The City Council of the City oP Renton do ordain as Pollows ;
�ection 1: That the licensing and inspection oP tagicabs and
for hire cars, the examining ot' the quelifications oP applicants Por
licenses to drive taxicabs and for hire cars and the licensing oP
drivers as hereinafter provided, and the enforcing of this ordinanee
shall be under the super�rision and control of the ChieY of Police of
the City of Renton.
SECTION 2: That no taxicabs shall ply or be operated upon the
streets of the City oP Renton without Pirst obtaining a license so to
do, such license, if issued, shall be for the c�lendar year and shall
be effective for such period of time, unless sooner suspended or re-
voked as hereinaPter provided. Application for lieenses for taxicabs
shall be �ade by the owner thereof upon blank forms to be furnished by I
the City Clerk, and such application shall contain the full name and
address of the owner, the ty�ae of vehiele and its passenger carrying
capaczty. Nor shall any owner of a tagicab allow the same to be
operated by any person other than the driver lieensed pursuant the
provisions of this ordinance.
SECTION 3; That no taxicab or Por h3.re car shall be licensed
unless the same is in a saPe condition Por use as such, nor until
satisfactory evidence is furnished that the provisions of applicable
state laws and this ordinanea have been eomplied with.
SECTION 4: That iY upon inspection a taxicab is found to be of
lawful eonstruction and in proper condition in aecordance w ith the
provisions of this ordinance, upon the payment of the license fee here-
inafter set Porth, the s�m,e shall be licensed by delivering to the owner
a card of such size and Porm as may be fixed by the City Clerk.
S�:C'�IUN 5: That the license fee shall be �30.00 per annum for
each taxicab and Por hire car licensed. In the cr�se of licenses issued

on or after July first o� each year, one-half only aP the gbove fee
shall be paid. All sueh licenses shall exp.ire on the 31st day of
December oY each year and shall not be transferable �'rom owner to
owner or car to car.
�ection 6; Every person desiring to d rive , operate or have
eharge of a taxicab or for hire car within the City of Renton, shall
make written application to the City Clerk for a li�ense so to do.
Such application shall be mad� upon blanks furnished by the Cit�
Clerk and shall be signed and sevorn to by the applicant bePore a
notary public or some other officer duly authorized to administer
oaths.
�ection. 7: E�ery applicant sha11 state his name, age, place of
birth, place of residenee , length of time he has resided in the City,
marrisd or single, last place of employment with name and address of
employer, whether he has baen previously licensed as such driver, and
if so where; �vhether any such license has ever besn suspended or re-
voked and if so, Por what eause; whether or not he has ever been con-
victed of a crime and if so the number oP such convictions, the approx-
imate dates thereof, the names of the courts in whieh he was charged,
the crime with which he was charged and the final disposition of the I
case and/or cases.
Section 8; L�very applicant must possess the followin� qualiPi-
cations: He must be at least twenty-one (21) years of age, and dulg '
licensed to drive a motor vehiele for hire under the laws of the State I
of �ashington, and must submit with his application a eertif icate Prom
the City Health OfPicer showing that he is free Yrom any infirmities of
body or mind which would render him unfit f or the safe operation of an
automobile f or the purpose herein stated, and especially free from any II
taint oP or tendency to epilepsy, vertigo, heart trouble or color
blindness. That he has a good knowledge o�' the laws of the State of

Washington and the ordinances of the Cit� of R�nton, Washir�;ton
relating to the driving and operation of motor vehicles.
Section 9: E�ery applicant shall accompany his application with
a certificate of two reputable citizens oP Renton, certifying that the
applicant is oP good moral character and not addicted to t�ae use of
intoxicating liquors or drugs; and must further accompany his application
with at least two (2) photo�raphs to be taken by the Police �epartment
of the City oP Renton without charge to the applicant; sueh photographs
to be af a size that may be easily attached to his lie�nse card. Each
such applicant sha11 under the supervision oP the Police Department oP
the City oP Renton furnish good and sufficient finger and thumb prints
without expense to the applicant.
Section 10: Every applicant for such �Yr�ver's lic�r�se sha11 b e
referred by the City Clerk to the Chief of Police , whose duty it shall
be to investigate such applicant and if satisfied with his qualifications
recor�mend in writing within a reasonable tirae that a license be issued
to him, or if not satisfied ��ith his qualifications so r eport ta the �
City Council. IP a license is issued pursuant hereto the City Clerk
shall file one of the photographs referred to in the preceding seetion
in the oPPice of the ChieP of Police and attach the other to the license ;
card so that it cannot be removed theref'rom and another substitu�d vrith-
out deteetion. The City Council of said City shall determine whether or
not said applicant is entitled to such license and if it determines that I
such applicant is entitled to such license � it shall notify the City
Clerk and she shall issue sueh license. Said license when issued shall
be displayed in a prominent place while driving, operating or in charge
of a taxf.cab or Por hire car covered by this ordinanc� , such displv to
ma�e license visible to occupants of the vehicle.
Section 11: Each applican�G shall pay to the City Health Officer a
fee of �2.50 Por medical e xamination, which f ee shall b e retained by the
examining oPf icer as full eompensation of the examin�tion; provided,
however, that if laboratory Pees are incurred in necessary analZrsis in

