, 2013, and the final lift of asphalt will be placed sometime in
April 2014.

SUMMARY OF ACTION:
This supplement continues the design consultant’s services with the City to include construction
management activities during the project construction phase. The services provided under this
supplement include part-time staffing of a construction manager, a resident engineer, and a document
control technician/assistant for the duration of the project, approximately 6 months.
An additional $30,000 will be added to the project budget (TIP #5) to complete this project. This $30,000
will be reallocated from the NE Sunset Boulevard Corridor Improvements ($10,000), the 1% for the Arts
Program ($10,000), and the Logan Avenue North Concrete Panel Repair ($10,000). The budget
adjustment will be part of the 2012 year end budget adjustment.

RECOMMENDATION:
Authorize the Mayor and City Clerk to execute the supplemental agreement with Parametrix,
Inc. in the amount of $278,324.68 for construction management services for the NE 3rd/4th
Corridor Improvements, Phase 1 Project.
BACKGROUND:
The NE 3rd/4th Corridor Improvements, Phase 1 Project represents the first phase of
improvements within the corridor.
The project will improve the capacity, mobility and safety of NE 4th Street between Union Ave
NE and Bremerton Ave NE by widening NE 4th Street to provide bicycle lanes and improved
sidewalks. The intersection of NE 4th Street and Whitman Avenue NE will be signalized.
Improved illumination will be installed. Modifications will be made to the U.S. Postal Service
site in order to move the mail drop off of NE 4th Street and onto Whitman Avenue NE.
Additionally, King County Water District #90 in coordination with this project will be replacing
their water main under NE 4th Street.
The original consultant agreement, CAG-10-157, provided for design and right-of-way services
for the NE 3rd/4th Corridor Improvements, Phase 1 Project. The original agreement,
CAG-10-157 expired on December 31, 2011, and was replaced by a new agreement,
CAG-12-011, that transferred the remaining budget from the previous agreement to provide

continuation of project design and right-of-way. Supplement #1 provided for budget to
complete the design and right-of-way services.
This supplement #2 continues the consultant’s services with the City into construction
management during the project construction phase. The City does not have staff resources to
provide on-site management of this construction project. The services provided under this
supplement include part-time staffing of a construction manager, a resident engineer, and a
document control technician/assistant for the duration of the project, approximately 6 months.
Incorporated into the NE 4th Street project are a joint utility trench and replacement of a King
County Water District #90 water main. Previously, CAG 12-122 entered into an agreement with
King County Water District #90 for them to reimburse the City for their portion of the work,
including $30,000 for construction management. Utility reimbursement agreements with
CenturyLink and Comcast will also include $5,800 for construction management.
The $30,000 budget adjustments from three other projects are necessary to fund the
construction management contract while retaining our current construction contingency. Due
to revised final year end estimate for construction cost, the 1% for the Arts Program has budget
available. The NE Sunset Boulevard Corridor Improvements project is pursuing grant funding,
and while funding is pending, this project has available budget. The Logan Avenue North
Concrete Panel Repair project came in under budget, and thus has available budget.

SUMMARY OF ACTION:
The City of Renton is eligible to receive a total of $2,717,600 in grant funding from the Washington
State Department of Ecology (Ecology) for the design and construction of the SW 7th Street Stormwater
Retrofit project; the Sunset Terrace Regional Stormwater Facility project; the Harrington Avenue NE
Green Connection project; and the NE 10th Street and Anacortes Avenue NE Detention Pond Retrofit
project. The projects will improve the quality of stormwater runoff in the City. The City’s matching share
of the grant agreements is $942,047. Funding for the SW 7th Street Stormwater Retrofit project is in the
2012 approved Surface Water Utility Fund 427 Capital Improvement Program (CIP) budget. The funding
for the other projects is included in the proposed 2013-2014 CIP budget.
The grant agreements consist of:
