Section 1: THAT �'PHEREAS by reason of the bad con3ition of
certain street� due to unusually heavy traffic, it ia neceasary
to res urf'ace s�.me and in order to maintain in better condition
the gravel and dirt roade within the City limits, it i5 nec�asary
to purchase a motor tractor a�nd grader, and a`�.�:�����,
�?HEREAS, in making up the budget for the current fiscal year
it could not have reasonably been forae�n that it would be necessary
to purchase a motor tractor and grader; and cH%�w Q-�--1 �-L
t�HEREAS in irepaxing the es�imates for the ae�ver and gtreet
department for the current fisca� year the est-imate for� labor in
said department was too high an� the estimate for material in
said department was too low by approxir�ately Tw�lve Hundred Dollars,
(�¢1�00.00} , leaving a surplus of approxirnately Twelve Hundred
Dollara (�1200.00} to the credit of the labor account, and

t�HEhEAS, it is estimated that a motor traotox and �rader euch
as would be required for work as hereinbefore set forth �vould cost

�".!HEREAS, saia emergency is not one of the emergencie� specifically
mentioned in Section 6, Chapter 158, 5ession Laws of 1923;
N0�9, THEKEFpFtE, BE IT OHDAINED that there be and hereby is
appropriated in addi�ion to the amount in the buciget for the y�ar
1925, the sum of Three Tnousa,nd llollare out of the current ex�e� se

fund for the purchase of a motor tractor-�d �rader� An emergency
is hereby declared to exist.
Section 2: This ordinance shall not be passed until �ne week
after its introduction and it sha11 require the unanimou� vote of
the memberg nf' the Council pre�ent and the appronal of the Mayor.
S�ction 3: This ordinance shall become effective five clays
from and af�er its passage, approval and legal publication.