conrlection �rrith the ex�.ination such fee snall not be borne by the
applicant.
Section 12: Each applicant sha11 also accompany his apx�li�:ation
with a eertified check or cas hier's check made payable to the City
Treasurer, or cash in the sum of �5.00 which cheek or cash shall be
re�urned to the applicant if no license shall be issued hereunder,
otherwise paid to the City Treasurer as an annual license fee. All
licenses issued to drivers hereunder shall expire on December 31st
of each year, unless previously revoked. The power of revokation
with or without eause being expressly reserved to the City Council
as hereinafter provided.
�ection 13: IY the Chief of Police finds trlat any person lieensed
hereunder has been convicted oP a eriminal violation of �'ederal or
�tate law, or any ordinance of the City of Renton, and that sueh con-
viction establishes that such licensee is no longer oP good, moral
eharacter and reputation, or is not a car�ful and experienced d3rver,
then the Chief oP Police shall make a written report of the circum- !
stanees surrounding such matter to the City Council o�' the City ot'
Renton and shall make reco�nendations to the City Council regarding
the suspension or revocation of the license of such person. After
considering the said report and before revoking or suspending any
such license, the City Council shall order a hearing and in such ease '
shall notify the licensee of the date of said hearing and of the contents
of the report of the Chief of Poliee, which said hearing shall be held
on a day certain but shall be not less than ten (10� days Pron and after '�
the mailing of notiee of such hearing to such licensee , and which said
no�ice shall require the licensee to show cause on such date, if any
he has, why such license shall not be suspended or revoked. If upon ;I
hearing before the City Couneil a mfi�ority of the City Couneil ghall
Pind that the license of the said lieensee should be suspended or re- I'
voked , it shall be so ordered. An appeal from such order, suspension

or revacation, may be made to the �uperior Court f'or ��ir�g County,
in the manner provided f or under the genera2 laws oP the �tate of
Washington. In case oP the revocation of license , tr�e same shall be
taken up by the Ghief of Police and cancelled by the Citq C1erk, and
in case of the suspension af a 1i�ense the same shall be surrendered
to the City Clerk and shall be returned to the lieense� at the term-
ination of the period of suspension.
Section 14: It shall be unlavdPul Por any person to cruise,drive
or operate a taxicab or for hire car repeatedlyr or persistently to and
fro upon any public street.
Section 15; Any licenseehereunder makin� application for the
issuanee of subsequent license shall not be required to accompany the
same with the certificate of the City �iealth Off icer unless requzred
so to do by the Chief of Police and the Chief of Police is hereby ex-
pressly suthorized and empowered to order or require any applicant or
licensee to furnish such certificate or certificates relative to his
physical or mental condition at any time he may deem advisable and the
ChieP of Police shall report the result of such examination to the City
Council oP Renton.
Section 16: That every lieense issued under the provisions of this
ordinance shall state in substanee tha� such license is issued in con-
sideration of the Yees p aid therefore and the right of the City Council
to revoke or suspend such license pursuant to the provisions of this
ordinance. Upon the revocation of any license for cause the unearned porticn
of the license Pee shall be returned to the licensee.
Section 17: That it shall be a misdemeanor for anq person to
violate any of the provisions of this ordinance and everg person eon-
vieted of a misdeameanor for the violation oP any of the provisions
of this ordinance shall be punished by a fine not exceeding three
hundred dollars or by imprisonment in the City Jail for a p er iod not
exceeding ninety �ays or by both such fine and impr�sonment, and the
lieense of such person may be suspended or revoked.

�ection 18: That if any section or provision or part thereof
in this ordinance ahall be ad�udged to be invalid or unconstitutional
such adjudication shall not afPect the validity of the ord3.nanc�, �s i
a whole or any section, provision, or part thereoP not adjudged in-
valid or un.constitutional.
Section 19; This ordinance shall be in Pull farce and effect I
fivE days fram and aPter its passage, approval and legal publication.
